THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, FEBRUARY 4, 1993 AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA  PRESIDENT WESTERCHIL CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present  Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Arvil Harvey, Ward Three.

 

The pledge of allegiance was led by Mr. Philip Gunn, Ward One.

 

On motion of Mr. Porter, seconded by  Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of January 12, 1993.

 

On motion of Mr. McRae, seconded by Mr. Smith, the Board voted to accept the attached list of resignations:

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to approve the attached list of new employees:

On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to approve a leave without pay request for Mrs. Beatrice Beebe, aide, Hornbeck School for the Spring Semester 1993.

 

On motion of Mr. Porter, seconded by Mr. Smith, the Board voted to approve a request for Mrs. Connie Simms, teacher, Anacoco Elementary for a leave without pay extension through the Spring Semester 1993.

 

On motion of Mr. Burns, seconded by Mr. Smith, the Board voted to approve a Sabbatical Leave request for Meleisa  Nolen, teacher, East Leesville, for Professional Improvement, for the Fall Semester 1993.

 

Mrs. Kim Nugent, Tech Prep coordinator, and teacher at Leesville High School, addressed the Board.  Mrs. Nugent explained the Tech Prep concept which relates to vocational education for high school students and is geared for non-college bound students.  However, students in the Tech Prep curriculum will receive all units of credits for college entrance should that student decide to seek a college degree. Mrs. Nugent informed the Board that this is a federally funded program.

 

Mr. Billy Crawford and Mr. Roger Rolon explained a grant received for High Schools That Work.  This program works closely with Tech Prep, blending vocational curriculums with college prep curriculums.

 

Superintendent Hinson stated that today the first Vernon Parish Quiz Bowl is being conducted at Leesville High School.  The Quiz Bowl is an academic competition between all high schools and is formatted similar to a television game show.  Mr. Hinson further stated that Tech Prep, High Schools That Work and Quiz Bowl are products of Vernon 2000.

 

Mr. Pat Huval, representative of the Vernon Parish School Board Self-Insurance Program, addressed the Board.  Mr. Huval gave an update of school board employees group health program.  Mr. Huval reviewed all areas of this program and related that a deficit exist.  Superintendent Hinson suggested that all member employees be given information from Mr. Huval and that the Insurance Committee meet to discuss the situation and that after that meeting, send information to all member employees of this group health plan.  Mr. Porter, Chairman of the Insurance Committee called for the committee to meet Tuesday, February 9, 1993 and Thursday, February 11, 1993, both meetings to begin at 9:00 a.m.  Mr. Huval stated that he would attend the meeting on February 11, 1993 at 9:00 a.m.

 

On motion of Mr. Arvil Harvey, seconded by Mr. Porter, the Board voted to call a maintenance renewal tax election in Ward Three, Wardwide School District #160 on May 1, 1993 for a 13 mil tax renewal.

 

On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to open the bids received for unusable business equipment and unusable agriculture equipment at Hornbeck High Schools.

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to advertise for bids for the sale of unusable band equipment at Pickering High School.  Bids to be received March 4, 1993.

 

On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to approve the following loans from General Fund:

 

A.            Drug Free '93                         $7,000.00

B.            Chapter II '93                         $20,000.00

C.            Drug Free '93                         $5,000.00

D.            Chapter II '93                         $15,000.00

 

President Westerchil announced the following loan paybacks to General Fund:

 

A.            Anacoco Maintenance Funds                           $10,000.00

B.            Other Special Funds                                            $25,000.00

C.            Infant Toddler Program                                       $9,800.00

 

Superintendent Hinson advised the Board that he had provided each member with a copy of letters  informing them that at the Tuesday, February 9, 1993 he will recommend the terminations of  Donna West and Velva P. Helton.

 

On motion of Mr. McKee, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

                                                                                R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their condolences to Mayor Johnny Hall of Rosepine, in the recent death of his brother Mr. J.R. Hall,

                THEREFORE BE IT RESOLVED, that the Vernon Parish School Board request that a copy of this memorial resolution be sent to Mrs. Hall and Mayor Hall.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolutions:

 

                                                                                R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt condolences to Mrs. Guinell Smart and Mrs. Magda McCormick, retired Guidance Counselors from Vernon Parish, in the recent death of their father, Mr. Ben West,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Smart and Mrs. McCormick and their families.

 

                                                                                R E S O L U T I O N

 

                                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to the family of Mr. Elmo Davis, former school board members from Pitkin,

                                WHEREAS, Mr. Davis was a dedicated member of this board and served with compassion and love for children,

                                THEREFORE BE IT RESOLVED, that this Board does request that a copy of this memorial resolution be sent to the family of Mr. Davis.

 

On motion of Mr. McRae, seconded by Mr. McKee, the Board voted to adjourn until Tuesday, February 9, 1993.
