THE PARISH BOARD OF VERNON PARISH LOUISIANA, CONVENED IN REGULAR SESSION ON April 5, 1990, at 10:00 a.m. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA
President Harvey called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. W.W. Parker, Ward Two, Anacoco.
The pledge of allegiance was led by Mr. Kenneth Baggs, Ward Two, Hornbeck.
On motion of Mr. Parker, seconded by Mr. Hughes, the Board voted to approve and dispense with the reading of the minutes of March 6, 1990.
At this time Superintendent Hinson and the Board recognized the following groups of students:
State FBLA winners
State DECA winners
Superintendent Writing Contest Winners
State Playoff basketball teams:
Hicks High School Girls team
Hicks High School Boys team
Simpson High School Girls team
Rosepine High School Boys team
Pitkin High School Girls team
Mr. James Hardin, Director of Federal Programs, and Mrs. Shirley Ward, Supervisor of Chapter I Programs, introduced Mrs. Mary Eady, Chapter I teacher for 16 years, and Mrs. Margaret Lacase, Chapter I teachers aide for 15 years. Mrs. Eady and Mrs. Lacase, both employed by this system in the Chapter I program for the longest period of time, were presented a long-stemmed red rose in recognition of the Silver Jubilee Anniversary of the Chapter I Program.
On motion of Mr. O'Banion, seconded by the Board, the Board voted to commend the Chapter I staff for its dedication to the children of Vernon Parish.
On motion of Mr. B.R. Harvey, seconded by Mr. Gunn, the Board voted to accept the attached list of resignations:

On motion of Mr. B.R. Harvey, seconded by Mr. McRae, the Board voted to name the following new employee:
Lee Brinkley, full time janitor, Pitkin High School
On motion of Mr. Gunn, seconded by Mr. Hughes, the Board voted to open bids received for roofing materials for Leesville Junior High School:

On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to take under advisement the bid received for roofing materials.
Mr. W.W. Parker, Chairman of the Insurance Committee, reported that the quotes for General Liability and Teacher Liability had been received and reviewed by the insurance committee. On recommendation and on motion of Mr. Parker, seconded by Mr. Dowden, the Board voted to accept the lowest insurance quote for General Liability and Teacher Liability:
Morris Insurance Agency $64,189.65 annually
On motion of Mr. Baggs, seconded by Mr. Burns, the Board voted to advertise for bids for general supplies to be received May 3, 1990 at 10:00 a.m.
On motion of Mr. O'Banion, seconded by Mr. Gunn, the Board voted to declare April as Child Search Awareness Month.
On motion of Mr. Hughes, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board records with grief and sadness the recent death of Mrs. Ruth Winters, a retired teacher from Vernon Parish,
WHEREAS, Mrs. Winters taught in Vernon Parish for forty six years, beginning at Fullerton School. Later Mrs. Winters taught at Fal School, Slagle School and retired from Ward One schools. She was ninty-six years old.
WHEREAS, Mrs. Winters was one of the pioneers in education in Vernon Parish and was a dedicated and loving person,
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. Finly Stanly, and to Mrs. Clara Spence, her neice and nephew and both retired educators of Vernon Parish.
On motion of Mr. Burns, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wishes to express its condolences and sympathy to Mrs. Bea Toney, retired Lunchroom Technician Manager, from Ward One, in the recent death of her mother-in-law, Mrs. Lela Toney.
THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mrs. Toney.
There being no further business, on motion of Mr. Goins, seconded by Mr. Dowden, the board voted to adjourn.
