THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, JANUARY 7, 1993 AT 10:00 A.M. IN THE BOARD OF THE ADMINISTRATION BUILDING, 201 Belview Road, Leesville, LA  President Westerchil called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Gerald Burns, Ward One.

 

The pledge of allegiance was led by Mr. T.B. Porter, Ward Two, Anacoco.

 

On motion of Mr. Porter, seconded by Mr. McRae, the Board voted to approve and dispense with the reading of the minutes of December 8, 1992.

 

On motion of Mr. Dowden, seconded by Mrs. Williams, the Board voted to accept the attached list of resignations:

On motion of Mr. O'Banion, seconded by Mr. Porter, the Board voted to name the attached list of new employees:

On motion of Mr. Gunn, seconded by Mr. Smith, the Board voted to approve a leave without pay request for Vickie Woodham, aide at West Leesville Elementary, 1-2-93 through 1-2-94.

 

At this time Superintendent Hinson and the Board recognized and presented Superintendent's Certificates to the following students for their outstanding accomplishments in high school rodeo:

 

                Chad Hagan, Hicks High School

                Richard Moore, Anacoco High School

                Randy Weisgerber, Anacoco High School

                Steven Perkins, Anacoco High School

                Raymond Dowden, Anacoco High School

 

Sheri Wilhelm, American History teacher at Leesville High School, addressed the Board.  Ms. Wilhelm's presentation was relative to her VIGIL grant and video film use in the classroom.

 

Shirley Ward, Chapter I Supervisor, presented the Needs Assessment Dissemination for 1994 Chapter I.

 

On motion of Mr. Porter, seconded by Mr. Burns, the Board voted to set the 1993 school board meeting dates as follows:

On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to name the Vernon Bank and the Merchants and Farmers Bank and Trust Company as fiscal agents for 1993.

 

On motion of Mr. McKee, seconded by Mr. Porter, the Board voted to name the Leesville Daily Leader as the official journal for 1993.

 

On motion of Mr. O'Banion, seconded by Mr. Smith, the Board voted to approve the following loan from General Fund:

 

                a.             Chapter I '93                          $15,000.00

 

On motion of Mr. McRae, seconded by Mr. Burns, the Board voted to open the bids received for Insurance Consultant.

 

After a discussion Mr. Porter, Chairman of the Insurance Committee recommended that a meeting of the committee be held.   Mr. Smith indicated that a local insurance agent had requested more time in preparing a bid, due to the fact that the holidays had hampered preparation for bidding.

 

Mr. Bobby Moss, Purchasing Agent, stated that he needed a more detailed instruction from the Board as to the bidding specifications.

 

On motion of Mr. McRae, seconded by Mr. Gunn, the Board voted to rescind the motion to open bids for Insurance Consultant and to return an opened bid, which was not read, to a sealed envelope.

 

On motion of Mr. O'Banion, seconded by Mrs. Williams, the Board voted to re-advertise for bids for Insurance Consultant after having a meeting of the Insurance Committee at 8:30 a.m. Tuesday, January 12, 1993, at which time new specifications will be presented.

 

On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to advertise to sell unusable business at Hornbeck High School.  Bids to be received February 4, 1993, at 10:00 a.m.

 

On motion of Mr. Mrs. Williams, seconded by Mr. Porter, the Board voted to advertise to sell unusable agriculture at Hornbeck High School.  Bids to be received February 4, 1993, at 10:00 a.m.

 

Superintendent Hinson invited the Board to attend the Principals' Meeting on Monday, January 11, 1993 at 9:00 a.m.

 

Superintendent Hinson presented policy manual inserts of new Louisiana laws and policies pertaining to schools  to the Board. 

 

On motion of Porter, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to the family of Mrs. Hazel Dunn who recently passed away,

                WHEREAS, Mrs. Dunn was a lunchroom cook at East Leesville Elementary and retired from the Leesville State School after 25 years of service,

                WHEREAS, Mrs. Dunn was the mother of Mrs. Alice Lack, Central Office secretary, grandmother of Mrs. Tandy Schwartz, Central Office secretary, and Wesley Lack, Typewriter Maintenance Office, and great-grandmother of Mrs. Jennifer Mount, teacher at West Leesville Elementary, now

                THEREFORE BE IT RESOLVED, that the Board does hereby request that a copy of this memorial resolution be sent the family of Mrs. Dunn along with sincere condolences from this Board.

 

On motion of Mr. O'Banion, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to express their sincere condolences to the family of Mr. Columbus James, retired bus operator from Pickering School,

                WHEREAS, Mr. James was a loyal dedicated employee of this school system, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. James and her family along with sincere sympathies from this Board.

 

On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board learned with grief and sadness of the recent death of Mrs. Elizabeth Palmer, Central Office secretary for twenty three years,

                WHEREAS, Mrs. Palmer was a diligent and faithful employee of this school system, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of Mrs. Palmer along the heartfelt condolences from this Board.

 

On motion of Mr. Gunn, seconded by the entire Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to Mrs. Florence Thomas in the recent of her husband, Mr. Clovis Thomas, retire bus operator from Ward One,

                WHEREAS, Mr. Thomas drove his bus with care and concern for the safety of the children who rode his bus,

                WHEREAS, Mr. Thomas was a friend to many and will be sadly missed, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Thomas and her family along with sincere condolences from this Board.

 

On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

 

                WHEREAS, the Vernon Parish School Board learned with grief and sadness of the recent death of Mrs. Maureen Sliman, wife of retired Ward One bus operator, Mr. Paul Sliman,

                WHEREAS, Mrs. Sliman was a great supporter of this school system  and will be missed by everyone, now

                THEREFORE BE IT RESOLVED, that the Board takes this means to express their condolences to Mr. Sliman and his family.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their sympathy to the family of Mrs. Bertice McDonald who recently passed away,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this resolution be sent to her children, Ms. Florence Washam and Mrs. Earline Dees.

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to Mr. Mike McDonald in the recent death of his sister and brother-in-law, Mr. and Mrs. John Myers,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this resolution be sent to Mr. McDonald along with sincere condolences.

 

Mr. Dowden asked that President Westerchil consider forming a Legislative Committee of Board members.  He stated that he felt this committee is needed to help keep the Board abreast of legislation in this critical time of government budget cuts.

 

President Westerchil asked that Mr. Dowden consider chairing the Legislative Committee which he proposed and asked that each member review the board member committees of 1992.  The President will make those appointments at the January 12, 1993 meeting.

 

There being no further business, on motion of Mr. McKee, seconded by Mr. Gunn, the Board voted to adjourn until Tuesday, January 12, 1993.
