THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION THURSDAY, NOVEMBER 5, 1996 AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LA PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. W.W. Parker, District 2.
The pledge of allegiance was led by Mr. Philip Gunn, District 6.
On motion of Mr. Gunn, seconded by Mr. Parker, the Board voted to approve and dispense with the reading of the minutes of October 8, 1996.
On motion of Mr. McKee, seconded by Ms. West, the Board voted to accept the attached list of resignations:

At this time Superintendent Hinson reported that David Nichols, teacher at Rosepine High School, was sent a letter October 3, 1996 notifying him that he had been placed on suspension with pay until further notice. On recommendation of Superintendent Hinson, and on motion of Ms. West, seconded by Mr. Bailes, the Board voted to continue the suspension with pay for David Nichols until further notice.
Joan Simmons and Nelda Wellman, 3rd grade teachers at East Leesville, introduced the Shurly Method of Teaching Language. Selected students from the 3rd grade classes demonstrated and performed this new way of teaching. Mrs. Simmons and Mrs. Wellman reported that through this teaching technique students are enjoying learning while comprehending sentence structure.
On recommendation of Superintendent Hinson, and on motion of Ms. West, seconded by Mr. Gunn, the Board voted to name Mr. Jackie Self as Supervisor of Transportation. Contract to expire June 30, 1997.
On recommendation of Superintendent Hinson, a motion was made by Mr. Gunn, seconded by Mr. McKee that the Board advertise for the position of Administrator of Support Services, salary to be indexed 1.81, contract to be effective July 1, 1997 through June 30, 1998.
An amendment was made by Mr. Dowden, seconded by Mr. Hughes, that the Board table the motion by Mr. Gunn, and to study the possibility of consolidating some portions of the job duties of the Administrator of Support Services absorbing the position.
The amendment failed with three yeas and twelve nays.
The original motion by Mr. Gunn, seconded by Mr. McKee, was voted on and passed to advertise for the position of Administrator of Support Services as listed above.
Mr. Eugene Cavanaugh addressed the Board. Mr. Cavanaugh reported that the first revenues from the oil leases can be expected by the end of November. The school system is not expected to grant any exemptions on drilling or pipelines he stated.
On motion of Mrs. Westerchil, seconded by Mr. Gunn, the Board voted to open the bids received for 132 computer hard drives (LEARN grant).

On motion of Mr. Gunn, seconded by Mr. McKee, the Board voted to take Under advisement the bids for the computer hard drives.
On motion of Mr. Bailes, seconded by Mrs. Reese, the Board voted to advertise for a roofing contractor for Vernon Elementary. Bids to be received December 10, 1996 at 5:00 p.m.
Superintendent Hinson reported that a question has been raised about drivers education. He asked that President Smith appoint a committee to study the drivers education program. On motion of Mr. Haymon, seconded by Mr. Parker, the Board voted to appoint a committee to study the driver's education program.

Mr. Tom Neubert and Mrs. Abby Cryer announced that Leesville High School will hold its first annual Christmas Bazaar on December 4, 1996 and invited the members to attend.
Mr. Bill Bailey, Executive Director of the Greater Vernon Chamber of Commerce, invited the Board to the first annual Family Day on November 16, 1996.
Superintendent Hinson reminded the Board that State Superintendent of Education, Mr. Cecil Picard will visit Vernon Parish Schools on Monday, November 18, 1996. A reception will be held at the central office at 9:00 a.m. and afterwards the Board, Superintendents will tour schools. He asked that members attend the tour if possible, and to also attend the noon luncheon at the Holiday Inn in Leesville.
Col. Prosch provided each member with a schedule of the tour planned for the second school board meeting to be held Tuesday, November 19th. The official meeting of the Board will be at 12:00 at the Mout AAR Theater.
On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolutions:

WHEREAS, the members of the Vernon Parish School Board do hereby wish to convey they heartfelt sympathies to Mrs. Norma Teekell in the recent death of her husband, Mr. Lloyd Teekell,
WHEREAS, Mr. Teekell and his family have made many contributions to the library at Pitkin High School and for this the school personnel, the school board, the parents and especially the children will be forever grateful to the Teekell family,
THEREFORE BE IT RESOLVED, that the Board does hereby send their heartfelt condolences to Mrs. Teekell and her family and request that a copy of this resolution be sent to the family.

WHEREAS, the members of the Vernon Parish School Board takes this time to express their heartfelt sympathies to Mrs. Doris Wisby, former cook at Pitkin School, and Mrs. Wanda Leach, bus aide, in the recent death of Mr. James M. Wisby,
THEREFORE BE IT RESOLVED, that the Board does extend their sorrows to the Wisby family in the time of sadness and sorrow and request that a copy of this memorial resolution be sent to the family.

WHEREAS, the members of the Vernon Parish School Board do hereby wish to express their heartfelt sorrows to Mrs. Ruth White, retired bus driver, Mrs. Wilmer White, bus driver, and Dawn James, bus driver, in the recent death of Mr. Huel White,
THEREFORE BE IT RESOLVED, that the Board does send their condolences to the White family in this time of sorrow and request that a copy of this resolution be sent to the family.

WHEREAS, the members of the Vernon Parish School Board takes this time to send their heartfelt condolences to the family of Mrs. Mary Ellen Strother, who was the grandmother of Theresa West, teacher, Reginald Lambright, teacher, Benita Inman, teacher, Jeanice Lambright, teacher's aide, and Sabrina Goleman, teacher's aide,

WHEREAS, the members of the Vernon Parish School Board wish to convey their sympathies to Elsie Fletcher, retired cook, in the recent death of her mother Mrs. Becky Davis, retired cook at Pickering High School,

On motion of Mr. Parker, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board do hereby wish to convey their heartfelt sympathies to the family of Mr. Roy Clark. Mr. Clark was a great supporter of this school system by furnishing equipment and materials to the Anacoco Schools,
WHEREAS, he was also the grandfather of Mrs. Loretta Horton, bus driver, and uncle of Nelda Frost, teacher,
THEREFORE BE IT RESOLVED, that the Board does request that a copy of this resolution be sent to the family of Mr. Clark along with a copy of this memorial resolution.
On motion of Mr. Richard Bailes, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board do hereby wish to convey their heartfelt sympathies to Mr. David Stephens, District 1 yard maintenance crew, in the recent death of his wife, Mrs. Julia Stephens,
THEREFORE BE IT RESOLVED, that the Board does take this means to express their condolences to Mr. Stephens and his family in this time of bereavement and request that a copy of this memorial resolution be sent to Mr. Stephens.
There being no further business, on motion of Mr. McKee, seconded by Mr. Harvey, the Board voted to adjourn.
