THE PARISH BOARD OF VERNON PARISH, LOUISIANA CONVENED IN SPECIAL SESSION ON FEBRUARY 11, 1992, IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 Belview Road, Leesville, LA President McRae called the meeting to order and on roll call the following members were present:

ABSENT: T.B. PORTER, ATTENDING CATTLEMANS ASSOCIATION MEETING IN BATON ROUGE, MR. PORTER IS THE STATE PRESIDENT-ELECT.
There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mrs. Carolyn Williams, Ward Two, Hornbeck.
The pledge of allegiance was led by Mr. Gerald Burns, Ward One.
Superintendent Hinson read the attached Call Notice:

On motion of Mr. Arvil Harvey, seconded by Mr. Gunn, the Board voted to adopt and dispense with the reading of the minutes of February 6, 1992.
At this time Superintendent Hinson and the Board recognized and presented certificates to the following groups of outstanding students:
West Louisiana Forestry Festival Queen Candidates
Lions Club Rodeo Queen Candidates
State Swim Meet Contestants
Simpson FHA Parliamentary Procedures National Contestants
Mrs. Barbara Barnickle, Pickering High School teacher, presented her techniques on "Innovative Teaching Techniques".
Mr. Pat Huval, Vernon Parish School Board Self-Insurance Program representative, presented a review of the hospitalization program. Due to extremely high claims in the past year, Mr. Huval suggested that the Board increase premiums by 6%. There has not been a premium increase since the inception of this self-insurance program to the employees of this school. This increase would bring the Vernon Parish premium to the same level as those parishes on the state plan. Mr. Huval stressed that the Vernon Parish School Board employees self-insurance has saved its membership over one million dollars over what would have been paid if they had continued with the state insurance program. The Board requested that Mr. Huval meet with all school employees who are members of the self-insurance program and report back to the Board on March 5, 1992.
Mrs. Westerchil informed the Board of the recent meetings concerning the possible litigation on the Minimum Foundation Program. Mrs. Westerchil stated that the parishes involved in this law suit are well represented by law council and it is the intention of the council to file the suit.
On motion of Mr. Arvil Harvey, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board record with grief and sadness of the recent death of Mrs. Jewel Hunt Chaddick, wife of deceased bus operator, Mr. Tillman Chaddick,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of Mrs. Chaddick along with sincere condolences from this Board.
On motion of Mr. Dowden, seconded by Mr. Gunn, the Board voted to resolve itself into a claims committee and approve the claims.
On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to pay claims as approved by the claims committee.
There being no further business, on motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to adjourn.
