THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON FEBRUARY 7, 1991, IN THE Board Room of the Administration Building, 201 Belview Road, Leesville, President Gunn called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by  Mrs. Betty Westerchil, Ward One.

 

The pledge of allegiance was led by Mr. Alvin C. Dowden, Jr., Ward One.

 

On motion of Mr. Arvil Harvey, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes January 15, 1991.

 

At this time Superintendent Hinson introduced Senator Bryan Poston and Representative John Smith.  Each of the law makers addressed the Board relative to reapportionment, the state budget problems and the minimum foundation program. The representatives informed the Board that have always supported support personnel pay increases and will continue to do so in the future.  On motion of Mr. Porter, seconded by the Board, the Board voted to express their appreciation to Mr. Poston and Mr. Smith.  Superintendent Hinson thanked Senator Poston and Representative Smith for taking time from their busy schedule and expressed his appreciation for their support of the Vernon Parish School System.

 

Mr. James Hagan, President of the Vernon Parish Rodeo Club,addressed the Board relative to this parent organized club that began in 1986.  Mr. Hagan stated that there are 26 students in Vernon Parish participating in this club and he asked that rodeo club students be recognized as athletes in Vernon Parish Schools.  Superintendent Hinson thanked Mr.Hagan for his presentation and expressed his and the Boards' support of the Rodeo Club.

 

On recommendation of the Superintendent, and on motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to accept the attached list of resignations:

On recommendation of the Superintendent, and on motion of Mr. B.R. Harvey, seconded by Mr. O'Banion, the board voted to approve a leave without pay request for Brenda Foley, custodian at Pickering Elementary.

On recommendation of the Superintendent, and on motion of Mr. B.R. Harvey, the Board voted to name the attached list of new employees:

On recommendation of the Superintendent, and on motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to approved the attached sabbatical leave request:

Mr. Bill Endris, Director of Finance, addressed the Board relative to the recent meetings of the Insurance Committee.

 

Mr. Endris recommended the following proposal submitted by the Committee:

 

                Income Protection                Horace Mann Insurance Company

                Cancer Insurance                 American Family Life Insurance

                Dental Insurance                  Great American Insurance

 

On motion of Mr. Porter, seconded by Mr. O'Banion, the Board voted to accept the Committee's recommendation for the above insurance for Vernon Parish employees.

 

Due to the minimum wage increase to $4.25, the following changes were recommended by Mr. Endris in the substitute pay:

 

                Aides, secretaries and cooks:            $26.60 to $29.75

                Janitors:                                                 $30.40 to $34.00

                Non-degreed teacher subs:                 $28.00 to $32.00

                Degreed teacher subs:                        Remain at $37.50

                Bus driver subs:                                   wages set by state and

                                                                                would remain the same.

 

On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to comply with the minimum wage increase as recommended by Mr. Endris.

 

Mr. Endris discussed the one cent sales tax distribution for all employees.

 

On motion of Mr. McRae, seconded by Mr. O'Banion, the Board voted to promulgate the attached election returns from the January 19, 1991 sales tax election:

On motion of Mr. O'Banion, seconded by Mrs. Westerchil, the Board voted to approve the following loans from General Fund:

 

                Title VII '91                            $10,000.00

                JTPA                                          1,000.00

               

On motion of Mr. Burns, seconded by Mr. McKee, the Board voted to declare the month of February as "A month of prayer and unyielding support for U.S. and Allied Troops in the Middle East".

 

On motion of Mr. Arvil Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their condolences to Mrs. Theresa Bordelon, secretary at Evans High School, in the recent death of her grandmother, Mrs. Della Mae Jarrell,

                WHEREAS, condolences are also extended to Mrs. Kathy Jarrell, bus driver at Evans High School, whose husband is also a grandchild of Mrs. Jarrell,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to the family of Mrs. Jarrell.

 

On motion of Mr. Smith, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to send condolences and sympathy to Mrs. Vernis Simms in the recent death of her husband, Jack L. Simms, Sr.,

                WHEREAS, Mrs. Simms is a retired teacher from Vernon Parish and Mr. Simms was long time attorney and Judge in this parish,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Simms and her family.

 

On motion of Mr. McRae, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to extend condolences and sympathy to Mrs. Earle Temple, teacher at Simpson High School, in the recent death of her father, Mr. W.A. Landry,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Temple and her family.

 

On motion of Mr. O'Banion, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the Vernon Parish School Board wishes to send condolences to Mr. G.A. Hollaway, teacher at Pickering High School, in the recent death of his mother, Mrs. Tressie Hollaway,

                WHEREAS, condolences are also extended to Mrs. Rosie Hollaway, teacher at Pickering High School, who is Mrs. Hollaway's daughter-in-law,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Hollaway's family.

 

Superintendent Hinson and the Board recognized Mr. William Carver, recently appointed Principal of Evans High School. Mr. Carver thanked the Board for their support of him and pledged his dedication to this position. 

 

Dr. Larry Monk, Assistant Superintendent, briefed the Board on the overview of the Sex Education Program.  Mrs. Westerchil stated that Mr. Don Goins had done an outstanding job in initiating the program.  The program was begun in 1987 with Mr. Goins and as appointed 1991 Chairman, Mrs. Westerchil requested that there be a review and updated survey of the program and that the program be implemented into the curriculum.  Mrs. Carolyn Williams stated that the Curriculum Committee is also addressing the Sex Education Program.

 

There being no further business, on motion of Mr. McRae, seconded by Mr. O'Banion, the Board voted to adjourn until Tuesday, February 12, 1991.
