THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, JUNE 2, 1994 AT 5:00 P.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA PRESIDENT WILLIAMS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Sammy L. Hinson, Secretary of the Board. 

 

The meeting was opened in prayer by Mr. Gerald Burns, Ward One.

 

The pledge of allegiance was led by Mr. T.B. Porter, Ward Two, Anacoco.

 

On motion of Mr. Gunn, seconded by Mr. Porter, the Board voted to approve and dispense with the reading of the minutes of May 10, 1994.

 

On motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to accept the attached list of resignations:

On motion of Mr. B.R. Harvey, seconded by Mr. Dowden, the Board voted to name the attached list of new employees:

On motion of Mr. Gunn, seconded by Mrs. Westerchil, the Board voted to name the attached list of school employees were not previously named on school lists:

On motion of Mr. McKee, seconded by Mr. Burns, the Board voted to approve the attached list of Sabbatical Leave requests:

On motion of Mr. Smith, seconded by Mr. Burns, the Board voted to approve the attached request for leave without pay:

At this time the following employees were honored upon the occasion of their retirement:

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to advertise for the position of Principal for Pickering Elementary School.

 

On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to advertise for the position of Assistant Principal for North Polk Elementary.

 

Col. Peter Sun, Chairman of the North Polk Elementary Construction Committee, reported that the Committee has met and has agreed that the general contractor bid be awarded to the second low bidder, BAS Construction Company in the amount of $4,898,000.00.  The low bid of All Seasons Construction was withdrawn by that company due to the fact of a calculating error in their bid.  Col. Sun reported that funds have been appropriated for this construction by the federal government.  Scott Yeager, Architect for the project, stated that BA Construction has met all specifications for this project. 

 

On motion of Mr. Porter, seconded by Mr. Gunn, the Board voted to award the bid for general contractor for the construction of North Polk Elementary to BAS Construction Company in the amount of $4,898,000.00.

 

Col. Sun explained the Change Order No. 1.  He stated that certain items pertaining to the construction have been changed or deleted to lower the cost.

 

On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve Change Order No. 1 in the amount of $304,178.00 as a deduction to the base bid of $4,898,000.00, making the contract cost for construction to be $4,593,520.00.

 

Mr. Gerald Burns reported that he has met with a committee at Leesville High School about purchasing new band uniforms.

 

On motion of Mrs. Westerchil, seconded by Mr. Smith, the Board voted to advertise for band uniforms for Leesville High School.

 

On motion of Mr. Porter, seconded by Mr. Burns, the Board voted to advertise to sell timber located at Anacoco High School.

 

On motion of Mr. Gunn, seconded by Mr. Burns, the Board voted to approve the annual Price Quotation Calendar for food services for the 1994-95 school year.

 

On motion of Mr. Porter, seconded by Mr. Smith, the Board voted to advertise for an activity bus for Anacoco High school on a lease purchase agreement.

 

On motion of Mr. Gunn, seconded by Mrs. Westerchil, the Board voted to open the following bids:

 

a.             CONCRETE FOR REPAIRS OF SOUTH POLK ELEMENTARY DRIVE

On motion of Mr. Burns, seconded by Mrs. Westerchil, the Board voted to award the concrete bid to Leesville Concrete.

On motion of Mr. Porter, seconded by Mr. O'Banion, the Board voted to take under advisement the bids for air conditioners.

 

c.             SALE OF TRAILER AT ROSEPINE HIGH

On motion of Mr. McKee, seconded by Mrs. Westerchil, the Board voted to take under advisement the bid for the trailer for sale at Rosepine High School.

 

On motion of Mr. Porter, seconded by Mr. McKee, the Board voted to authorize the Department of Transportation to use land in Ward Two, Anacoco for a temporary servitude.

On motion of Mr. McRae, seconded by Mr. McKee, the Board voted to advertise for bids to sell 40 acres of timber located on Highway 8 in the Simpson school district, 5 to 6 seed trees per acre to be left.

 

Mr. B.R. Harvey, Chairman of the Salary Committee, reported that the Committee met on May 24, 1994 with the following recommendations:

 

On motion of Mr. Harvey, seconded by Mr. Porter, the Board voted that college credit for support personnel would be given according to the following scale:

On motion of Mr.  Harvey, seconded by Mr. McKee, the Board voted to allow Assistant Principals the option of 10 month employment or 11 month employment.

 

Motion was by Mr. Harvey, seconded by Mr. Gunn, that the Board have a roll call vote on implementing the full index for administrators:

The motion failed.

 

Motion was made by Mr. Burns,  that the Board vote to change the index of the following positions:

 

SUPERINTENDENT                                                                            2.5 TO 2.33

ASST. SUPT.                                                                                        2.09 TO 1.99

ADMINISTRATOR OF SUPPORT SERVICES                               1.97 TO 1.90

 

Mr. Dowden amended and seconded Mr. Burns' motion to read that the Superintendent's index be removed and the Superintendent be placed on a salary plus amenities.

 

Mr. Dowden withdrew his amendment and seconded.

 

Mr. Burns withdrew his motion.

 

On motion of Mr. O'Banion, seconded by Mr. Porter, the Board voted to refer the issue of the index to the Salary Committee.

 

Mr. Harvey reported that the issue of the salary increase for the maintenance supervisor is referred back to the Salary Committee.

 

Mr. Harvey reported that the issue of the summer school salaries is referred back to the Salary Committee.

 

On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                                R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to the family of Rev. W.G. Williamson who recently passed away,

                WHEREAS, Rev. Williamson was the father-in-law of Mr. Jeff Shiflett, computer technician, for the Vernon Parish school system,

                THEREFORE BE IT RESOLVED, that the members of the Board take this time to express their sincere condolences in the passing of Rev. Williamson who was a great supporter of this school system.

 

On motion of Mr. Arvil Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                                R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their sincere sympathies to the family of  Mrs. Edna Fletcher, who recently passed away,

                WHEREAS, Mrs. Fletcher was the sister of Mrs. Gaye McKee and Mrs. Joy Spencer, teachers at Rosepine Elementary, Mrs. Pattie Cupit, Assistant Principal at Rosepine Elementary and the aunt of Mrs. Nora Smith, teacher at Rosepine Elementary

                THEREFORE BE IT RESOLVED, that the members of this Board request that a copy of this memorial resolution be sent to the McKee family.

 

On motion of Mrs. Westerchil, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt condolences to the family of Mr. Donnis Smith who recently passed away,

                                WHEREAS, Mr. Smith was a long time supporter of this school system and the father of Mr. Kenneth Smith, retired teacher of this school system, the grandfather of Rhonda Vinson, teacher's aide, and Robert Smith, bus operator, and granddaughter-in-law of Debbie Smith, teacher at Leesville High School,

                                THEREFORE BE IT RESOLVED, that the members of this Board do hereby request that a copy of this memorial resolution be sent to the family of Mr. Smith.

 

Superintendent Hinson reminded the Board that the Central Office fish fry is Friday, June 3rd and all members are invited to attend.

 

There being no further business, on motion of Mrs. Westerchil, seconded by Mr. Arvil Harvey, the Board voted to adjourn until Tuesday, June 7, 1994.
