THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON SEPTEMBER 10, 1991, IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 BELVIEW ROAD, LEESVILLE, LA President Gunn called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. Gerald Burns, Ward One.
The pledge of allegiance was led by Mr. Mark Smith, Ward One.
On motion of Mr. McRae, seconded by Mr. Arvil Harvey, the Board voted to approve and dispense with the reading of the minutes of September 5, 1991.

On motion of Mr. McKee, seconded by Mr. Smith, the Board voted to approve the attached list of resignations:

On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to approve the attached list of terminations:

On motion of Mr. B.R. Harvey, seconded by Mr. Smith, the Board voted to name the attached list of new employees:

At this time Mrs. Opalene Haynes and Mrs. Jackie Curtis gave brief overviews of recent Special Education workshops and inservices that were offered to teachers prior to the beginning of school. Mrs. Curtis explained the Child Search Program.
On motion of Mr. Burns, seconded by Mr. Smith, the Board voted to adopt the attached resolution (Refinancing of school bonds for Leesville School District No. 16).
RESOLUTION ATTACHED
On motion of Mr. Gerald Burns, Chairman of the Finance Committee, and on motion of Mr. Porter, the Board voted to approve the 1991 Vernon Parish School Board Operating Budget.
Copy of budget kept on file in the office of the Director of Finance.
On motion of Mr. B.R. Harvey, seconded by Mr. O'Banion, the Board voted to award the bid for materials for roofing for Pitkin High School to the low bidder, J & G Products in the amount of $17,309.50.
On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to advertise for bids for playground equipment for Pickering Elementary. Bids to be received October 3, 1991.
On motion of Mr. O'Banion, seconded by Mr. McRae, the Board voted to advertise for bids to sale unusable office equipment. Bids to be received October 3, 1991.
On motion of Mrs. Williams, seconded by Mr. Porter, the Board voted to establish the attached list of price rates for the Hornbeck Food Processing Plant:

On motion of Mrs. Westerchil, seconded by the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their heartfelt to Mr. Alvin C. Dowden, Jr., Ward One School Board member, and Mrs. Debbie Dowden Clark, teacher, West Leesville Elementary, and Mrs. Merle Dowden, retired Vernon Parish teacher, in the recent death of Mr. Edlo Bray,
WHEREAS, Mr. Bray was a retired teacher from Vernon Parish who served with dedication and loyalty,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to this family along with the deepest condolences in the lose of this father and grandfather.
On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to resolve itself into a claims committee and approve the claims.
On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.
There being no further business, on motion of Mr. McRae, seconded by Mr. Porter, the Board voted to adjourn.
