THE PARISH BOARD OF VERNON PARISH LOUISIANA, convened in Special Session on Tuesday, October 9, 1990, at 10:00 a.m. in the Board Room of the Administration Building, 201 Belveiw Road, Leesville, LA  President Harvey called the meeting to order and on roll call the following members were present:

ABSENT:               KENNETH BAGGS, ATTENDING LSBA MEETING

 

There was also present Mr. Sammy Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. B.R. Harvey, Ward Five.

 

The pledge of allegiance was led by  Col. Chester Davis.

 

At this time President Harvey introduced Mr. Mark Smith, newly elected school board member from District 8.

 

On motion of Mr. O'Banion, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of October 4, 1990.

 

Superintendent Hinson read the attached Call Notice:

At this time Superintendent Hinson called upon Mrs. Shirley Holt, Supervisor of the MS Read-a-thon.  Mrs. Holt recognized the read-a-thon winners:

 

                Clint Skinner, East Leesville

                Jordan Karamales, Vernon Elementary

                Stephanie Mortensen, Vernon

                George Stoots, Pickering Elementary

                Jody Moore, Pitkin Elementary

 

Each student was presented a poster and certificate from the Board.

 

On motion of Mr. Gunn, seconded by Mr. Goins, the Board voted to approve the attached list resignations:

On motion of Mr. Dowden, seconded by Mr. O'Banion, the Board voted to name the following list of new employees:

On motion of Mr. Hughes, seconded by Mr. Burns, the Board voted to name Tom Neubert as Assistant Principal at Leesville High School.

 

On motion of Mr. Hughes, seconded by Mr. Dowden, the Board voted to assign Tom Neubert to a two year contract as Assistant Principal at Leesville High School.

 

On motion of Mr. McRae, seconded by Mr. O'Banion, the Board voted to name Paul Poe as Administrative Assistant at Hicks High School.

 

On motion of Mr. O'Banion, seconded by Mr. Harvey, the Board voted to advertise for bids for 24' X 32' portable building for Headstart at Pickering Elementary. 

 

On motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted to advertise for bids for a 35 passenger (17') bus for Headstart.

 

Superintendent Hinson reported that the funds for the portable building for Headstart and the 35 passenger for Headstart will be federally funded.

 

On motion of Mr. Gunn, seconded by Mr. McRae, the Board voted to approve the following loans from General Fund:

 

                a.             Title II C/O '89 to '90                            $2,450.69

                b.             Chapter II Carryover                            $15,000.00

               

On motion of Mr. Goins, seconded by Mr. Burns, the Board voted to appoint a School Personnel Insurance Committee to review various forms of insurance, Bill Endris to serve as Chairman.

 

On motion of Mr. Gunn, seconded by the Board, the Board voted to commend the West Louisiana Forestry Festival Board for the outstanding week of activities for the Vernon Parish Fair.

 

On motion of Mr. Harvey, seconded by the Board, the Board voted to consider and look into the feasibility of remodeling the schools' fair booth at the fair grounds.

 

On motion of Mr. O'Banion, seconded by the Board, the Board voted to commend all voting commissioners that worked the October 6, 1990 election.

 

Superintendent Hinson announced that refreshments had been provided by the Vernon Parish 4-H Club Team.

 

On motion of Mr. McKee, seconded by Mr. B.R. Harvey, the Board voted to proclaim October 7-14 as 4-H Club Week.

 

On motion of Mr. McKee, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey condolences and sympathy to Mrs. Raffey Reeves in the recent death of her father, Mr. Peter James DeBeasso of Dangerfield, Texas, and

                WHEREAS, Mrs. Reeves is a teacher at Rosepine Elementary School, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this resolution be sent to Mrs. Reeves and her family.

 

On motion of Mr. McKee, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the Vernon Parish School Board takes this time to convey their heartfelt sympathies to Mrs. Viola Atterberry, retired teacher from Rosepine School, in the recent death of her husband, Mr. L.M. Atterberry, now

                THEREFORE BE IT RESOLVED, that the Vernon Parish School Board request that condolences be sent to Mrs. Atterberry and her family along with a copy of this resolution.

 

On motion of Mr. McKee, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, it is recorded with grief and sadness the recent death of Mrs. Ellen Woodhatch, former School Board member of Ward Seven, Rosepine,  and

                WHEREAS, Mrs. Woodhatch served faithfully with dedication and loyalty to the educational processes for the children of Vernon Parish, now

                THEREFORE BE IT RESOLVED, that the members of the Vernon Parish School Board do hereby send their condolences to the children of Mrs. Woodhatch along with a copy of this memorial resolution.

 

On motion of Mr. O'Banion, seconded by the Board the Board, voted to adopt the following resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their sympathy and condolences to the family of Mr. Clarence Klein, resident of Ward Three and great supporter of Evans School, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of the resolution along with condolences be sent to Mrs. Maude Klein and her family.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, it was learned with grief and sadness of the untimely death of Reginald DeNane West, son of Mr. and Mrs. Gene West of Pitkin, and

                WHEREAS, Mrs. West is an employee of the Vernon Parish School system at Pitkin High School as a Special Education aide, now

                THEREFORE BE IT RESOLVED, that the Board wishes to send their heartfelt sympathies to this bereaved family along with a copy of this memorial resolution.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey to the family of John Edward Johnson, their heartfelt sorrow in his recent death, and

                WHEREAS, John Johnson was a graduate of Pitkin High School and resident of Pitkin, and

                THEREFORE BE IT RESOLVED, that the Board wishes to send its condolences to Mr. and Mrs. Harles Johnson along with a copy of this memorial resolution.

 

On motion of Mr. Gunn, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to extend their heartfelt sympathies to Zenobia Wilson, Receptionist for the Central Office of the Vernon Parish School System, in the recent death of her mother, Mrs. Luvenia Monk, and

                WHEREAS, Mrs. Monk was a great supporter of her community and church, now

                THEREFORE BE IT RESOLVED, that the Board hereby request that a copy of this memorial resolution be sent to Mrs. Wilson and her family.

 

On motion of Mr. Gunn, seconded by the Board, the board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey their sympathies to Mrs. Sally Tilley, Secretary at Leesville High School, in the recent death of her father, Mr. Edwin M. Dickson, Jr., now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Tilley and her family.

 

On motion of Mr. Dowden, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board wish to convey sympathy and condolences to Mrs. Jackie Curtis, Coordinator of Child Search, in the recent death of her mother, Mrs. Eva Miller, now

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Curtis along with heartfelt condolences from this Board.

 

On motion of Mr. Goins, seconded by Parker, the Board voted to resolve itself into  a claims committee and approve the claims.

 

On motion of Mr. Gunn, seconded by Mr. Dowden, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.

 

There being no further business, on motion of Mr. Goins, seconded by Mr. O'Banion, the Board voted to adjourn.
