THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON MARCH 11, 1991, AT 5:00 P.M. in the Board Room of the Administration Building, 201 Belveiw Road, Leesville, LA.  President Gunn called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mrs. Carolyn Williams.

 

The pledge of allegiance was led by Mr. Mark Smith.

 

Superintendent Hinson read the attached Call Notice:

On motion of Mr. O'Banion, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of February 20, 1991.

 

At this time Superintendent Hinson and the Board recognized the following groups of students and presented each one with a Superintendent's Certificate for their outstanding accomplishments:

 

                Regional Science Fair winners

                Yes I Can winners

 

Mr. Elsee Ashworth, teacher at Leesville Junior High School, gave a report on Model Career Options Programs.  Mr. Ashworth holds after school math and thinking skills classes two days a week at the junior high school.  This is a voluntary program for all students in the 7th and 8th grades.

 

Dr. Eliot Knowles and Mr. Walter Lee addressed the Board. They are candidates for the Board of Elementary and Secondary Education election to be held on March 23, 1991.

 

On motion of Mr. McRae, seconded by Mr.Dowden, the Board voted to approve a Sabbatical Leave request for Martha Hillman, teacher at Polk Elementary, for rest and recuperation beginning March 11, 1991 through August 1991.

 

On motion of Mr. McKee, seconded by Mr. Burns, the Board voted to proclaim the week of March 18 - March 22, 1991 as School Lunch Week.  

 

On motion of Mr. Arvil Harvey, seconded by Mr. Porter, the Board voted to advertise for an activity bus for Evans High School.  Bids to be received April 4, 1991.

 

On motion of Mr. Dowden, seconded by Mr. Smith, the Board voted to approve the following loan from general fund:

 

                Preschool  '91                        $5,000.00

 

Mr. Fletcher Cheatham, Principal of Vernon Elementary, addressed the Board.  Mr. Cheatham asked for approval to send a survey to the parents of Vernon Elementary children concerning the possibility of uniforms for the students. Superintendent Hinson recommended the survey.  On motion of Mr. Dowden, seconded by Mr. Burns, the Board voted to authorize a parish-wide survey on uniforms for students.

 

On motion of Mr. McKee, seconded by the Board, the Board voted to adopt the following memorial resolutions:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey condolences to the family of Mrs. Mertie Deason, former cook at Rosepine High School, and

                WHEREAS, Mrs. Deason was loyal and dedicated employee of this school system, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of Mrs. Deason.

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey to Mr. J.E. Bailey their heartfelt sympathies in the recent death of his wife, Norma Jean Bailey, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be to Mr. Bailey and his family.

 

On motion of Mr. Porter, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt condolences to Mrs. Lillie Jackson, custodian at Anacoco High School, in the recent death of her husband, Mr. L.E. Jackson, and

                WHEREAS, the Mr. and Mrs. Jackson have always been great supporters of this school system, NOW

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Jackson and her family.

 

Superintendent Hinson announced that there will be a Vernon Parish School Board Retreat at Northwestern State University in Natchitoches on March 18, 1991 and presented a tentative agenda to the media.

 

Superintendent Hinson reported that if there were no objections from the Board, that he would close the Central Office on Friday, March 15, 1991, at 3:30 p.m. for the employees to attend the Vernon Parish Patriotic Parade.

 

On  motion of Mr. Dowden, seconded by Mr. Arvil Harvey, the Board voted to resolve itself into a claims committee and approve the claims.

 

On motion of Mr. Burns, seconded by Mrs. Westerchil, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.

 

There being no further business, and on motion of Mr. McRae, seconded by Mr. B.R. Harvey, the Board voted to adjourn.
