THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON THURSDAY, OCTOBER 1, 1992, at 10:00 a.m. in the Board Room of the Administration Building, 201 Belview Road, Leesville, La. President McRae called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Alvin C. Dowden, Jr., Ward One.

 

The pledge of allegiance was led by Mr. Arvil Harvey, Ward Three.

 

On motion of Mr. Porter, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of September 8, 1992.

 

On motion of Mr. McKee, seconded by Mrs. Williams, the Board voted to accept the attached list of resignations:

On motion of Mr. B.R. Harvey, seconded by Mr. Gunn, the Board voted to approve the attached list of new employees:

On motion of Mrs. Westerchil, seconded by Mr. Smith, the Board voted to approve the following list of employee transfers:

On motion of Mr. Porter, seconded by Mrs. Westerchil, the Board voted to approve the following list of employee terminations:

At this time, Mrs. Sharon Hardwick, art teacher at Leesville High School, introduced to the Board the LHS Art Club officers and they presented Wampus Cat t-shirts to the Ward One board members as tokens of their appreciation for the support given to this club.

 

Superintendent Hinson and the Board presented to Mrs. Susie Neubert a Superintendent's Certificate for her selection as a 1992 Distinguished Teaching Award of the Louisiana Scholars' College.

 

Mrs. Gaye McKee, Elementary Teacher of the Year, addressed the Board and related her successful teaching techniques in the classroom.

 

Mr. Howard Coy, Vernon Parish Librarian, addressed the Board relative to the parishwide sales tax to construct the proposed new library.

 

Sandy Perkins, Vernon Parish Sales Tax Manager, addressed the Board.  Mrs. Perkins presented to the Board proposed rules and regulations pertaining to the collection of sales tax. The Board will vote on these rules and regulations on October 6, 1992.

 

Mr. Bud Breithaupt, MorTem Risk Management Consultant, addressed the Board relative to school board insurance programs.  On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to allow Mr. Breithaupt to review

insurance policies and related information of this Board.

 

Mr. Mike Perkins, Child Welfare and Attendance Officer, explained changes in the expulsion policy of the Board. (attached).  On motion of Mr. Porter, seconded by Mr. Burns, the Board voted to approve the expulsion policy changes.

 

On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve the attached adjusted millage rates:

On motion of Mr. Dowden, seconded by Mr. Gunn, the Board voted to approve the attached millage rates revised:

On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to authorize refinancing of bonds in the following school districts.:

 

                a.             Ward 2, Hornbeck, #143

                b.             Ward 2, Orange, #145

                c.             Ward 4, #142

                d.             Ward 5, #144

                e.             Ward 7, #7

                f.              Ward 8, #151

               

On motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to advertise for bids for concrete for Pickering High School.

 

On motion of Mr. Gunn, seconded by Mr. Dowden, the Board voted to advertise for bids for the purchase of an activity bus for Leesville High School.

 

There were no bids received for the sell an activity bus for Anacoco High School.

 

On motion of Mr. Porter, seconded by Mr. Dowden, the Board voted to authorize the Superintendent Hinson to dispose of the bus at Anacoco High School.

 

On motion of Mr. Gunn, seconded by Mr. Porter, the Board voted to approve the following loans from General Fund:

 

                a.             Headstart '92                                         $15,000.00

                b.             94-142 '92                                                   8,000.00

                c.             Infant Toddler Program H                    15,000.00

                d.             94-142 '93                                                 80,000.00

                e.             Title II C/O '93                                           7,000.00

                f.              Pre-school '93                                         15,000.00

                g.             Early Childhood '93                               10,000.00

 

                                Repaid loan:  Infant Toddler Program               $15,000.00

 

Mrs. Westerchil, member of the Minimum Foundation Commission, reported to the Board that the MFP lawsuit is continuing.  On motion of Mr. Porter, seconded by the Board, the Board voted to continue as part of this law suit for an equalized MFP.

 

President McRae thanked Mrs. Westerchil for serving on the MFP Commission.

 

On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following resolution:

On motion of Mr. Smith, seconded by Mr. B.R. Harvey, the Board voted to declare September 27 - October 3, 1992 as Assessment Teacher Week.

 

On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to declare October 4 - 10, 1992 as Teenage Pregnancy Awareness Week.

 

On  motion of Mr. Gunn, seconded by Mr. Porter, the Board voted to advertise to sell a 110' X 26' wooden building at Hicks High School.

 

On motion of Mr. Porter, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board record with grief and sadness the recent death of Mr. Leland Foster, retired bus operator from Ward Two, Anacoco,

                WHEREAS, Mr. Foster served with loyalty and dedication to the safety of the children who rode his bus,

                WHEREAS, Mr. Foster was a kind and loving person who will be missed by his family and friends,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. Foster's family.

 

On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, it is with grief and sorrow that the members of the Vernon Parish School Board learned of the death of Mr. Roark Monk, retired Vernon Parish School Board Food Services Supervisor,

                WHEREAS, Mr. Monk was a loyal and dedicated employee of this school system,

                WHEREAS, the memory of Mr. Monk's loving ways and good humor will long be remembered by all who knew of him,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of Mr. Monk.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the Vernon Parish School Board wishes to convey their heartfelt sympathies to family of Mrs. Millie McCullough who recently passed away,

                WHEREAS, condolences are sent to her daughter, Mrs. Betty Perkins, school secretary at Pitkin High School, her son Mr. Riley McCullough, teacher at Pitkin High School, and Rhonda McKee, Parenting Coordinator, at Pitkin High School,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the bereaved members of Mrs. McCullough's family.

 

Mr. Porter announced that the woodsmen' skills contests at the Fair were very successful.  Mr. Smith stated that Vernon Parish 4-H students have taken the top state honors since the beginning of the state competition.

 

Mrs. Westerchil reported that she judged certain contests at the West Louisiana Forestry Festival.  She stated that she would encourage more student participation in these local contests and encouraged all 4-H leaders to assist students in these contests.

There being no further business, on motion of Mr. Gunn, seconded by Mr. B.R. Harvey, the Board voted to adjourn until Tuesday, October 6, 1992.
