THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON TUESDAY, AUGUST 11, 1992, AT 10:00 A.M. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President McRae called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. Gerald Burns, Ward One.
The pledge of allegiance was led by Mr. Mark Smith, Ward One.
On motion of Mr. Porter, seconded by Mr. Smith, the Board voted to approve and dispense with the reading of the minutes of July 14, 1992.
On motion of Mr. Gunn, seconded by Mrs. Williams, the Board voted to approve the attached list of resignations:

On motion of Mr. Dowden, seconded by Mrs. Westerchil, the Board voted to rescind a sabbatical leave request granted to Kathleen Haymon, teacher, East Leesville.
On motion of Mr. Burns, seconded by Mr. Porter, the Board voted to approve the attached list of school employee transfers:

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to name the following list of new employees:

On motion of Mr. Arvil Harvey, seconded by Mr. B.R. Harvey, the Board voted to declare a shortage of available certified teachers, therefore there is a need for the Vernon Parish School Board to employee retired teachers.
On motion of Mr. O'Banion, seconded by Mr. Porter, the Board voted to approve the following loans from General Fund:
a. Chapter II '92 $ 8,000.00
b. Other special funds 25,000.00
c. Chapter II '92 7,000.00
d. Headstart '92 10,000.00
On motion of Mr. Burns, seconded by Mr. Smith the Board voted to open bids received for roofing materials for East Leesville Elementary.

On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to accept the low bid of McElroy Metal, pending approval of specification requirements, for the roofing materials at East Leesville Elementary.
Mrs. Westerchil reported to the Board that she has received information from the Council for a Better Louisiana, (CABL).
She stated that this council deals with long range strategic planning services and Leadership for Schools of the Future.
On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to authorize the Superintendent to pursue detailed information on CABL, ask for an application extension and to request a representative of CABL to address the Board.
Mr. O'Banion asked that an inquiry be made of the possibility of maintenance funds allotment for Polk Elementary schools.
On motion of Mrs. Betty Westerchil, seconded by the Board, the Board voted to declare the Boards' support of the upcoming library tax election.
Mr. Donnie Perkins, Vernon Parish Clerk of Court, and Mr. Gene Cavanaugh, Vernon Parish Tax Assessor, addressed the Board asking for support of the upcoming 5 mil tax election which, if passed, would allow Vernon Parish to employ an industry technologist. The gentlemen also requested permission to address the Vernon Parish Principals Organization.
On motion of Mr. Porter, seconded by the Board, the Board voted to allow Mr. Perkins and Mr. Cavanaugh to address the Principals on Thursday, August 13, 1992.
On motion of Mr. Gunn, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt sympathies to Mr. Gerald Burns, Ward One School Board member, and his family in the recent death of his father, Mr. Dawson Burns,
THEREFORE BE IT RESOLVED, that the members of this Board do hereby request that a copy of this memorial resolution be sent to the Burns' family in their time of grief and sorrow.
Superintendent Hinson invited all members to the 1992 Vernon Parish Fall Teachers' Meeting on Thursday, August 20, 1992 to be held at Leesville High School. Members are to meet in the main office at 8:15 a.m.
There being no further business, on motion of Mr. B.R. Harvey, seconded by Mr. Arvil Harvey, the Board voted to adjourn until August 25, 1992.
