THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, AUGUST 3, 1995 AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Mr. T.B. Porter, Ward Two Anacoco.
The pledge of allegiance was led by Mr. Murphy O'Banion, Ward Four.
On motion of Mr. Burns, seconded by Mr. B.R. Harvey, the Board voted to approve and dispense with the reading of the minutes of July 11, 1995.
On motion of Mr. McKee, seconded by Mrs. Westerchil, the Board voted to approve the attached list of resignations and terminations:

On motion of Mr. O'Banion, seconded by Mr. Dowden, the Board voted to approve the attached list of new employees:

On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to approve a leave without pay request for Jayme Arnold, special ed aide, preschool center for the 1995-96 school year.
On recommendation of Superintendent Hinson, and on motion of Mr. McRae, seconded by Mr. Porter, the Board voted to name Mr. Paul Poe as Principal of Hicks High School on a one year contract.
On recommendation of Superintendent, on motion of Mr. McRae, seconded by Mr. B.R. Harvey, the Board voted to advertise for an Assistant Principal for Hicks High School for a one year contract. Application will be taken until 4:30 p.m., August 25, 1995.
On motion of Mr. Dowden, seconded by Mr. Gunn, the Board voted to open the following bids:

On motion of Mr. O'Banion, seconded by Mr. Burns, the Board voted to award the sell of the used 1985 truck to Johnny Johnson, the high bidder in the amount of $735.00.

On motion of Mr. B.R. Harvey, seconded by Mr. Gunn, the Board voted to award the bus bid to Erwin Wilson in the amount of $1,203.00

On motion of Mrs. Westerchil, seconded by Mr. Burns, the Board voted to take under advisement the bids received for the activity bus for Ward One.
d. SALE OF OLD HEATERS, EAST ELEM,
NO BIDS RECEIVED.
On motion of Mr. Dowden, seconded by Mrs. Westerchil, the Board voted to authorize the disposal of the used heaters at East Leesville Elementary by Mr. Moss, Mrs. Smith and the Superintendent.
On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to advertise for bids to purchase air conditioning for the Leesville High School annex gym.
On recommendation of Superintendent Hinson, and after hearing the break down of Change Order #4 for North Polk construction given by Mr. Herb Carter, representative from the Garrison Commanders office, that the change order would not change the construction price of the job, on motion of Mr. Gunn, seconded by Mr. Burns, the Board voted to approve change order #4.
On recommendation of Superintendent Hinson, and on motion of Mr. Burns, seconded by Mr. McKee, the Board voted to officially announce that a critical shortage exists in the areas of science and special education, necessitating the employment of retired teachers to fill vacancies in science and special education.
Superintendent Hinson announced that the Committee to study fund raisers will meet at 9:00 a.m. on Tuesday, August 8, 1995. The Committee members are:

Superintendent Hinson announced that the LSBA Legislative Update will be held in Baton Rouge on August 17, 1995 at 9:30 a.m. and asked that board members interested in going should let him know as soon as possible.
Superintendent Hinson invited the Board to attend the Fall Teachers Workshop at Leesville High School on August 16, 1995.
Mr. James Wards responded to the inquiry from President Smith on the land clean-up area north of Leesville High School. He stated that due to the weather conditions, the work has been delayed, however, a dozer would soon be used to level and clear the land making it smooth and ready to be seeded for grass.
Superintendent Hinson asked Dr. Monk to address the situation of computer programming, maintenance and installation. Dr. Monk stated that there are approximately 1500 computers within the system and 400 typewriters. He said that Time Trend Computer Company of Alexandria is currently working up a proposal for contractual work with the Vernon Parish School Board for programming and networking present systems together. He further stated that the long range plans would be networking all schools and the central office together.
On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board do hereby wish to convey their heartfelt sympathies to the family of Mrs. Geneva Turner who recently passed away,
WHEREAS, Mrs. Turner was a retired Deputy Clerk of Court for Vernon Parish and the mother-in-law of Mr. M.C. Keathley, teacher at Simpson High School,
THEREFORE BE IT RESOLVED, that the Board does wish to convey their condolences to the family of Mrs. Turner and request that a copy of this memorial resolution be sent to the family.
On motion of Mrs. Williams, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the Vernon Parish School Board learned with grief and sorrow of the recent death of Mrs. Zella Ferguson, retired teacher of Hornbeck School,
WHEREAS, Mrs. Ferguson taught school for more than forty years and during this time she was respected by her peers and loved by her many students,
WHEREAS, Mrs. Ferguson was the aunt of Mrs. Margaret Whatley, teacher at Hornbeck,
THEREFORE BE IT RESOLVED, that the Board does hereby wish to convey their heartfelt condolences to the family of Mrs. Ferguson.
On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to Mrs. Earle Temple, teacher at Simpson School, in the recent death of her mother, Mrs. Olee Landrum,
THEREFORE BE IT RESOLVED, that the Board does send their condolences to Mrs. Temple and her family in this time of bereavement and request that a copy of this memorial resolution be sent to the family.
There being no further business, on motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to adjourn until Tuesday, August 8, 1995.
