THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT JOHN BLANKENBAKER CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Roll Call
Item #1: Approval of Minutes
On motion of Vernon L. Travis, Jr., seconded by Jackie Self,, the Board voted to approve the minutes of the June 2, 2022 regular meeting and dispense with the reading of the minutes.
Item #2: Employee Retirements
On motion of Doug Brandon, seconded by Jim Seaman, the Board voted to approve the employee retirements.
Item #3: Leave Without Pay Requests
On motion of Randy Martin, seconded by Lisa Thompson, the Board voted to approve Leave Without Pay Requests.
Item #4: Authorization to Pay Claims
On motion of Jackie Self, seconded by Randy Martin, the Board voted to authorize the president and secretary to pay the claims.
Item #5: Budget Amendments /Personnel Changes
On motion of Lisa Thompson, seconded by, the Board voted to approve budget amendments related to personnel changes.
Item #6: Principal Position Leesville High School
On motion of Doug Brandon, seconded by Steve Woods, the Board voted to advertise for a promotional Principal position at Leesville High School.
Item #7: Principal Position West Leesville Elementary School
On motion of Jackie Self, seconded by Randy Martin, the Board voted to advertise for a promotional Principal position at West Leesville Elementary School.
Item #8: Assistant Principal Position Vernon Middle School
On motion of Vernon L. Travis, Jr., seconded by Jim Seaman, the Board voted to advertise for a promotional Assistant Principal position at Vernon Middle School.
Item #9: Secondary Curriculum Supervisor
On motion of Jackie Self, seconded by Randy Martin, the Board voted to advertise for a promotional Secondary Curriculum Supervisor position.
Item #10: Standby Generator Bids for Central Office
On motion of Jim Seaman, seconded by Randy Martin, the Board voted to receive bids for a standby generator for the Central Office from Finance Director, Tim Ward.
After Mr. Ward presented the two bids, the Board called to table for discussion with the architect, Mike Holt present to answer questions about the purchase.
On motion of Doug Brandon, seconded by Robert Pynes, Jr., the Board voted to table awarding a bid until further discussion.
Re: JOB# BC2021-02.8 MAIN STANDBY GENERATOR PROJECT,Listed are the bid results from our June 2nd Bid Opening. The low bidder was DD Electrical with a base bid of $222,600.00. CONTRACTOR LIC # & BID BOND BASE BID COMPLETION DAYS, Central Electric Company of Alexandria, Inc. 691 ✓ Bid Bond $308,000.00 180 days Clifton Dennis Downs d/b/a DD Electrical 40498 ✓ Bid Bond $222,600.00 180 days After evaluating the low bidder’s Bid Form and required back-up, I recommend that the Vernon Parish School Board award the Base Bid to DD Electrical for a total contract amount of $222,600.00.
Item # 11: Tax Supplement Report
Finance Director, Tim Ward presented the Board with the tax supplement amounts to be issued on June 17th.
Item #12: Superintendent’s Remarks
Superintendent James Williams welcomed all to the meeting and asked Mr. Hub Jordan for a follow-up on the dress code and handbook changes proposed at the June 2nd meeting.
Mr. Jordan informed the Board that there will be no changes for the dress code or handbook. A certified medical profile from a dermatologist will be added for male facial hair. A parent survey has been sent to parents in Ward I and Ward 2 about school uniforms.
Mr. Williams introduced a special guest speaker from Senator John Kennedy’s office, Woody Daigle. Mr. Daigle informed the Board of the many services offered through his office and how to contact him for information.
Item #13: Memorial Resolution
On motion of Jackie Self, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of William M. Matthews who recently passed away; and
WHEREAS, the Board would like to acknowledge family members employed by the Vernon Parish School System: Mr. Matthews’ daughter is Sondra (Sissy) Green, Title Programs Secretary at the Central Office; and
WHEREAS, Mr. Matthews was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of John Blankenbaker (for David Detz), seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Pascal Ernest Lynn who recently passed away; and
WHEREAS, the Board would like to acknowledge family members employed by the Vernon Parish School System: Mr. Lynn’s wife is retired South Polk Elementary cook, Pearl Lynn. His daughter is Liz Kersey, custodian at Parkway, daughter-in-law Veronica Lynn, teacher at Evans and granddaughter April Walker, custodian at Parkway; and
WHEREAS, Mr. Lynn was a resident of Vernon Parish; now
BE IT THEREFORE RESOVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.
