THE PARISH BOARD OF VERNON PARISH LOUISIANA, CONVENED IN SPECIAL SESSION ON TUESDAY, SEPTEMBER 12, 1989 AT 5:00 P.M. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President Goins called the meeting to order and on roll call the following members were present:

There was also present Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Murphy O'Banion, Ward Four.

 

The pledge of allegiance was led by Col. Chester Davis. Superintendent Hinson read the following call notice: ATTACHED

On motion of Mr. Parker, seconded by Mr. McKee, the Board voted to approve and dispense with the reading of the minutes of September 7, 1989.

On motion of Mr. Hughes, seconded by Mr. Parker, the Board voted to accept the attached list of resignations:

On motion of Mr. Baggs, seconded by Mr. Burns, the Board voted to name the attached list of new employees: ATTACHED

 

On motion of Mr. Dowden, seconded by Mr. McRae, the Board voted to approve a military leave request for Mr. James Prewitt, Assistant Principal at Polk Elementary. The leave is granted for October 11-October 27, 1989.

 

At this time Superintendent Hinson recognized the following Vernon Parish Teachers of the Years and each teacher was presented a check for $500.00:

 

Mrs. Mary Thompson, West Leesville Elementary

Mrs. Cassandra Wilson, Leesville Junior High School

Mrs. Geneva Martin, Leesville High School

 

Belinda Thomas, representing Community Women Who Care, addressed the Board relative to this organization working against substance abuse. Mrs. Thomas requested the following:

1.              Drug testing of employees

2.         Students to be allowed to work at the groups booth at the West Louisiana Forestry Festival

3.              Adult Counselors and materials be provided for the booth

 

Mr. Philip Gunn stated that he supported this groups requests.

 

Superintendent Hinson reported that drug testing for employees and/or students is not feasible financially nor legally. This was supported by Mr. Asa Skinner, Assistant District Attorney.

 

Superintendent Hinson recommended that fair booth assistance be provided as requested by Mrs. Thomas.

 

On motion of Mr. Gunn, seconded by Mr. Baggs, the Board voted to approve fair booth assistance as requested by Community Women Who Care.

James Hardin, Supervisor of Drug Education, addressed the Board and gave an overview of the established drug programs in Vernon Parish.

 

On recommendation of Superintendent Hinson, and on motion of Mr. Baggs, seconded by Mr. Burns, the Board voted to continue with the established drug programs in grades K-3 and to add grades 4-6 to this curriculum.

 

On motion of Mr. Arvil Harvey, seconded by Mr. O'Banion, the Board voted to approve December 12, 1989, as the 5:00 p.m. evening meeting for the last quarter of 1989.

 

On recommendation of Superintendent Hinson, and on motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to reject the bids received for classrooms at Polk Elementary due to the fact that the low bid exceeded the alloted amount in the General Fund for classrooms at Polk Elementary.

 

On motion of Mr. Parker, seconded by Mr. Baggs, the Board voted to advertise for bids for 8 classrooms with 2 alternate rooms for Polk Elementary. Bids to be received October 17, 1989 at 2:00 p.m.

 

On recommendation of Superintendent Hinson, and on motion of Mr. Parker, seconded by Mr. Baggs, the Board voted to adopt the attached policy relative to audio visual materials: ATTACHED

 

Bill Endris, Director of Finance, addressed the Board relative to the General Fund Budget, contributions to the Teachers Retirement System, and millage rates.

 

On recommendation of Superintendent Hinson, and on motion of Mr. McRae, seconded by Mr. Burns, the Board voted to approve the 1989-90 General Fund Budget.

 

On recommendation of Superintendent Hinson, and on motion of Mr. Burns, seconded by Baggs, the Board voted to adopt the attached list of millage rates.

Recommendation of Superintendent Hinson, and on motion of Mr. Baggs, seconded by Mr. Dowden, the Board voted to adopt the attached resolution as presented by Mr. Endris relative to Teachers Retirement:

 

R E S O L U T I O N

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to go on record as opposing the Louisiana Tax Commission in its reduction in tax levying concerning timberland and pipeline companies. The Board also request that a letter on this issue be sent to legislators and to Governor Buddy Roemer.

 

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to employee Mr. R.O. Lasalle, III, as architect to construct a 50' X 100' metal building at Pickering High School.

 

On motion of Mr. B. R. Harvey, seconded by Mr. Baggs, the Board voted to support the Citizens Advisory Committee in asking Congress to establish a Yellow School Bus stamp.

 

On motion of Mr. Hughes, seconded by Mr. Gunn, the Board voted to advertise for furniture for Leesville High School, Vernon Elementary, Leesville Junior High School, and Pickering Elementary. Bids to be received October 7, 1989.

 

On motion of Mr. Arvil Harvey, seconded by the Board voted to adopt the attached memorial resolution:

 

R E S O L U T I O N

WHEREAS, the members of the Vernon Parish School Board wish to take this time to express its sorrow to the family of Mrs. Gertie Harvey,

WHEREAS, Mrs. Harvey was the wife of the former Superintendent of Vernon Parish Schools, Mr. T.L. Harvey,

THEREFORE BE IT RESOLVED, that the Board request that condolences and sympathy be sent to Mrs. Bertie Dunand, sister of Mrs. Harvey and her family.

 

On motion of Mr. Baggs, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

 

R E S O L U T I O N

WHEREAS, the Vernon Parish School Board learned with grief and sadness of the recent death of Mr. J.A. Behan, father of retired bus driver from Hornbeck High School, Mr. Odel Behan,

THEREFORE BE IT RESOLVED, that the Board request that a copy of this memorial resolution be sent to Mr. Behan and his family along with condolences and sympathy from this Board.

 

On motion of Mr. O'Banion, seconded by Mr. McKee, the Board voted to accept the Substantial Completion for the construction of classrooms at Pickering High School.

 

On motion of Mr. Arvil Harvey, seconded by Mr. B.R. Harvey, the Board voted to resolve itself into a claims committee and approve the claims.

 

On motion of Mr. Baggs, seconded by Mr. Burns, the Board voted to authorize the President and Secretary to pay claims as approved by the Claims Committee.

 

There being no further business, on motion of Mr. Baggs, seconded by Mr. Burns, the Board voted to adjourn.
