THE PARISH SCHOOL BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION SEPTEMBER 16, 1997, AT 5:00 P.M., AT 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT FARRIS CALL THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Mrs. Kim Reese
The Pledge of Allegiance was led by Ms. Linda West
On motion of Mr. Murphy O'Banion, seconded by Mr. W.W. Parker, the Board voted to approve and dispense with the reading of the minutes of September 4, 1997.
Dr. Larry Monk presented for the Board's approval an Inter-governmental Agency Agreement and a request to rescind a previously approved sabbatical leave for Mrs. Vickie Snowden. The Rapides Parish Police Jury has requested the right to hire Mrs. Snowden for a one-year School-to-Work program. Rapides Parish will pay Mrs. Snowden's salary from a grant Rapides Parish has received for the funding of the program.
On motion of Mr. Alvin C. Dowden, seconded by Mrs. Kim Reese, the Board voted to enter into agreement with the Rapides Parish Police Jury and rescind the sabbatical leave of Mrs. Vickie Snowden.
On motion of Ms. Linda West, seconded by Mrs. Kim Reese, the Board voted to approve the attached list of employee transfers:

On motion of Mr. C.A. Hughes, seconded by Ms. Linda West, the Board voted to approve the attached list of leaves without pay:

The Board recognized outstanding 4-H members. Ms. Kem Villejoin, Home Economist with Louisiana Cooperative Extension Service, presented certificates to state participants and winners in various categories. She reported that 4-H membership is on the rise in the parish and parents were paying a key role in the success of the program.
Dr. Debra Davis, Energy Specialist, presented a draft of an energy conservation plan to the Board for approval. The plan is designed to train and educate school personnel in ways to conserve energy and save on utility costs.
On motion of Mr. B.R. Harvey, seconded by Mr. Murphy O'Banion, the Board voted to adopt the energy conservation plan and begin the education and training involved in implementing the policy.
On recommendation of Superintendent Schwartz and on motion of Mrs. Kim Reese, seconded by Mr. Gerald Burns, the Board voted to adopt the attached Public Input Policy.

On motion of Mr. W.W. Parker, seconded by Mr. C.A. Hughes, the Board voted to advertise for bids for software for the technology program.
On motion of Mr. Gerald Burns, seconded by Mrs. Betty Westerchil, the Board voted to appoint Mr. W.W. Parker, Mr. Gene Haymon, Mrs. Betty Westerchil, Ms. Pat Crawford, and Mr. Bobby Moss to a committee to receive software bids on Thursday, October 17, 1997 and to authorize the committee to award the lowest bid that meets specifications.
On motion of Mr. B.R. Harvey, seconded by Mr. Benard McKee, the Board voted to advertise for bids for lighting fixtures for Pitkin baseball field.
On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board wishes to convey its condolences to the family Mr. Cecil James of Pitkin who recently passed away; and,
WHEREAS, Mr. James, a member of the Pitkin Masonic Lodge, will be remembered by his community for his contributions each year to the Honesty and Integrity Award ceremonies for Pitkin High School juniors,
THEREFORE, BE IT RESOLVED, that the Board does adopt this memorial resolution and requests that a copy be sent to Mrs. Joyce James and her family.
On behalf of Mr. Willis Farris, a motion made by Mr. W.W. Parker was seconded by the Board, and the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their deepest sympathies to the family of Mrs. Inez Tibbitt who recently passed away; and,
WHEREAS, Mrs. Tibbitt was the mother of Mrs. Jackie Cryer, Central Office food services assistant, and the mother-in-law of Mr. John R. Cryer, Evans School bus driver;
THEREFORE BE IT RESOLVED, that the Board does hereby request that a copy of this memorial resolution be sent to Mr. and Mrs. Cryer along with its sincere condolences in their time of sorrow.
There being no further business, on motion of Mr. Benard McKee, seconded by Mr. W.W. Parker, the Board voted to adjourn.
