THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON APRIL 6, 1989, AT 10:00 A.M. in the Board Room of the Administration Building, 201 Belview Road, Leesville, LA President Goins called the meeting to order and on roll call the
following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.
The meeting was opened in prayer by Mr. Gerald Burns, Ward One.
The pledge of allegiance was led by Mr. Kenneth Baggs, Ward Two, Hornbeck.
On motion of Mr. Parker, seconded by Mr. Dowden, the Board voted to approve and dispense with the reading of the minutes of March 14 and 23, 1989.
On motion of Mr. Baggs, seconded by Mr. McKee, the Board voted to accept the attached list of resignations:

On motion of Mr. Baggs, seconded by Mr. Parker, the Board voted to approve the following sabbatical leave requests: Dempsey Haymon, Principal, Hornbeck High School, Rest and Recuperation, July 1, 1989 through May 31, 1990

On motion of Mr. Arvil Harvey, seconded by Mr. Gunn, the Board voted to name the following new employees:

On motion of Mr. Hughes, seconded by Mr. Burns, the Board voted to advertise for an activity bus for Ward One. Bids to be received May 4, 1989.
On motion of Mr. Hughes, seconded by Mr. Parker, the Board voted to advertise for bids for carpet for Polk Elementary. Bids to be received May 4, 1989.
On motion of Mr. Parker, seconded by Mr. Baggs, the Board voted to advertise for bids for a trencher for the Maintenance Department. Bids to be received May 4, 1989.
On motion of Mr. Arvil Harvey, seconded by Mr. Hughes, the Board voted to receive and open the bids for Evans concrete:
Leesville Concrete Co. $43.00 per sq. yd. $48.00 per sq. yd. fiber mesh
On motion of Mr. Arvil Harvey, seconded by Mr. Hughes, the Board voted to accept the Leesville Concrete Company bid of $48.00 per yd.
for fiber mesh.
On motion of Mr. Dowden, seconded by Mr. Hughes, the Board voted to receive and open the bids for kitchen equipment for West Leesville Elementary:

On motion of Mr. Hughes, seconded by Mr. Burns, the Board voted to take under advisement the bids received for kitchen equipment for West Leesville Elementary.
On motion of Mr. B.R. Harvey, seconded by Mr. Parker, the Board voted to receive and open the bids for kitchen equipment for Pitkin High School:

On motion of Mr. B. R. Harvey, seconded by Mr. Parker, the Board voted to take under advisement the bids received for kitchen equipment for Pitkin High School.
On motion of Mr. McKee, seconded by Mr. Dowden, the Board voted to receive and open the bids received for air conditioning units for Rosepine Elementary:

On motion of Mr. McKee, seconded by Mr. Arvil Harvey, the Board voted to take under advisement the bids received for air conditioning units for Rosepine Elementary.
President Goins called for a five minute recess. President Goins called the meeting to order.
President Goins called on Asa Skinner, Assistant District Attorney. Mr. Skinner related that item 9-E on the agenda pertaining to the bids for the construction of a band and choral addition to the Leesville Junior High School should be received and not opened at this time due an error in the instruction to the bidding General Contractors. Mr. Skinner stated that he will advise the Board as to what procedures to take at the next meeting date of April 11, 1989.
On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to change the wording of Item 9-E of the Agenda to read "to receive" and not open bids for the band/choral addition to the Leesville Junior High School.
On motion of Mr. Hughes, seconded by Mr. Parker, the Board voted to open the bids for the band/choral addition to the Leesville Junior High School on April 11, 1989 or not later than April 25, 1989 pending legal advise from the District Attorney's office.

All bids received were sealed in one envelop and placed in the office of the District Attorney until such time that legal advise is received by the Board as to what procedures to take concerning the Leesville Junior High School bids for a General Contractor to construct the band/choral addition.
Superintendent Hinson read the attached Proclamation. ATTACHED
On motion of Mr. Parker, seconded by the Board, the Board voted to proclaim the month of April as Child Search Month.
On motion of Mr. McKee, seconded by Mr. Baggs, the Board voted to advertise for bids for a General Contractor to construct 8 classrooms Pickering High School. Bids to be received May 9, 1989.
On motion of Mr. McKee, seconded by Mr. B.R. Harvey, the Board voted to approve a loan of $5,000.00 from General Fund to Headstart '89.
On motion of Mr. Burns, seconded by Mr. Gunn, the Board voted to approve a loan of $8,000.00 from General Fund to 8-G B 124.
Superintendent Hinson announced that the school calendar for 1989-90 will be finalized April 11, 1989.
On recommendation of Superintendent Hinson, and on motion of Mr. Gunn, seconded by Mr. McKee, the Board voted to pay unused sick leave days to retiring Executive Assistant Superintendent Willis Farris as has been paid to former Superintendents.
There being no further business, on motion of Mr. Gunn, seconded by Mr. Dowden, the Board voted to adjourn until April 11, 1989.
