THE PARISH BOARD OF VERNON PARISH LOUISIANA, CONVENED IN REGULAR SESSION ON JANUARY 10, 1991, at 10:00 a.m. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President Gunn called the meeting to order. The meeting was opened in prayer by Mrs. Carolyn Williams.
The pledge of allegiance was led by Mr. T.B. Porter.
At this time Superintendent Hinson called on Mr. Donnie Perkins, Vernon Parish Clerk of Court. Mr. Perkins conducted the oaths of office for all members.
On roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
On motion of Mr. McRae, seconded by Mr. Porter, the Board voted to approve and dispense with the reading of the minutes of December 11, 1991.
On recommendation of Superintendent Hinson, and on motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve the attached list of resignations:

On recommendation of Superintendent Hinson, and on motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted to approve a leave without pay request for Mrs. Rose Peterson, teacher, Rosepine High School, beginning 2-19-91 through 5-29-91.
On recommendation of Superintendent Hinson, and on motion of Mr. Porter, seconded by Mr. McRae, the Board voted to approve the attached list of new employees:

On recommendation of Superintendent Hinson, and on motion of Mr. Arvil Harvey, seconded by Mr. Porter, the Board voted to name Mr. William Carver as Principal at Evans School and to assign Mr. Carver to a two year contract.
On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to authorize the Superintendent Sammy L. Hinson to sign for P.L. 874 and P.L. 815 funds.
On motion of Mr. Dowden, seconded by Mr. Porter, the Board voted to approve the following loans from General Fund:
a. Migrant '91 $5,000.00
b. Title V $5,000.00
On motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to name the Vernon Bank and the Merchants and Farmers Bank as fiscal agents for 1991.
On motion of Mr. B.R. Harvey, seconded by Mr. McRae, the Board voted to name The Leesville Daily Leader the official journal for 1991.
On motion of Mrs. Westerchil, seconded by Mr. Smith, the Board voted to officially announce the attached notice of meeting times and dates of the Vernon Parish School Board.

On recommendation of Superintendent Hinson, and on motion of Mr. Porter, seconded by Mr. Burns, the Board voted to reject the bids received by committee on December 18, 1990, for the finish work on the Anacoco Construction job.
Superintendent Hinson called on Mr. Asa Skinner, school board attorney, to address the Board relative to item #12. Mr. Skinner reported that the East Central Vernon Water Company, Inc. requires the acquisition of one acre of land in the Ward Eight District in order to install water systems in this area. He indicated that the use of this water system will be beneficial not only to the citizens of Ward Eight, but also to Hicks School. On motion of Mr. McRae, seconded by Mr. Porter, the Board voted to authorize the sale of one acre of land to the East Central Vernon Water Company, Inc.
On recommendation of Superintendent Hinson, and on motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted to adopt the attached proposition concerning the January 19, 1991 sales tax election.

Betty Westerchil, Carolyn Williams, T.B. Porter and Mark Smith indicated that although they were not officially on the Board at the time of the action taken to hold the one cent sales election for January 19, 1991, they are in favor of this sales tax.
Superintendent Hinson reported that the Livingston Parish School Board is considering joint strategy for obtaining an adequate and equitable foundation formula for funding Louisiana's public schools. Superintendent Pope has invited Mr. Hinson and the Board to attend a meeting with other Parishes and attorneys for this considered litigation.
At this time President Gunn stated that the Board welcomed comments from visitors concerning Jack Andre,Head Coach and Athletic Director, at Leesville High School. Mr. Gunn stated that selected spokes persons would be allowed three minutes each to address the Board. After each person addressed the Board, Mr. Gunn thanked the group for their input.
Superintendent Hinson recommended to the Board that the Head Coaching and Athletic Director's contract for Coach Andre not be renewed in April for the 1991-92 school year. Mr. Hinson explained that Jack Andre's teaching contract was not to be discussed or considered and was therefore not affected by his recommendation. Motion was made by Mr. Burns, seconded by Mr. Dowden, that the Board take the Superintendent's recommendation. Roll call vote was taken:

The motion passed.
On recommendation of Superintendent Hinson, and on motion of Mr. Porter, seconded by Mr. McKee, the Board voted to advertise for the position of Head Football Coach at Leesville High School. Applications will be taken through the Central Office and all applicants will interview with Billy Crawford, Principal at Leesville High School, and the Assistant Principals at Leesville High School. After Mr. Crawford interviews the applicants, he will then report his recommendations to Superintendent Hinson his recommdation by January 28, 1991.
The Ministerial Alliance thanked the Board for the assistance provided in food baskets for needy families.
On motion of Mr. B.R. Harvey, seconded by the entire Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to convey condolences and sympathy to Mrs. Sandra Whitlock, Principal of Pitkin High School, in recent death of her father, Mr. Jeff McDonald, now
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Whitlock and her mother, Mrs. Jeanice McDonald.
On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to send sympathy and condolences to Mrs. Decarla Pollard, cook at Polk Elementary, in the recent death of her father, Mr. Archie Johnson of Pitkin, now
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Pollard and her mother.
On motion of Mr. T.B. Porter, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board records with grief and sadness the recent death of Mr. Lee Raymond Jackson, Sr., retired bus operator from Anacoco School,
WHEREAS, Mr. Jackson was a dedicated and loyal employee for this school system for 17 years,
WHEREAS, Mr. Jackson's love and devotion for the children that rode his bus will never be forgotten, now
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Shirley Jackson and her son Mr. Lee Raymond Jackson, Jr., who is a bus operator for Anacoco Schools.
There being no further business, on motion of Mr. McRae, seconded by Mr. O'Banion, the Board voted to adjourn until Tuesday, January 15, 1991.
