February 1, 1990

 

THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON FEBRUARY 1, 1990, in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President Harvey called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary  of the Board.

 

The meeting was opened in prayer by Mr. Philip Gunn, Ward One.

 

The pledge of allegiance was led by Mr. B.R. Harvey, Ward Five.

 

At this time Superintendent Hinson and Ward One board members recognized Miss Shawna Richmond for placing third in the Pilot Club Patriotism contest.  Mrs. Faye Ellis represented the Pilot Club.

 

Superintendent Hinson recognized Lia Donadze, a visiting secondary English teacher from the Soviet Union.  Mrs. Donadze addressed the Board relating information about education in the Soviet Union.  She presented a book of poems to the Board written by a Georgian poet.  Mr. Don Goins and President Harvey presented Mrs. Donadze with a book written on southern culture on the behalf of the entire Board and thanked her for attending this meeting.

 

On motion of Mr. McKee, seconded by Mr. McRae, the Board voted to accept the attached list of resignations:

On motion of Mr. McKee, seconded by Mr. McRae, the Board voted to approve the list of leaves without pay:

On motion of Mr. Gunn, seconded by Mr. Hughes, the Board voted to name the attached list of new employees:

On motion of Mr. Baggs, seconded by Mr. the Harvey, the Board voted to adopt the following resolution on Chapter I:

 

R E S O L U T I O N

 

                WHEREAS, application for program funding may be made under Chapter I as amended, and

                WHEREAS, a program is now proceeding under this title, now

                THEREFORE BE IT RESOLVED, that the Vernon Parish School Board in Regular Session this lst day of February 1990 again authorizes the Superintendent to proceed with application for continued funding of this project and to employ the necessary personnel and sign the required documents.

 

On motion of Mr. McRae, seconded by Mr. Parker, the Board voted to increase the bus of Bonnie Wise, Simpson driver, to a 60 passenger bus.

 

On motion of Mr. Gunn, seconded by Mr. O'Banion, the Board voted to approve the following loans from General Fund:

 

                a.             Title VII '90            $8,000.00

                b.             Headstart '90         $3,000.0

                c.             B 124 Dropout      $10,000.00

 

On recommendation of Superintendent Hinson and on motion of Mr. Dowden, seconded by the entire Board, the Board voted to adopt ACT 556 (R.S. 17:414.2) into policy for the Vernon Parish  School system.  This policy deals with the changing of students grades.   

 

W.W. Parker, Chairman of the Insurance Committee, gave a report on insurance.  On recommendation of Mr. Parker, seconded by Mr. Burns, the Board voted to continue with the present workman's compensation insurance with Morris Temple Insurance and Snowden Word Insurance for fire and property coverage.

 

On motion of Mr. Parker, seconded by Mr. Hughes, the Board voted to take quotes on March 1, 1990, at 10:00 A.M. for general liability and teacher liability insurance.

 

On motion of Mr. O'Banion, seconded by Mr. Harvey, the Board voted to adopt the attached pay scale for substitute employees as indicated according to the minimum wage increase:

On motion of Mr. Parker, seconded by  the Board, the Board voted to adopt the following resolution relating to cost of living pay increase for retired teachers:

There being no further business, on motion of Mr. O'Banion,seconded by Mr. Dowden, the Board voted to adjourn until February 20, 1990, at 5:00 p.m.
