THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN SPECIAL SESSION ON APRIL 11, 1989, AT 10:00 A.M. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President Goins called the meeting to order and on roll call the following members were present:

There was also present Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Philip Gunn, Ward One.

Superintendent Hinson read the following Call Notice: ATTACHED

 

On motion of Mr. Arvil Harvey, seconded by Mr. Gunn, the Board voted to accept the following resignations:

 

Odessa Morman, teacher, Polk, 4-17-89

Francesca Sparks, teacher, Vernon, 4-21-89

 

On motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted to name the following new employees:

 

Nancy Clutts, teacher, Polk

Gina Andrus, bus aide, Rosepine

 

At this time the following groups of students were recognized:

 

Young Writers Contest Winners:

Tim Monk, Leesville Jr. High
Rhonda Lord, Leesville Jr.High

 

Hicks High School Girls Basketball Team, Class C Quarter Finalists, Coach Mark Young. Each player was presented with a Superintendent's Certificate from Mr. McRae and the team and Coach were presented a plaque for their accomplishments.

 

Evans High School Boys Basketball Team, Class C Quarter Finalists and District 7-C Champions, Coach Jerome Maricle. Each play was presented with a Superintendent's Certificate from Mr. Arvil Harvey and the team and Coach were presented a plaque for their accomplishments.

 

On motion of Mr. Burns, seconded by Mr. Gunn, the board voted to accept the low bid of Buckelews Company, in the amount of $5,121.60, for the steamer for West Leesville Elementary.

 

On motion of Mr. B. R. Harvey, seconded by Mr. O'Banion, the Board voted to accept the low bid of Louisiana Food Company, in the amount of $13,137.64, for the convection oven for Pitkin High School.

 

Superintendent Hinson reported to the Board that Assistant District Attorney Asa Skinner had advised him by letter (attached) that his legal opinion concerning the bids for a General Contractor to construct classrooms at Leesville Junior High School is to open the bids received April 6, 1989, as instructed in his attached letter.

 

On motion of Mr. Hughes, seconded by Mr. Burns, the Board voted to open bids received April 6, 1989, for a General Contractor to construct classrooms at Leesville Junior High School.

 

The bids were as follows:

On motion of Mr. Burns, seconded by Mr. Hughes, the Board voted to accept the low bid of Fertitta Construction of Leesville, in the amount of $208,950.00, with the stipulation that all specifications are met by the contractor.

 

On recommendation of Mr. Hinson, and on motion of Mr. B. R. Harvey, seconded by Mr. Gunn, the Board voted to adopt the attached school calendar for 1989-90 (there was one nay vote by Mr. Gerald Burns):

On motion of Mr. O'Banion, seconded by Mr. McRae, the Board voted to advertise for bids for General Supplies. Bids to be accepted May 9, 1989.

 

On motion of Mr. McKee, seconded by Mr. Arvil Harvey, the Board voted to accept the low bid of Solar Supply, Inc. for the air conditioning units for Rosepine Elementary School in the amount of $14,992.09.

 

On recommendation of Superintendent Hinson, and on motion of Mr. Gunn, seconded by Mr. O'Banion, the Board voted to employ Mr. R.O. Lasalle, III, as architect for the construction of classrooms at Polk Elementary at a 4% fee.

 

Superintendent Hinson reported that the Anglo American Insurance Company, has recently liquidated. The Guaranty Pool of the State has assigned our workman's compensation insurance to the Travelers Insurance Company for the remainder of the policy coverage term by Anglo American as specified by law. On recommendation of Mr. Hinson and on motion of Mr. Parker, Chairman of the Insurance Committee, and seconded by Mr. McKee, the Board voted to accept The Travelers Insurance Company for the remainder of the term for workman's compensation insurance.

 

On motion of Mr. B. R. Harvey, seconded by the Board, the Board voted to adopt the attached resolution concerning Teachers Retirement:

On motion of Mr. Gunn, seconded by Mr. Hughes, the Board voted to resolve itself into a claims committee and approve the claims.

 

On motion of Mr. O'Banion, seconded by Mr. Gunn, the Board voted to authorize the President and Secretary to pay claims as approved by the claims committee.

 

There being no further business, on motion of Mr. Burns, seconded by Mr. Arvil Harvey, the Board voted to adjourn.
