LEESVILLE, LA

JULY 17, 1990

 

THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON JULY 17, 1990, at 10:00 a.m. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA  President Harvey called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Parker, Ward Two, Anacoco.

 

The pledge of allegiance was led by Mr. Gunn, Ward One.

 

Superintendent Hinson read the attached call notice:

On motion of Mr. Parker, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of July 10, 1990.

 

At this time Superintendent and the Board recognized the following retiring employees and presented each one with a retirement certificate:

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to accept the resignation of Talicia Andersen, teacher, Pickering Elementary.

 

On motion of Mr. Dowden, seconded by Mr. Goins, the Board voted to approve a Sabbatical Leave request for Mrs. Kay Taylor, teacher, Leesville High School, for rest and recuperation, for 1990-1991.

 

On motion of Mr. Burns, seconded by Mr. Dowden, the Board voted to approve a leave without pay request for Mrs. Ann Morrow, teacher, East Leesville Elementary, for 1990-91.

 

On recommendation of Superintendent Hinson, and on motion of Mr. Goins, seconded by Mr. C.A. Hughes, the Board voted to reject all bids received for the renovations and additions at Leesville High School.

 

On motion of Mr. O'Banion, seconded by Mr. Goins, the Board voted to accept the low bids of Guth Dairies for milk and juice pouches for the 1990-91 school term.

 

Mr. Bobby Moss, Purchasing Agent, addressed the Board relative to athletic equipment bids received July 10, 1990.  On motion of Mr. Parker, seconded by Mr. Burns, the Board voted to accept low bids of athletic equipment that met specifications with the exceptions of the  items marked reject (attached) and that the Hicks High School equipment bids be kept under advisement until August 2, 1990.

 

On motion of Mr. O'Banion, seconded by Mr. Gunn, the Board voted to approve a loan of $135.62 from General Fund to the Insurance Account.

 

Mr. Bill Endris, Director of Finance, reported that quotes had been taken on student insurance.  Mr. Endris recommended that the Board continue with Morris Insurance Agency as the carrier for student insurance.  On recommendation of Superintendent Hinson and on motion of Mr. Parker, seconded by Mr. Hughes, the Board voted to name Morris Insurance Agency as the carrier for Vernon Parish schools student and athletic insurance for 1990-91.

 

Superintendent Hinson discussed House Bill #733. This new law states that any new employee that works 10 days must receive his/her first pay check by the 15th of the following month. Mr. Endris stated that due to this new law, it is probable that due to the payroll process, that new employees beginning the new school year will receive thirteen paychecks, thus giving them 1/13th of their salary each month.

 

On motion of Parker, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board with to convey condolences to Mr. Billy Merchant, teacher at Anacoco Elementary School, in the recent death of his mother, Mrs. Wanda Merchant Snell,

                THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution along with heartfelt sympathies of this Board be sent to Mr. Merchant and his family.

 

On motion of Mr. Gunn, seconded by Mr. Dowden, the Board voted to resolve itself into a claims committee and approve the claims.

 

On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.

 

There being no further business, on motion of Mr. O'Banion, seconded by Mr. Goins, the Board voted to adjourn.
