THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON MARCH 8, 1991, AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 Belview Road, Leesville, LA   President Gunn called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Wallace McRae.

 

The pledge of allegiance was led by Mr. Benard McKee.

 

On motion of Mr. Arvil Harvey, seconded by Mrs. Westerchil, the Board voted to approve and dispense with the reading of the minutes of February 20, 1991.

 

On motion of Mr. McKee, seconded by Mr. Burns, the Board voted to accept the attached list of resignations:

On motion of Mr. Dowden, seconded by Mr. McKee, the Board voted to name the attached list of new employees:

Mrs. Johnnie Booty, 4th grade teacher, East Leesville Elementary, gave a report of the "PRIDE" program.  Mrs. Booty initiated this special program to boost positive attitudes in students at East Leesville.

 

On motion of Mr. O'Banion, seconded by Mr. Smith, the Board voted to approve the following loans:

 

                JTPA PALS '91                     $    3,000.00

                LUNCH FUND                      $118,000.00

               

On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to sell a used a 1976, 1/2 ton maintenance truck.  Bids to be received April 4, 1991.

 

Mrs. Pat Crawford, Computer Coordinator, addressed the Board relative to Bulletin 741 and computer literacy for students by the end of the 8th grade.  Mrs. Crawford reported that Vernon Parish Schools are able to comply with this policy due to the fact that Vernon Parish began having computers in classrooms in the early 1980's.  On recommendation of Superintendent Hinson, and on motion of Mr. Burns, seconded by the Board, the Board voted to be in compliance with Bulletin 741, computer literacy.

 

Mr. Bobby Moss, Purchasing Agent, reported that no bids had been received for unusable equipment.  On motion of Mr. McRae, seconded by Mr. B.R. Harvey, the Board voted to authorize Mr. Moss and the Superintendent to dispose of this unusable equipment.

 

On motion of Mr. Arvil Harvey, seconded by the Board, the Board voted to commend Mr. Eugene Cavanaugh, Vernon Parish Tax Assessor, for his participation in Desert Storm training at Fort Hood, Texas.  Mr. Cavanaugh was the only Vernon Parish elected official to serve in this training.

 

On motion of Mr. Arvil Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

RESOLUTION

 

                WHEREAS, the members of the Vernon Parish School Board learned with grief and sadness of the recent death of Mrs. Viola Craft Kennedy, and

                WHEREAS, Mrs. Kennedy was a retired bus operator from Ward Three, and

                WHEREAS, Mrs. Kennedy served this school system and the children who rode her bus with dedication and love.  She was a loving and sincere person, always keeping the safety of the children on her bus routes foremost in her job duties,

                THEREFORE BE IT RESOLVED, that the Board wishes to send their condolences to Mr. Grady Kennedy and his entire family. Those relatives by this school system are Charlene Haymon, daughter, Elaine Kennedy, daughter-in-law, Lisa Kennedy, wife of a grandson, and Terri Jarrell, wife of a grandson.  Also condolences are sent to the many grandchildren of Mrs. Kennedy who attend Evans High School.

                BE IT FURTHER RESOLVED, that the Board request that a copy of this memorial resolution be sent to this bereaved family.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolutions:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey heartfelt condolences to the family of Mrs. Pearl Droddy who recently passed away,

                WHEREAS, Mrs. Droddy was a retired bus driver from Pitkin School,

                WHEREAS, Mrs. Droddy was a loyal and dedicated employee of this school system, always keeping the safety of the children foremost in her job duties. NOW

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. Jimmy Droddy, grandson, of Mrs. Droddy.

 

R E S O L U T I O N

 

                WHEREAS, The members of the Vernon Parish School Board learned with grief and sadness of the recent death of Mrs. Ethel Hill, former cook from Pitkin School, and

                WHEREAS, Mrs. Hill was a dedicated employee and served for many years with loyalty,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of Mrs. Hill.

 

Superintendent Hinson announced the Board of Elementary and Secondary Education voted to accept the entire Minimum Foundation Program.  It will now go before the legislature.

 

Superintendent Hinson reported on LTIP/LTEP and stated that the Governor is considering revisions.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to commend all teachers who have already been evaluated on LTIP/LTEP and have scored extremely high.

 

Superintendent Hinson congratulated all athletic teams of the Parish for outstanding performances at the state level.

 

On motion of Mr. McRae, seconded by the Board, the Board voted to commend the athletes and coaches of Vernon Parish for outstanding performances.

 

Mrs. Williams reported that Hornbeck High School held a "Wellness Fair" recently.  She indicated that the program was very successful at Hornbeck.

 

Mrs. Westerchil thanked Mrs. Ellen Lytle of Pickering Elementary for "Tales of the Circus".  Superintendent Hinson stated that he will invite Mrs. Lytle to a school board meeting.

 

There being no further business, on motion of Mr. O'Banion, seconded by Mr. B.R. Harvey, the Board voted to adjourn until Monday, March 11, 1991 at 5:00 p.m.
