THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, NOVEMBER 2, 1995, AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING. PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Mr. Philip L. Gunn, Ward One.
The pledge of allegiance was led by Mrs. Betty Westerchil, Ward One.
On motion of Mr. McRae, seconded by Mr. B.R. Harvey, the Board voted to approve and dispense with the reading of the minutes of October 10, 1995.
On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to accept the attached list of resignations:

At this time the Superintendent and Board recognized Mrs. Diane Stokes and her 5th and 6th grade choir students from Anacoco Elementary. The students performed patriotic numbers which they will sing at the school's Veterans Day program.
At this time the following schools were recognized for their outstanding achievements in attaining and maintaining 95% on state tests scores from 1991-1995. The awards and recognition program is sponsored by the Board of Elementary and Secondary Education:

On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to open the bids received for to sell a used piano at Anacoco Elementary School.

On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to accept the high bid for the piano in the amount of $57.00.
There were no bids received to sell the used sewing machines at Leesville High School. On motion of Mr. Dowden, seconded by Mrs. Westerchil, the Board voted to authorize the Superintendent, the Principal and the Purchasing Agent to dispose with the used sewing machines.
On motion of Mrs. Westerchil, seconded by Mr. Burns, the Board voted to open the bids received to sell used kitchen equipment at Leesville High School.

On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to award the bids for used kitchen equipment to the high bidders and to contact the Parish Senior Citizen Centers to see if any of these facilities could use any of the equipment not awarded in the bid and to authorize the disposal of any unwanted equipment.
Superintendent Hinson explained that computer equipment for the monitoring of the air conditioning and heating unit of the new North Polk Elementary school called for an optional device to be located at the school board office. He explained that the installation cost of this equipment could be used in the classroom and that the equipment is not necessary for the operation of the air/heat units at the school. On motion of Mrs. Williams, seconded by Mr. Burns, the Board voted to delete the computer equipment for the job #9401, North Polk Elementary for the school board office.
Superintendent Hinson reported Yeager Watson and Associates, architects for the North Polk Elementary construction, has informed him that contract funding for a turn lane in front of the school would not be sufficient to cover the cost that had been bid on by the contractor. The budget for the road work was approximately $5,900 and it is now determined that an additional $15,600 is needed for the work to meet all DODT standards. He asked that Col. Prosch and Fort Polk officials monitor the traffic situation in front of North Polk Elementary and to report to him as the need of the turn lane.
Superintendent Hinson reported that as requested by the Board, he has submitted the necessary paperwork to area legislators stating the need for traffic lights to be installed near the Hornbeck and Pickering Schools. He stated that he had provided each member a copy of a response from Representative John Smith where Mr. Smith has contacted the state of Louisiana for assistance in installing these needed lights.
Mrs. Westerchil inquired about directional signs for the new North Polk School. Superintendent Hinson stated that directional signs have been acquired for all schools and will be installed soon, including North Polk Elementary.
On motion of Mr. Burns, seconded by the entire Board, the Board voted to commend Mr. Tom Neubert, Principal of Leesville High School, his faculty and staff and the entire student body of Leesville High School for the outstanding homecoming at Leesville High School. The Ward One Board Members expressed that the hospitality, entertainment and decorations were excellent.
On motion of Mrs. Westerchil, seconded by the Board, the Board voted to commend the Leesville High School Band for their outstanding performance at the DeRidder Band Festival. The band received the following superior ratings:
Drum major, auxiliary, percussion, overall performance, and the drum major received the most outstanding drum major award.
On motion of Mr. McKee, seconded by the Board, the Board voted to commend the Rosepine High School Band for their outstanding accomplishments at the DeRidder Band Festival. The band won superior ratings in the following categories:
Drum major, auxiliary, band, percussion and best in Class B
There being no further business, on motion of Mr. Burns, seconded by Mr. McKee, the Board voted to adjourn until Tuesday, November 7, 1995.
