THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT JACKIE SELF CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Item #1: September 7, 2021 Minutes
On motion of Vernon L. Travis, Jr., seconded by John Blankenbaker, the Board voted to approve the minutes of the September 2, 2021 regular meeting and dispense with the reading of the minutes.
Item #2: Resolution for Approval of Consolidated and General Fund Budgets for 2021-2022
On motion of Doug Brandon, seconded by Vernon L. Travis, Jr., the Board voted to adopt a resolution to approve the Consolidated and General Fund Budgets for 2021-2022.
Item #3: Strategic Demographics, LLC
On motion of Shad Stewart, seconded by Doug Brandon, the Board voted to approve a Resolution of the Vernon Parish School Board authorizing and directing the President to execute a contract with Strategic Demographics, LLC to provide reapportionment and redistricting services to the Vernon Parish School Board.
Item #4: Employee Retirements
On motion of Angie Davis, seconded by Doug Brandon, the Board voted to accept employee retirements.
Item #5: Budget Amendments Related to Personnel Changes
On motion of Vernon L. Travis, Jr., seconded by Angie Davis, the Board voted to approve the budget amendment related to personnel changes.
Item #6: Authorization to Pay the Claims
On motion of Shad Stewart, seconded by Lisa Thompson, the Board voted to authorize the president and secretary to pay the claims.
Item # 7: Non-Promotional AP at PES
On motion of John Blankenbaker, seconded by Vernon L. Travis, Jr., the Board voted to advertise for a non-promotional Assistant Principal position at Pickering Elementary.
Item #8: Performance Contract/Hornbeck High School AP
On motion of Angie Davis, seconded by Steve Woods, the Board voted to approve a Performance Contract for Hornbeck High School for the Assistant Principal position.
Item #9: Superintendent’s Remarks
Superintendent James Williams welcomed all to the meeting. He asked Col. Smith to update the Board on Fork Polk events. Col. Smith informed the Board that he has been visiting schools and also bus visits, and is very impressed with the administration and staff.
Col. Smith told the Board he is presently working on social media to promote Vernon Parish Schools for incoming military families and to bring a positive perspective to new military students.
Col. Smith reminded the Board and Mr. Williams about the future visit by the DOD Education Summit
Superintendent Williams discussed the start-up of schools and COVID checks being done in each school. He informed the Board that the COVID is similar to last year at this time.
Item #10: Memorial Resolutions
On motion of Angie Davis, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Leona Wedgeworth who recently passed away; and
WHEREAS, Ms. Wedgeworth was a retired teacher at Hicks High School ; and
WHEREAS, Ms. Wedgeworth was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

On motion of Angie Davis, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Frances Carolyn Gaskin who recently passed away; and
WHEREAS, Ms. Gaskin was the wife of Larry Gaskin, retired Hornbeck teacher
WHEREAS, Ms. Gaskin was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

On motion of Jim Seaman, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Mary Virginia Self Pollock who recently passed away; and
WHEREAS, Ms. Pollock was a retired cook at North Polk Elementary; and
WHEREAS, Ms. Pollock was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

On motion of Steve Woods (for David Detz) seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of T. K. Craft who recently passed away; and
WHEREAS, Mr. Craft had two daughters who were retired teachers at Evans High School: Tracy Matthews and Lisa Kennedy (deceased), and Mandy Wittenhagen is presently a teacher at Vernon Middle School: and
WHEREAS, Mr. Craft was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Betty Presley who recently passed away; and
WHEREAS, Ms. Presley was the mother of Lanie Johnson, Special Education Para at Rosepine High School and sister-in-law of John Blankenbaker Vernon Parish School Board Vice-President and District Seven Board Member; and
WHEREAS, Ms. Presley was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Mark Davis who recently passed away; and
WHEREAS, Mr. Davis was the son of Tracy Perkins-Tuck, retired Pickering Elementary School secretary and Mr. Davis was a graduate of Leesville High School; and
WHEREAS, Mr. Davis was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of William Roland Dowden who recently passed away; and
WHEREAS, Mr. Dowden was the Brother of Steve Dowden, Central Office Warehouse Manager; and
WHEREAS, Mr. Dowden was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Eloise Sterling Roberts who recently passed away; and
WHEREAS, Ms. Roberts was the wife of Duane Roberts, retired Pickering High School Principal and also served as Assistant Principal at Anacoco Elementary School; and
WHEREAS, Ms. Roberts was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.
