THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, AUGUST 4, 1994, AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA  President  Williams called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Gerald Burns, Ward One.

 

The pledge of allegiance was led by Mr. Arvil Harvey, Ward Three.

 

On motion of Mr. Porter, seconded by Mr.Smith, the Board voted to approve and dispense with the reading of the minutes of July 15, 1994 and

 

On motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to accept the attached list of resignations:

On motion of Mr. McRae, seconded by Mr. B.R. Harvey, the Board voted to increase the bus size of Anthony Jeane, bus operator, Simpson school, from a 54 passenger to a 65 passenger bus.

 

Mr. John Norris, Insurance Consultant, opened and read price quotes from companies who appraise facilities for insurance purposes.  They were:

 

Littleton Group     $24,000.00

GAB, Inc.               $9,9860.00

 

On motion of Mr. Porter, seconded by Mr. McKee, the Board voted to take under advisement the quotes received for appraiser.

 

Superintendent Hinson distributed to each member a copy of the numbers of employees in all categories as requested at the July 15, 1994 meeting.

On motion of Mr. B.R. Harvey, seconded by Mr. Gunn, the Board voted to open the following bids:

On motion of Mr. Burns, seconded by Mrs. Westerchil, the Board voted to award the concrete bid to the low bidder, Leesville  Concrete.

On motion of Mr. Porter, seconded by Mr. Smith, the Board voted to take the sewing machine bids under advisement.

On motion of Mr. Porter, seconded by Mr. Burns, the Board voted to take the portable building bids under advisement.

 

Superintendent Hinson reported that eighteen school boards in the state who have self-insurance had initiated a law suit against the state in 1993.  At that time this Board chose to delay joining the group in the litigation.  However, Mr. Hinson stated that Mr. Asa Skinner, school board attorney, at this time recommends that the Board now join in the law suit against the state for allegedly circumventing the state's obligation to equitably fund all school systems, even those with self-insurance plans, and that the state allegedly coerced systems with private or self-funded plans to join the SEGBP for financial reasons, further that the state allegedly created a funding situation in which the SEGBP would get supplemental funding from the legislature for the benefits of its participants while those systems not participating in the SEGBP would be denied similar benefits.  Mr. Skinner addressed the Board, and recommended that Hammonds & Sills and Thomas H. Benton and Associates be employed on behalf of the Vernon Parish School Board in this litigation.  Superintendent Hinson stated that this recommendation from Mr. Skinner would be officially addressed at the August 9, 1994 school board meeting.

 

At this time President Williams announced that the Reapportionment Hearing would begin.

 

Mr. Mike Juneau, school board attorney, reported that he would answer any questions on this issue and that this hearing was to hear the public's views.

 

Mr. Allen Bradely and Mr. Glenn Koepp, attorney's for the plaintiffs exhibited 7 (seven) proposed reapportionment plans explaining each one.

 

Mr. Gary Joiner, school board reapportionment consultant, addressed the Board, presenting 3 (three) proposed plans.

 

Mrs. Williams announced that each person wishing to address the Board relative to reapportionment could do so at this time.  The persons addressing the Board were:

President Williams thanked the public for their views in this matter.

 

On motion of Mr. O'Banion, seconded by Mr. B.R. Harvey, the Board voted to adjourn until Tuesday, August 9, 1994.
