THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON TUESDAY, JULY 11, 1995 AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA  71446  PRESIDENT SMITH CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. B.R. Harvey, Ward Five.

 

The pledge of allegiance was led by Mr. Wallace McRae, Wards Six and Eight.

 

Superintendent Hinson read the attached Call Notice:

On motion of Mr. Gunn, seconded by Mr. McRae, the  Board voted to approve and dispense with the reading of the minutes of July 6, 1995.

 

On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to name the attached list of new employees:

On motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted to approve the attached list of employee transfers:

On recommendation of Superintendent Hinson, and on motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to approve Change Order #3 for the North Polk construction.

On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to advertise for a new activity bus for Ward One. These bids will be requested on a lease/purchase agreement.

 

On recommendation of Mr. Moss, and on motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to accept the furniture bids for North Polk School as listed on the attached sheet by Mr. Moss.

On recommendation of Mr. Moss, and on motion of Mr. McKee, seconded by Mr. B.R. Harvey, the Board voted to award the roofing materials and panels for Rosepine Elementary to the low bidders, McElroy Metals Mill, Inc. $11,570.45 for metal panels, and Prassell Lumber Company,  $1,576.25.

 

Mr. John Norris, insurance consultant, reported that the anniversary date for property, liability insurance is due August 1, 1995.  He stated that Snowden Word Insurance and Fertitta Insurance were awarded the bids for these coverages in 1994 and reported that he recommended that annual bidding is not necessary, however, that possibly every three years would be appropriate.  Mr. Norris gave a premium breakdown of the costs since the awarded bids in 1994.

On motion of Mr. Porter, seconded by Mr. McKee, the Board voted to renew the contracts for insurance coverages as described in the attached information, with Snowden Word Insurance Agency and Fertitta Insurance Agency.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                               R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to the family of Mr. D.E. Stephens of Pitkin who recently passed away,

                                WHEREAS, Mr. Stephens served as the Clerk of the Works for the Pitkin School construction and worked very diligently with the American Legion securing scholarships for Pitkin graduates,

                                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent  his daughter-in-law, Mrs. Lisa Stephens, special education aide at North Polk Elementary school, and to Mrs. Stephens along with sincere condolences from this Board.

 

On motion of Mrs. Williams, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                               R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board do hereby send their heartfelt sympathies to Senator Bryan Poston and his family in the recent death of his mother, Mrs. Margorie Poston of Hornbeck,

                                WHEREAS, Mrs. Poston was the mother-in-law of Mrs. Jonelle Poston, headstart teacher, at Hornbeck School,

                                THEREFORE BE IT RESOLVED, that the Board does request that a copy of this memorial resolution be sent to Senator Poston and his family along with sincere condolences.

 

On motion of Mr. O'Banion, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                               R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board learned with grief and sadness of the recent death of Mr. Wilbur "Peewee" Perkins,

                                WHEREAS, Mr. Perkins was the father-in-law of Mrs. Sandy Perkins, Sales Tax Manager for Vernon Parish,  and a long time supporter of the Vernon Parish School system,

                                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Althea Perkins, Mrs. Sandy Perkins and their families.

 

Mr. O'Banion inquired about the supplements paid to cheerleader sponsors.  Superintendent Hinson stated that high school sponsors are paid $700.00 per year, and junior high school sponsors and assistant sponsors are paid $350.00 per year.

 

Mr. Dowden suggested that a committee be formed to look into legitimate funding raising companies for athletic and other extra-curricular clubs of Vernon Parish Schools.  President Smith appointed the following committee to study fund raising activities in schools:

On motion of Mrs. Williams, seconded by the Board, the Board voted to express their appreciation to Mr. Shawn Martin of the Lake Charles American Press and Ms. Doris Maricle of the Leesville Daily Leader for the excellent media coverage of the Vernon Parish schools ranking on state tests scores.  The expressed that due to this good newspaper coverage that citizens are more aware of the outstanding jobs being done

in Vernon Parish Schools.

 

On motion of Mr. O'Banion, seconded by Mr. Dowden, the Board voted to resolve itself into a claims committee and approve the claims.

On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.

 

There being no further business, on motion of Mr. Burns, seconded by Mrs. McKee, the Board voted to adjourn.
