THE PARISH BOARD OF VERNON PARISH LOUISIANA CONVENED IN REGULAR SESSION ON JANUARY 5, 1989, AT 10:00 A.M. IN THE BOARD ROOM OF THE ADMINISTRATION BUILDING, 201 Belview Road, Leesville, LA

 

President Goins called the meeting to order and on roll call the following members were present:

There was also present Mr. Sammy L. Hinson, Secretary of the Board.

 

The meeting was opened in prayer by Mr. Kenneth Baggs, Ward Two Hornbeck.

 

The pledge of allegiance was lead by Mr. Gerald Burns, Ward One.

 

At this time President Goins recognized Gerald Cochran of Boy Scout Troop 75.  Gerald attended the meeting to complete requirements for a communications badge and citizenship badge.

 

On motion of Mr. Gunn, seconded by Mr. McKee, the Board voted to approve and dispense with the reading of the minutes of December 7, 1988.

 

On motion of Mr. Dowden, seconded by Mr. Gunn, the Board voted to accept the attached resignations:

On motion of Mr. Burns, seconded by Mr. O'Banion, the Board voted to approve a Sabbatical Leave request for Mrs. Barbara Osborn for the Spring Semester 1989 for Rest and Recuperation.

 

On motion of Mr. McRae, seconded by Mr. B.R. Harvey, the Board voted to name the attached list of new employees:

At this time Superintendent Hinson recognized the following students who won the Parish Multiple Sclorosis Read A-thon:

 

                Jordan Karamales, 4th grade, East Leesville Elementary

                George Stoots, 4th grade, Pickering Elementary

 

Also recognized was East Leesville Elementary School for being selected as the State winner in the National Drug Free Schools Recognition Program.  Faye Ellis, Principal, Vickie Karamales,Co-chairman of Hugs, Anne Smith, Co-chairman of Hugs, and Sherry Wiggins, Parent Volunteer Coordinator, were recognized for their outstanding accomplishments in this program.  Mrs. Ellis stated that without everyone's participation at East Leesville Elementary and the support of the Board this honor could not have been accomplished.  The school is now in the national contest.

 

On motion of Mr. O'Banion, seconded by Mr. Arvil Harvey, the Board voted to name the Leesville Daily Leader as the official journal for the Vernon Parish School Board.

 

On motion of Mr. Gunn, seconded by Mr. Baggs, the Board voted to name the Vernon Bank and the Merchants and Farmers Bank and Trust company as fiscal agents for the Vernon Parish School Board.

 

On motion of Mr. Burns, seconded by the Board, the Board voted to proclaim January 25, 1989, as School Nurse Day and to adopt the attached proclamation from Govenor Roemer.

On motion of Mr. McKee, seconded by Mr. O'Banion, the Board voted JAN. 5, 1989 to increase the bus of Lynn Thompson from a 26 foot bus to a 28 foot  bus.

 

On motion of Mr. Arvil Harvey, seconded by Mr. B.R. Harvey, the Board voted to open bids received for blacktopping at Evans High School.

On motion of Mr. Arvil Harvey, seconded by Mr. O'Banion, the Board voted to take the bid received for blacktopping under advisement.

 

Motion was made by Mr. B.R. Harvey that the Board receive quotes on Self Insurance for Workers Compensation.

Superintendent Hinson recommended that the Board delay the quotes until February 2, 1989.

B.R. Harvey withdrew his motion.

 

On motion of Mr. Baggs, seconded by Mr. Burns, the Board voted to take the Superintendent's recommendation and delay the quotes until February 2, 1989.

 

Representative insurance companies each addressed the Board and they were:

 

                Morris Temple Company, DeRidder, LA

                Morris Insurance, Leesville, LA

                Snowden Word Insurance, Leesville, LA

 

Superintendent Hinson reported that an erronous article appearing in the Leesville Daily Leader concerning teacher salaries in Vernon Parish had been corrected.  The corrected article is attached.

Mr. Parker announced that will be attending the resolution committee meeting for the Louisiana School Boards Association and reported several resolutions that he will be addressing.

 

On motion of Mr. B.R. Harvey, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board record with grief and sadness the recent death of Mr. Willard James, retired bus driver from Pitkin,

                WHEREAS, Mr. James served this school system and the children of Ward Five for many years with loyalty and always had the safety of children first and foremost,

                THEREFORE BE IT RESOLVED, that the Board request that condolences and sympathy be sent to the family of Mr. James.

 

There being no further business, on motion of Mr. O'Banion, seconded by Mr. McRae, the Board voted to adjourn until January 10, 1989.
