June 11, 1991

 

THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON JUNE 11, 1991, AT 10:00 A.M. in the Board Room of the Administration Building, 201 Belveiw Road, Leesville, LA  President Gunn called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mrs. Carolyn Williams, Ward Two Hornbeck.

 

The pledge of allegiance was led by Mr. T.B. Porter, Ward Two Anacoco.

 

Superintendent Hinson read the attached Call Notice:

On motion of Mr. McRae, seconded by Mr. Porter, the Board voted to approve  and dispense with the reading of the minutes of June 6, 1991.

 

On motion of Mr. Smith, seconded by Mrs. Westerchil, the Board voted to approve the attached request for Sabbatical Leave:

On motion of Mr. McKee, seconded by Mr. Porter, the Board voted to approve the attached list of new employees:

On motion of Mr. B.R. Harvey, seconded by Mr. McRae, the Board voted to name all Central Office personnel.

At this time the Superintendent and Board recognized the following group of students:

 

                "Louisiana Honors Its Own" Desert Storm Poster contest winners

 

Superintendent Hinson and the Board recognized Mr. Foster Thomas on the occasion of his retirement.  Mr. Thomas thanked the Board for 34 years in education in Vernon Parish.

 

On recommendation of Superintendent Hinson, and on motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to approve the Special Education Application as presented by Mrs. Dottie McRae, Director of Special Education.

 

Mr. Eddie Edwards and Mr. Bruce Ross addressed the Board relative to school bus lease/purchase programs.

 

On motion of Mr. Dowden, seconded by Mr. McKee, the Board voted to advertise for milk bids for Vernon Parish Schools.

 

On motion of Mr. Porter, seconded by Mrs. Williams, the Board voted to advertise for bids for bread for Vernon Parish Schools.

 

On recommendation of the garbage collection committee and Superintendent Hinson, motion was made by Mr. Dowden, Chairman, seconded by Mr. Burns, that the Board accept the low bid of Waste Management for a two year contract for garbage collection in the amount of $8,352.00.  The motion passed.

 

Mr. Bobby Moss, Purchasing Agent, recommended that the low bid of Jack Brown and Associates, $6,550.00, for playground equipment for Headstart be rejected due to specifications that are inferior to the second low bid.

 

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to  accept the bid of D & A Associates for playground equipment for Headstart in the amount of $6,898.00. 

 

On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve a loan from General Fund to Headstart in the amount of $5,000.00.

 

On motion of Mr. Arvil Harvey, seconded by Mr. Burns, the Board voted to change the July Board meeting dates to July 16 and July 23, 1991 at 10:00 a.m.

 

Mr. James Woodul addressed the Board requesting that Memorial Day be scheduled as a school holiday.

 

On motion of Mr. Burns, seconded by the Board, the Board voted to refer the request of Mr. Woodul for Memorial Day to be a school holiday to a committee for consideration.

 

On motion of Mr. O'Banion, seconded by Mr. Porter, the Board voted to advertise for a bus for Pickering High School.

 

On motion of Mr. Arvil Harvey, seconded by Mr. Burns, the Board voted to resolve itself into a Claims Committee and approve the claims.

 

On motion of Mr. Burns, seconded by Mr. Porter, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.
