THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, DECEMBER 5, 1996, 201 BELVIEW BOARD, LEESVILLE, LA PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. Murphy O'Banion, District 4.
The pledge of allegiance was led by Mr. B.R. Harvey, District 5.
On motion of Mr. Parker, seconded by Ms. West, the Board voted to approve and dispense with the reading of the minutes of November 19, 1996.
On motion of Mr. McKee, seconded by Mr. Haymon, the Board voted to accept the attached list of resignations:

On motion of Mr. Gunn, seconded by Mrs. Westerchil, the Board voted to name the attached list of new employees:

At this time Mrs. Kathy Wilson, Hornbeck High School math teacher, and Mrs. Janice Andrews, Simpson High School math teacher, demonstrated the use of calculators in math classrooms. The teachers expressed that they have participated in many math and LASIP programs and thanked the Board for the summer workshops for teachers.
Mrs. Kim Nugent, TECH Prep Coordinator, addressed the Board giving a report on the SEEP program and other offerings for students. The SEEP is a joint effort between the Beauregard Parish School Board, the Vernon Parish School and the Lamar Vocational Technical College for students to attend the College for high school credit while enrolling in vocational courses.
At this time the Superintendent Hinson introduced the three applicants for Administrator of Support Services.

Recommendation was made by Superintendent Hinson that the position of Administrator of Support Services be abolished and that the Superintendent will appoint duties of the position to the present central office staff and he will report to Board in January as to the assigned job duties.
Motion was made by Ms. West, seconded by Mr. Farris, that the Board accept the Superintendent's recommendation of abolishing the job of Administrator of Support Services and that the Superintendent will appoint duties of the job to the present central office staff and he will report to the Board as to these assignments.

Motion was made by Mr. O'Banion, seconded by Mr. Farris, that the Board abolish the position of director held by Mr. James Hardin, upon the retirement of Mr. Hardin.

The motion passed.
On motion of Mr. O'Banion, seconded by the Board, the Board voted to use the monies saved by abolishing the positions of Administrator of Support Services and Director in K-12 classrooms for teaching supplies and materials.
On recommendation of Superintendent Hinson and on motion of Mr. Gunn, seconded by Mr. Hughes, the Board voted to name Mr. Hirl Haynes as Principal of Leesville Junior High School until June 30, 1997.
On recommendation of Superintendent Hinson, and on motion of Mr. Hughes, seconded by Mr. Burns, the Board voted to transfer Mr. Charles Balthrop to Assistant Principal of Leesville Junior High School.
On recommendation of Superintendent Hinson, and on motion of Mr. Dowden, seconded by Mrs. Westerchil, the Board voted to advertise for the position of Assistant Principal for East Leesville Elementary. Applications are due no later than January 6, 1997 at 4:30 p.m.
On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to advertise for a new fire alarm system for the 5th grade building at Vernon Elementary. Bids to be received January 9, 1997 at 10: -00 a.m.
On motion of Mr. Parker, seconded by Mr. Dowden, the Board voted to advertise for blacktop for Hornbeck High School parking lot.
On motion of Mr. Farris, seconded by the Board, the Board voted to thank Col. Prosch for the pictures of the school board trip to Fort Polk and thanked him once again for the enjoyable trip and the information gathered by the Board on November 19th.
Mr. Hughes announced that as chairman of the Athletic Committee, he would call a meeting of the District 1/6 members only to discuss athletic matters of these districts.
On motion of Mr. Haymon, seconded by Mrs. Reese, the Board voted to approve the purchase of library furniture for Simpson High School (not to exceed $10,000.00)
Superintendent Hinson reminded the members that the December 10, 1996 school board meeting is at 5:00 p.m. and that the staff will have treats for them at 4:30.
On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wishes to express their heartfelt sympathies to Judge and Mrs. John Ford, in the recent death of his mother, Mrs. Ethel Ford,
WHEREAS, Mrs. Ford is the Counselor at West Leesville Elementary School,
THEREFORE, BE IT RESOLVED, that the Board does take this means to express their sorrows to the Ford family and does request that a copy of this memorial resolution be sent to Judge and Mrs. Ford.
On motion of Mr. Gerald Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board learned with grief and sadness of the recent death of Mr. Henry "Poochie" Hinson, father-in-law of Mr. Louis Massie, retired Principal of West Leesville Elementary School,
WHEREAS, Mr. Hinson was a great supporter of this school system and he will be sadly missed,
THEREFORE BE IT RESOLVED, that the Board does take this means to express sorrows to Mr. and Mrs. Massie in this time of bereavement and request that a copy of this memorial resolution be sent to the family.
On motion of Mr. W.W. Parker, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board learned with grief and sadness of the death of young Rusty Jeane, a graduate of Anacoco High School,
WHEREAS, Rusty was a wonderful young man who was loved and adored by everyone at the Anacoco Schools,
WHEREAS, his friendship was cherished by his classmates and teachers. The courage shown by Rusty inspired his friends and family,
THEREFORE BE IT RESOLVED, that the Board does take this means to send their heartfelt condolences to Mr. and Mrs. Roger Jeane along with a copy of this memorial resolution.
On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolutions

WHEREAS, the members of the Vernon Parish School Board does hereby send their condolences to Mrs. Dawn James, bus operator at Pitkin School, in the recent death of her father-in-law, Mr. Troy James,
THEREFORE BE IT RESOLVED, that the Board does send their to the family along with a copy of this memorial resolution.
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their sympathies to Mr. and Mrs. Roger Johnson, bus operators at Pitkin, in the recent death of Mrs. Johnson's father, Mr. Roy West
THEREFORE BE IT RESOLVED, that the Board does request that a copy of memorial resolution be sent to Mr. and Mrs. Johnson in this time of bereavement.
On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sorrows in the recent death Mr. James R. Martin who was a great suppportor of the Pitkin Schools,
WHEREAS, Mr. Martin will be sadly missed by everyone in Pitkin and his bereaved family,
THEREFORE BE IT RESOLVED, that Board does request that a copy of this memorial resolution be sent to the family of Mr. Martin.
On motion of Mr. O'Banion, seconded by the Board, the Board voted to send good luck wishes to the Pickering High School Red Devils football team as they participate in the Class AA football semi final playoffs.
There being no further business, on motion of Mr. Harvey, seconded by Mr. McKee, the Board voted to adjourn until Tuesday, December 10, 1996 at 5:00 p.m.
