THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION TUESDAY, JUNE 11, 1996 AT 5:00 P.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Mr. Philip L. Gunn, District 6.
The pledge of allegiance was led by Mr. W.W. Parker, District 2.
Superintendent Hinson read the attached Call Notice:

On motion of Mr. Parker, seconded by Mr. Farris, the Board voted to approve and dispense with the reading of the minutes of June 4, 1996.
On motion of Mr. O'Banion, seconded by Mr. Parker, the Board voted to accept the attached list of resignations:

On motion of Mr. O'Banion, seconded by Mr. Parker, the Board voted to approve a sabbatical leave request for Mr. Forrest Blount, counselor, Pickering High School, rest and recuperation for the school year 1996-97.
On motion of Mr. Hughes, seconded by Mr. Burns, the Board voted to approve a leave without pay request for Wyona Jeane, Title I Aide, Vernon Elementary, for the 1996-97 school year.
At this time Superintendent Hinson and the Board recognized the Vernon Parish High Rodeo Club, Mrs. Rayetta Harvey, sponsor. Each student was presented a certificate in appreciate for their outstanding accomplishments in high school rodeo.
At this time the Board and Superintendent recognized retiring employees of the Vernon Parish School Board. Each retiree was presented a certificate of service and thanked by the Board. Those attending were:

Mr. Joe Pope, Coordinator of Curriculum, reported on LEAP and GEE scores, stating that Vernon Parish students remain in the top rankings in test scores. (Information attached)
Dr. Cindy Gillespie, Supervisor, reported that CAT scores continue to improve and hold in high rankings in the state and national averages. (Information attached)
Mr. Roland Booty, Coordinator of Curriculum, reported on the LEEP camp held the last week of April for selected 5th graders. Mr. Booty presented each member with a LEEP yearbook and stated that the camp very successful.
Mr. Booty also presented for consideration the proposed 1996-97 Pupil Progression Plan. The plan will be presented for adoption on July 2, 1996.
On motion of Mr. Burns, seconded by Mrs. Reese, the Board voted to open the following bids:

On motion of Mrs. Reese, seconded by Mr. Haymon, the Board voted to take the roofing contractor bids under advisement for West Leesville.
B. CONCRETE FOR PARKING LOT AT SIMPSON HIGH SCHOOL

On motion of Mr. Haymon, seconded by Mrs. Reese, the Board voted to accept the low bid of Louisiana Industries for the concrete for Simpson if all specifications have been met and approved the by maintenance supervisor.
At this time the Board and Superintendent recognized Mrs. Sandra Clark. Mrs. Clark stated that she had been asked to address the Board about the girls' coaching position at Hicks High School. She said that she and others at Hicks want Mark Young to be named as the girls' coach. Superintendent Hinson assured Mrs. Clark and the students in attendance, that when a teacher is assigned to coach the girls' basketball team at Hicks High School, that assignment will be in the best interest of the students at Hicks School and he also stated that teaching assignments are given first consideration when making coaching assignments. The Board thanked Mrs. Clark for her comments.
Superintendent Hinson reported on recent legislative action to give a pay raise of approximately $750.00 to approximately $1,200.00 for teachers and others up to the assistant principal level. He stated that the legislators did not name any support nor administrative level school employees in this state pay raise. Superintendent Hinson recommended that the Board authorize $1,000.00 per teacher for the state pay increase according to guidelines issued by the legislature and to authorize any subsequent amounts to teachers and named employees who will receive the pay increase to be paid when the state gives a definite amount of pay raises per parish. He stated that the pay increases become effective in July and that designated employees will receive this raise in the first check of the 1996-97 pay period.
On motion of Mr. Farris, seconded by the Board, the Board voted to authorize the Superintendent to make the appropriate pay increases according to the guidelines of the state legislature of $1,000.00 effective in July and will be issued in the first pay checks for the 1996-97 school year and to make adjustments of pay increase or decrease due to these named employees when the state issues a definite amount of the raises after October 1, 1996.
On motion of Mr. Benard McKee, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board do hereby wish to convey their heartfelt sympathies to Mrs. Carol Bosley, teacher's aide, at Rosepine Elementary School and to Mr. Johnny Bosley, teacher and coach at Pickering High School, in the recent death of Mr. James L. Bosely, husband and father,
WHEREAS, Mr. Bosley was the police chief of Rosepine for eighteen years and was an active member of the community. Mr. Bosley was dedicated to working with youth baseball and civic groups in Rosepine and throughout Vernon Parish. He was well respected by his fellow law enforcement officers and was loved by family and friends.
THEREFORE BE IT RESOLVED, that the Board does hereby request that a copy of this memorial resolution be sent to Mrs. Bosley and her family along with sincere condolences from this Board.
On motion of Mrs. Westerchil, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, te members of the Vernon Parish School Board do hereby wish to convey their sorrow and condolences to the family of Mrs. Bessie Smith, who recently passed away,
WHEREAS, she was the mother of Mr. Kenneth Smith, retired teacher
from Vernon Parish, and the grandmother of Mr. Robert Smith, school bus operator, and Mrs. Rhonda Vinson, bus operator
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. Smith and his family.
Superintendent Hinson announced that Open House dates for the 1996-97 school year would be set for a two week period, September 16 - 27, 1996.
On motion of Mr. Parker, seconded by Mr. Bailes, the Board voted to approve the open house dates.
Mr. Bill Endris, Director of Finance will give a MFP report on July 2, 1996.
Mr. Parker, Chairman of the Fund Raiser Committee, announed that the Committee will meet with the principals concerning this issue.
On motion of Mr. O'Banion, seconded by Mr. Gunn, the Board voted to resolve itself into a claims committee and approve the claims.
On motion of Mr. Gunn, seconded by Mr. Bailes, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.
On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to adjourn.
