THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON NOVEMBER 7, 1991, AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVEIW ROAD, LEESVILLE, LA PRESIDENT GUNN CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
On motion of Mr. McRae, seconded by Mr. Arvil Harvey, the Board voted to approve and dispense with the reading of the minutes October 8, 1991.
On motion of Mr. O'Banion, seconded by Mrs. Williams, the Board voted to accept the attached list of resignations:

On motion of Mr. Smith, seconded by Mr. O'Banion, the Board voted to name the attached list of new employees:

At this time President Gunn stated that he felt that a renewal of the Superintendent's contract was due. Mr. Gunn asked for a motion. On motion of Mr. Porter, seconded by the entire Board, the Board voted to renew Superintendent Sammy L. Hinson's contract for a period of four (4) years beginning March 1, 1992 through February 29, 1996.
On recommendation Superintendent Hinson, and on motion of Mr. Smith, seconded by Mr. Burns, the Board voted to appoint the following two year contracts:
JOE POPE, COORDINATOR OF CURRICULUM (GRADES 7-12) AND SUPERVISOR OF INSTRUCTION, LEVEL II.
RICHARD REESE, PRESCHOOL COORDINATOR AND COORDINATOR OF DRUG EDUCATION, SUPERVISOR OF TRANSPORTATION, LEVEL II.
On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to terminate the following attached employee:

On motion of Mrs. Westerchil, seconded by Mr. McKee, the Board, the Board voted to approve the attached list of Sabbatical Leave Requests:

On motion of Mr. Dowden, seconded by Mr. Smith, the Board voted to approve the attached list of Leave Without Pay requests:

On motion of Mrs. Westerchil, seconded by Mr. Burns, the Board voted to rescind a Sabbatical Leave request previously granted to Mrs. Jackie Gallia, teacher, Leesville Junior High School. Mrs. Gallia's leave will end November 8, 1991.
At this time Superintendent Hinson and the Board recognized Mr. William Carver, Principal of Evans High School, for achieving Model School Status in the SPUR program. Mrs. Sherry Paris, Supervisor, explained the SPUR program and stated Evans School scored the highest possible scores in the SPUR review. Mr. Arvil Harvey, School Board member, Ward Three presented to Mr. Carver a plaque for the school on behalf of the entire Board.
On recommendation of Superintendent Hinson, and on motion of Mr. O'Banion, seconded by the Board, the Board voted that each school in Vernon Parish achieving the State Incentive Academic Award and Attendance Award will be rewarded from the Vernon Parish School Board by being presented $1,000.00 for academic achievement and $500.00 for attendance achievement.
On motion of Mr. Arvil Harvey, seconded by Mr. O'Banion, the Board voted to open bids received for the sale of pine timber at Ward Five.

On motion of Mr. Arvil Harvey, seconded by Mr. Porter, the Board voted to award the bid to the high bidder, Ark La Tex Lumber Co in the amount of $5,224.00.
On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve the following loans from General Fund:
a. Title II '92 $ 5,000.00
b. Ward Two Anacoco
Maintenance Fund $10,000.00
c. Chapter II '92 10,000.00
d. Title II C/O 90-91 352.18
e. Title II C/O 91-92 $ 5,000.00
On motion of Mr. McRae, seconded by Mr. McKee, the Board, voted to increase the bus size of Sharon Wellman, Ward 8, from a 36 passenger bus to a 48 passenger bus.
On recommendation of Superintendent Hinson, and on motion of Mr. Burns, seconded by Mr. McKee, the Board voted to name Mr. Roland Booty, Assistant Principal, as the Curriculum Coordinator, Level II, Prekindergarten through eighth grades.
On recommendation of Superintendent Hinson, and on motion of Mrs. Westerchil, seconded by Mr. Smith, the Board voted to approve the Special Education Handbook for 1991-92.
Superintendent Hinson recognized Mrs. Pat Crawford, Supervisor, for being named as the Louisiana Association of Computer Using Educators Administrator of the Year for 1991.
On motion of Mrs. Williams, seconded by the Board, the Board voted to commend Mrs. Crawford for her outstanding accomplishments.
Mrs. Westerchil, Chairperson of the Sex Education Committee, asked that the Committee, the entire Board and local citizens, set a meeting date to discuss this topic.
Superintendent Hinson reported that Louisiana 2000 will hold an facilitator training November 13 and 14, 1991 in Alexandria and he asked that each Board member submit two persons to serve on this committee. Mr. Hinson stated that he will contact others to serve as coordinators for LA 2000.
Mr. Arvil Harvey stated that consideration should be given to the purchase of a new school board touring car for the use of the Superintendent. Mr. Harvey reported that the present vehicle is no longer dependable and that it has approximately 145,000 miles on it. President Gunn appointed the following committee to study the purchasing of this vehicle:

On motion of Mr. Dowden, seconded by the entire Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey condolences to Mrs. Alberta Brister, and Mrs. Opal Dowden, employees of the Food Services Program, in the recent death of their mother, Mrs. Doris Willis,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Brister and Mrs. Dowden along with sincere sympathies from this Board.
On motion of Mrs. Williams, seconded by the entire Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board do hereby take this means to send condolences to Mr. and Mrs. B.R. Harvey, in the recent death of Mrs. Harvey's brother, Reverend Cecil Lawrence, and
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution along with sincere condolences from this Board.
Superintendent Hinson gave the members copies of correspondence relating to Proposition #7, single tax collection, which was recently passed by the people of Louisiana.
Superintendent Hinson informed the Board that the Food Services Department is presently being monitored by the State Department of Education.
There being no further business, on motion of Mr. McRae, seconded by Mr. McKee, the board voted to adjourn until November 12, 1991.
