THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON April 9, 1991, at 10:00 a.m. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President Gunn called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mrs. Betty Westerchil, Ward One.
The pledge of allegiance was led by Mr. Alvin C. Dowden, Jr., Ward One.
Superintendent Hinson read the attached Call Notice:

On motion of Mr. Porter, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of April 4, 1991.
At this time the Board and Superintendent recognized the following groups of students and presented them with certificates of appreciation for their outstanding accomplishments:
1. Students of the Year
2. Superintendent Writing Awards winners
3. Spelling Bee winners
Mr. Bill Bailey, Executive Secretary of the Chamber of Commerce, addressed the Board. Mr. Bailey reported on the upcoming Third Annual Academic Awards Banquet to be held May 3, 1991 co-sponsored by the Chamber and the Vernon Parish School Board. Mr. Bailey stated that once again the Vernon Parish Bar Association will provide medallions for the honored students, the Sheriff's office provide the dinner and the Chamber and School Board will host the banquet.
On motion of Mr. Porter, seconded by the Board, the Board voted to thank the Sheriff's office, the Bar Association and the Chamber for their assistance in this honor banquet for graduating seniors.
On motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to accept the following resignations:
Debra Thompson, teacher, Pickering Elem.
Brenda Jones, cook, Hornbeck
On recommendation of Superintendent Hinson, and on motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve a Sabbatical Leave request for Dottie McRae, Director of Special Education beginning July 1, 1991 and ending June 30, 1992.
On motion of Mr. McKee, seconded by Mr. Porter, the Board voted to advertise for bids for general supplies. Bids to be received May 7, 1991, at 5:00 p.m.
On motion of Mr. Porter, seconded by Mr. McRae, the Board voted to approve the following school calendar for 1991-92

On motion of Mr. B.R. Harvey, seconded by Mr. Arvil Harvey, the Board voted that there will be no changes in payroll deduction insurance coverages for participating employees without the option for these employees to vote on the changes.
On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to convey their condolences to Mr. Fletcher Cheatham in the recent death of his sister, Doris Myles Smith, of Monrovia, California, now
BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. Cheatham.
On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to resolve itself into a claims committee and approve the claims.
On motion of Mr. Dowden, seconded by Mr. McRae, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.
There being no further business, on motion of Mr. Arvil Harvey, seconded by Mr. O'Banion, the Board voted to adjourn.
