THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, APRIL 14, 1994 AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA PRESIDENT WILLIAMS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. T. Berry Porter, Ward Two Anacoco.
The pledge of allegiance was led by Mr. Benard McKee, Ward Seven.
On motion of Mr. Arvil Harvey, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of March 21, and March 29, 1994.
On motion of Mr. O'Banion, seconded by Mrs. Westerchil, the Board voted to approve the attached list of resignations: ATTACHED
On motion of Mr. Burns, seconded by Mrs. Westerchil, the Board voted to approve sabbatical leave requests for Jeri Broyles, preschool teacher, and Martha Rowzee, teacher,Leesville Junior High School.

On motion of Mr. O'Banion, seconded by Mrs. Westerchil, the Board voted to approve a sabbatical leave request for Mrs. Leslie Koenk, Pickering teacher. ATTACHED
Superintendent Hinson announced that the position of Elementary Curriculum Supervisor will be open upon the
retirement of Miss Jeanette Moses. He stated that Miss Moses is retiring after 43 years of service.
On motion of Mr. Dowden, seconded by Mr. McRae, the Board voted to advertise for the position of Elementary Curriculum Supervisor. Applications are due to the Superintendent's office no later than May 4, 1994, at 4:30 p.m.
Mrs. Robbie Hanes, Anacoco Junior High School, science teacher addressed the Board. Mrs. Baffles described her VIGIL grant, "Science on the Move", explaining that science experiments are performed on a portable table. She stated that the table was provided through Mr. Beason, Principal at Anacoco and the woodworking shop. She purchased specimens and equipment with her VIGIL grant funds.
Verna Jones, Assistant Principal at West Leesville Elementary, and Anne Smith, Assistant Principal at East Leesville Elementary, explained the formation of "Elementary School Drug Awareness Week" and asked that the Board proclaim April 25, 1994 as the day to celebrate this occasion. On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following resolution:
R E S O L U T I O N
WHEREAS, alcohol and drug abuse seriously hinders the functioning of the family unit; and
WHEREAS, children and the general public should become aware of the permanent mental and physical damage that could result from substance abuse; and
WHEREAS, elementary schools through out the parish will be participating in drug awareness programs during the week of April 25-29, 1994,
THEREFORE BE IT RESOLVED, that the Vernon Parish School Board does declare April 25, 1994 as Elementary Drug Awareness Week.
Mr. Bob Westmoreland, Director of the Vernon Parish Health Unit addressed the Board. Mr. Westmoreland asked for the Board's support of the upcoming maintenance tax renewal on April 30, 1994 for a 3 mill renewal for the continuation of certain functioning of the unit.
On motion of Mr. Arvil Harvey, seconded by the Board, the Board voted to go on record as being in support of the 3 mill renewal maintenance tax for the health unit.
Mr. Charles Balthrop, member of the Health Insurance Committee, presented the recent results of the poll taken of employee members of the Health Benefit Program relative to the per diem and discount offer of area hospitals.

Mr. B.R. Harvey asked that an insurance report be issued to the Board on a monthly basis.
On recommendation of Superintendent Hinson, and on motion of Mr. McKee, seconded by Mr. Arvil Harvey, the Board voted to adopt the following resolution:
R E S O L U T I O N
WHEREAS, application for program funding may be made under Chapter I as amended, and WHEREAS, a program is now proceeding under this title, now
THEREFORE BE IT RESOLVED, that the Vernon Parish School Board in Regular Session on this 14th day of April 1994 again authorizes the Superintendent to proceed with application for continued funding of this project and to employ the necessary personnel and sign the required documents.
Motion was made by Mr. Porter, seconded by Mrs. Westerchil, to open the following bids. The motion passed.

On motion of Mr. Smith, seconded by Mr. Burns, the Board voted to authorize the Superintendent to appoint a committee of Mr. Ward, Mr. Moss, and Mr. Endris to dispose of the pianos.
On motion of Mr. Gunn, seconded by Mrs. Westerchil, the Board voted to advertise to sell timber on the land located behind Leesville High School. Bids to be received May 10, 1994, at 10:00 a.m.
On motion of Mr. Dowden,s econded by Mr. Smith, the Board voted to advertise for general supply bids for 1994-95. Bids to be received May 10, 1994, at 10:00 a.m.
On motion of Mrs. Westerchil, seconded by Mr. Dowden, the Board voted to advertise for bids for metal roofing materials for East Leesville Elementary. Bids to be received May 10, 1994.
On motion of Mr. O'Banion, seconded by the Board, the Board voted to promulgate the Pickering School, Ward Four, District No. 142 election returns of March 26,1994.

On motion of Mr. McRae, seconded by the Board, the Board voted to promulgate the Ward Eight Wardwide School District No. 151 and the Ward Six Wardwide School District No. 161 elections returns of March 26, 1994.

On motion of Mr. Smith, seconded by the Ward One Board members, the Board voted to promulgate the election returns of March 26, 1994.
Superintendent Hinson invited the Board to the Leesville Daily Leader Basketball banquet.
On motion of Mr. Porter, seconded by Mr. Burns, the Board voted to approve taking bids for general contractor for North Polk Elementary construction on May 11, 1994, at 2:00 P.M.
On motion of Mr. Burns, seconded by Ward One Board members, the Board voted to thank all voters in Ward One for voting in the March 26, 1994 Ward One Bond Issue.
Mr. B.R. Harvey, Chairman of the Salary Committee, called for a Salary Committee meeting on May 4, 1994 at 8:30 a.m.
Mr. Gunn, Chairman of the Food Services Committee, stated, that he will call a committee in the near future.
On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S 0 L U T I 0 N
WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to Dr. Glenn Cooley in the recent death of his father, Mr. Carl Cooley,
WHEREAS, Mr.Cooley was a bus operator in Vernon Parish at one time and a life long supporter of this school system,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Dr. Cooley and his family along with sincere condolences from this Board.
On motion of Mr. Gunn, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to send condolences to Mrs. Jeri Broyles, teacher at the Preschool Center, in the recent death of her mother, Mrs. Leona W. Oliver,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. 1 Broyles and her family.
On motion of Mrs. Westerchil, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their sincere condolences in the recent death of Mrs. Ocie Gordy,
WHEREAS, for many years Mrs. Gordy operated a refreshment counter at Leesville High School,
THEREFORE BE IT RESOLVED, that the Board wishes to express their sympathies to her children and family by sending a copy of this memorial resolution to Mr. B. K. Gordy.
On motion of Mr. McRae, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their heart felt sympathies to the family of Mr. Floyd Monk who recently passed away,
WHEREAS, Mr. Monk was the father of Naomi Roy and Viva Grant, teachers at Hicks High School,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent the Mrs. Roy and Mrs. Grant.
There being no further business, on motion of Mr. Porter, seconded by Mr. McKee the Board voted to adjourn until Tuesday, April 19, 1994 at 10:00 a.m.
