THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION APRIL 8, 1997 AT 10:00 A.M. AT 201 BELVIEW ROAD, LEESVILLE, LA. PRESIDENT FARRIS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Mr. Mark Smith
The Pledge of Allegiance was led by Ms. Linda West
On motion of Ms. Linda West, seconded by Mr. Benard McKee, the Board voted to approve and dispense with the reading of the minutes of April 3, 1997.
Mr. Bill Endris, Director of Finance gave a budget presentation. A deficit shown in the General Fund is due in part to the decrease in Impact Aid caused by a decrease in student enrollment. It is expected that State and Federal funding will increase for the 1997-98 fiscal year.

On recommendation of Superintendent Schwartz and on motion of Mr. Murphy O'Banion, seconded by Richard Bailes, the Board voted to approve the attached list of sabbatical leave requests.

On recommendation of Superintendent Schwartz and on motion of Mrs. Betty Westerchil, seconded by Mrs. Kim Reese, the Board voted to accept the attached list of employee resignations.

On recommendation of Mr. Bobby Moss, Purchasing Agent for Vernon Parish School System and on motion of Mr. Benard McKee, seconded by Mr. Gene Haymon, the Board voted to award the bid for band uniforms for Rosepine High School to The Bandmans Company as attached.

On recommendation of Mr. Bobby Moss, Purchasing Agent for Vernon Parish School System and on motion of Mr. Benard McKee, seconded by Mr. Murphy O'Banion, the Board voted to award the bid for metal roofing materials for Rosepine Elementary School to McElroy Metal Mill, Inc. as attached.

At this time, Superintendent Schwartz called for reports from the April 8, 1997 committee meetings.
Mr. Murphy O'Banion, Chairperson for the Maintenance Committee reported that the committee was still in study and there was no report at this time.
Mr. Benard McKee, Chairperson for the Transportation Committee reported that Mr. Jackie Self had completed the Transportation Handbook. The Board members were asked to examine the copy of the handbook which was given to them for approval at the May 1, 1997 Board Meeting.
Mrs. Betty Westerchil, Chairperson for the Curriculum Committee stated that Dr. Monk reported to the committee regarding new state curriculum and accountability guidelines.
At this time Superintendent Schwartz asked Dr. Larry Monk, Assistant Superintendent, to read a letter that Dr. Monk had received from Mr. Robert Crew, Director of the Bureau of Higher Education and Teacher Certification, Louisiana State Department of Education. The letter commended Dr. Monk and the Vernon Parish School System on the efforts made to recruit and employ certified teachers. The number of Circular 665 teachers decreased from 129 six years ago to nine in 1996.
On motion of Mr. W.W. Parker, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board learned with grief and sadness of the recent death of Mr. C.D. Lee, long time resident of Vernon Parish and great supporter of this school system,
WHEREAS, Mr. Lee was the brother-in-law of Richard Reese, Retired Administrator of the Vernon Parish School System, and uncle of Tracy Reese, Teacher at Simpson High School and Kim Reese, Board Member,
THEREFORE, BE IT RESOLVED, that the Board does requests that a copy of this memorial resolution be sent to Mrs. Stella Lee and her family in this time of bereavement along with sincere condolences from this Board.
On motion of Mr. Murphy O'Banion, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board does hereby send their condolences to Mrs. Betty Jordan, retired bus operator at Pickering School, in the recent death of her husband, Mr. Paul Jordan.
THEREFORE BE IT RESOLVED, that the Board does request that a copy of the memorial resolution be sent to Mrs. Jordan in this time of bereavement.
Mr. B.R. Harvey announced that a Salary Committee Meeting is scheduled for May 1, 1997.
On motion of Mr. Philip Gunn, seconded by Mrs. Betty Westerchil, the Board voted to resolve itself into a claims committee and approve the claims.
On motion of Mr. Gerald Burns, seconded by Mrs. Kim Reese, the Board voted to authorize the President and Secretary to pay claims as approved by the Claims committee.
There being no further business, on motion of Mr. Benard McKee, seconded by the Board, the Board voted to adjourn.
