March 3, 1992

 

THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON MARCH 3, 1992, AT 10:00 A.M., in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA   President McRae called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board. 

 

The meeting was opened in prayer by Mr. Gerald Burns, Ward One.

 

The pledge of allegiance was lead by Mr. T.B. Porter, Ward Two Anacoco.

 

On motion of Mr. Arvil Harvey, seconded by Mr. Porter, the Board voted to approve and dispense with the reading of the minutes of February 11, 1992.

 

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to accept the attached list resignations:

On motion of Mr. O'Banion, seconded by Mr. Burns, the Board voted to approve the attached list of new employees:

On motion of Mr. McKee, seconded by Mr. Burns, the Board voted to approve the attached list of sabbatical leave requests:

At this time the Superintendent and the Board recognized the following groups of students and presented each one with a certificate of appreciation:

 

                LSBA ART CONTEST WINNERS

                4-H CLUB WINNERS

 

Cleve Weisgerber, Vernon Parish County Agent, gave a report on 4-H and Vernon Parish happenings and programs in this club.

 

Motion was made by Mr. Porter, Chairman of the Insurance Committee, seconded by Mr. Dowden, that the Board accept the recommendation of Mr. Pat Huval, administrator of the Vernon Parish School Board Self-insurance program, to make the following changes in insurance premiums:

The motion passed.

 

On motion of Mr. Dowden, seconded Mr. Burns, the Board voted to survey all members of the hospitalization plan to see if changes are desired in benefit coverages.

 

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to authorize a Committee to open bids March 5, 1992, at 10:00 a.m. on:

 

                a.             the sale of a 1984 Crown Victoria

                b.             the sale of used desks and materials at Vernon Elementary

 

On motion of Mr. Dowden, seconded by Mrs. Westerchil, the Board voted to adopt the following resolution:

On motion of Mr. Gunn, seconded by Mr. Burns, the Board voted to approve the following loan from general fund:

 

                a.             Headstart  '92        $25,000.00

 

On motion of Mr. Dowden, seconded by the Board, the Board voted to authorize the collection of all Parish taxes by this governing body at a rate of 1.5%.

 

Superintendent Hinson reported that the Vernon 2000 Steering Committee and Committee Chairpersons met on February 28, 1992.

 

On motion of Mrs. Westerchil, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, members of the Vernon Parish School Board record with grief and sadness the recent death of Miss Alice Haight, retired teacher and church librarian for many years in Vernon Parish,

                WHEREAS, Mrs. Haight was a devoted educator and church member and she will be missed by her many friends in this community,               

                THEREFORE BE IT RESOLVED, that the Board takes this means  to express their condolences.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to Mrs. Oleane Singletary, cook at Pitkin High School, in the recent death of her mother, Mrs. Maggie Doyle Thompson, retired bus operator from Pitkin,

                WHEREAS, Mrs. Thompson was a loyal and faithful employee and she drove her bus with pride and always kept the safety of the students foremost in her mind.

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Singletary and her father, Mr. Ernest Thompson, along with sympathy and condolences from this Board.

 

On request of President McRae, motion was made by Mr. O'Banion, seconded by the Board, to adopt the following

memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the Vernon Parish School Board records with grief and sadness the recent death of Mr. Joe Stewart, formerly a Maintenance Supervisor, for the Vernon Parish School Board,

                WHEREAS, the members wish to express their condolences to Mrs. Joan Simmons, teacher at East Leesville Elementary, Mr. Stewart was her step-father,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Simmons and her family.

 

There being no further business, on motion of Mr. McKee, seconded by Mr. B.R. Harvey, the Board voted to adjourn until Tuesday, March 10, 1992.
