THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION THURSDAY, SEPTEMBER 5, 1996, AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Mr. Alvin C. Dowden, District I.

 

The pledge of allegiance was led by Mr. Gene Haymon, District I.

 

On motion of Mr. Gunn, seconded by Mr. Parker, the Board voted to accept the attached list of resignations:

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to approve the attached request for leave without pay:

On motion of Mr. O'Banion, seconded by Mr. Farris, the Board voted to approve the attached sabbatical leave requests:

On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to name the attached list of new teachers:

On motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted to approve the employment of the attached new bus driver:

 At this time the Board and Superintendent recognized the following high school baseball teams.  Each student was presented a Superintendent's certificate for their outstanding accomplishment:

 

SIMPSON HIGH SCHOOL, CLASS C, STATE QUARTER FINALISTS

LEESVILLE HIGH SCHOOL, CLASS 4A, STATE QUARTER FINALISTS

PITKIN HIGH SCHOOL, CLASS B, STATE RUNNERS UP

HICKS HIGH SCHOOL, CLASS C, STATE CHAMPIONS

 

Mrs. Betty Richard, Pickering Elementary teacher, addressed the Board.  Mrs. Richard demonstrated math manipulative ideas to the Board.  She stated that the LaSIP (Louisiana Systemic Instructional Program) has been very beneficial for teachers.  She also stated the summer workshops offered by the central office staff have been very helpful.

 

Mr. Charles Balthrop, Assistant Principal at East Leesville Elementary, and a member of the Vernon Leadership 2000 educational committee addressed the Board inviting them to an economic development meeting on September 10, 1996 at 6:00 p.m. at the Holiday Inn.

 

Bill Endris, Director of Finance, presented the 1995-96 consolidated  budget.  On recommendation of Superintendent Hinson, and on motion of Mr. Haymon, seconded by Mrs. Reese, the Board voted to approve the 1995-96 budget.

 

Mr. Endris presented the 1996-97 consolidated budget.  On recommendation of Superintendent Hinson and on motion of Mr. Burns, seconded by Mr. Parker, the Board voted to approve the 1996-97 consolidated budget.

 

On motion of Mr. Dowden, seconded by Mr. Farris, the Board voted to adopt the attached resolution pertaining to millage rates:

On motion of Mr. Burns, seconded by Mrs. Westerchil, the Board voted to adopt the attached resolution pertaining to millage rates:

Mr. Endris reported that insurance meetings will be held on September 25 and 26, 1996.All members of Foundation Health have been informed of the meetings.  He stated that retirees have also been notified of the meetings.  Mr. Endris said that Foundation Health officials are working diligently to solve problems for Vernon Parish members and he is very pleased with the cooperation and assistance provided by Foundation Health.

 

On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to employ Mr. Ray Fugatt as architect for the roofing work to be done at Vernon Elementary for a fee of $2,300.00.

 

On motion of Mrs. Reese, seconded by Mr. Hughes, the Board voted to employ Mr. Ray Fugatt as architect for the kindergarten building renovations to be done at Simpson High School for a fee of $4,200.00.

 

On motion of Mr. Harvey, seconded by Mr. O'Banion, the Board voted to authorize the Superintendent to set a land line agreement in District Five with Ima Rae Bass Maricle, situated in the Northeast corner of the Northeast 1/4,  of the Northeast 1/4,  of Section 14, Township 1, South, Range 7 West, Vernon Parish, Louisiana.

 

On motion of Mr. Burns, seconded by Mr. Parker, the Board voted to change the meeting time of the September 10,. 1996 to 4:30 p.m. so that members may attend the Vernon Leadership 2000 meeting at 6:00 p.m. at the Holiday Inn of Leesville.

 

There were no bids received for the sell of used equipment at Simpson High School.  On motion of Mrs. Westerchil, seconded by Mr. Bailes, the Board voted to authorize Mr. Moss and Mr. Funderburk to dispose of the equipment.

 

On motion of Mr. Dowden, seconded by Mr. Hughes, the Board voted to advertise for bids to sell used equipment at East Leesville Elementary (2 floor buffers, 3 16mm projectors, 7 record players, 7 overhead projectors).  Bids to be received October 3, 1996 at 10:00 a.m.

 

On motion of Mr. Parker, seconded by Mr. Farris, the Board voted to cancel Orange School District No. 94 bond issue, filed August 14, 1930.  The bond is paid in full.

 

Mr. Farris thanked the Board for their cards, flowers and prayers during his illness.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board learned with grief and sorrow  of the recent death of young Leonard Ethan Reed, a kindergarten student at Pitkin School,

WHEREAS, the loss of this child saddens the school board and the entire community and his family and friends will sadly miss him,

THEREFORE BE IT RESOLVED, that the Board takes this time to express their sympathies to Mr. and Mrs. Reed in this terrible loss of their child,

BE IT FURTHER RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of young Leonard Ethan.

 

On motion of Mr. Haymon, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board  are saddened and sorrowful by the recent of death of Chad Clark, son of Debbie and Vernon Clark.  Mrs. Clark is the Assistant Principal of Vernon Elementary School.  Chad was also the nephew of Mr. Alvin C. Dowden, Jr., school board member from District One.

WHEREAS, Chad was a 1994 graduate of Leesville High School.  Chad was an exemplary student excelling in academics and athletics.  He was loved and admired by everyone who knew him.  Chad was a loving and caring young man and he will be sadly missed by his family and friends,

THEREFORE BE IT RESOLVED, that the Board does request that a copy of this memorial resolution be sent to Mr. and Mrs. Clark and their family along with sincere condolences from this Board.

 

On motion of Mr. Haymon, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sincere sympathies in the recent death of Mr. Herbert Jeter, former Assistant Principal and teacher from Hicks High Schools,

WHEREAS, Mr. Jeter was a dedicated and loyal employee of the Vernon Parish School system and he was an outstanding educator,

THEREFORE BE IT RESOLVED, that the Board does request that condolences be sent to Mrs. Jeter and her family.

 

On motion of Mr. Bailes and Mr. Parker, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to Mrs. Dona Dowden, Central Office secretary, and Mrs. Deloris Rodgers, South Polk Elementary secretary, in the recent death of their sister, Mrs. Thelma Semons,

WHEREAS, Mrs. Semons was loving and caring person and she will be missed by her family and friends,

THEREFORE BE IT RESOLVED, that the Board does request that a copy of this memorial resolution be sent to Mrs. Dowden and Mrs. Rodgers along with sincere sympathies.

 

On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board do hereby send their sincere condolences to the family of Mrs. Zelma Hammett, mother of Judge Roy B. Tuck, and grandmother of Mr. Kim Tuck, maintenance department, Central Office, who recently passed away,

 

On motion of Mr. McKee, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the members of the Vernon Parish School Board do hereby wish to convey their heartfelt sympathies to Mrs. Lana Goins, secretary at Rosepine Elementary School, in the recent death of her father, Mr. Claude Thompson,

THEREFORE BE IT RESOLVED, that the Board does convey their condolences to Mrs. Goins and her family and request that a copy of this resolution be sent the Thompson family.

 

On motion of Mrs. Reese, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

WHEREAS, the death of Mr. Garloin Deason saddens the members of the Vernon Parish School Board who was the father of Shandi Deason, student at Rosepine High School,

THEREFORE BE IT RESOLVED, that the Board does request that a copy of this memorial resolution be sent to Miss Deason and her family in this time of bereavement along with sincere condolences from the Vernon Parish School Board members.

 

Superintendent Hinson reminded the Board of the open house dates beginning September 16, 1996.

 

There being no further business, on motion of Mr. Bailes, seconded by Mr. McKee, the Board voted to adjourn until Tuesday, September 10, 1996 at 4:30 p.m.
