THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  THE PRESIDENT AND VICE PRESIDENT WERE BOTH ABSENT FOR THE MEETING. VERNON L. TRAVIS, JR.  CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. James Williams, Secretary of the Board.

The meeting was opened in prayer by:   JOEY SMITH, Assistant Pastor East Leesville Baptist Church

Item #1: Approval of Minutes

On motion of John Blankenbaker, seconded by David Detz, the Board voted to approve the minutes of the May 19, 2020 regular meeting and dispense with the reading of the minutes.

 

Item #2: Bread, Milk, and Juice Bids

On motion of Lisa Thompson, seconded by Jim Seaman, the Board voted to receive bids for milk, bread and juice.  The low bid received was from Mid State for milk and juice. 

The only bid received for bread was from Flowers. On motion of David Detz, seconded by Doug Brandon, the Board voted to accept the bid from Mid State and Flowers.

 

Item #3: Janitorial and Cafeteria Supplies

On motion of Lisa Thompson, seconded by Jim Seaman, the Board voted to receive bids for janitorial and cafeteria supplies. The bid from Economical Janitorial, All American Poly, and West Central Wholesale was chosen with the lowest bids for janitorial and cafeteria supplies. See attached bid submissions. On motion of Steve Woods, seconded by Doug Brandon, the Board voted to accept the bids for janitorial and cafeteria supplies.

 

Item #4: Pupil Progression Plan

Curriculum Directors Renita Page and Anne Smith presented the Board with the 2020-2021 pupil progression plan and changes made to grading and six weeks reporting changed to nine weeks.  On motion of Jim Seaman, seconded by Lisa Thompson, the Board voted to add to June 9th meeting for approval.

 

Item #5: Report From Salary Personnel Committe 

Steve Woods opened the meeting in Angie Davis’ absence.  Mr. Woods reported to the Board that Mr. Mike Kay discussed the personnel changes and new hires for the coming school year.  Mr. Kay also informed the Board that the sales tax supplement amounts will be announced on Tuesday June 9th meeting.

Mr. Kay also informed the Board of vacant administrative positions and asked for a motion to add to 6-9-20 meeting for approval to advertise.  The following positions will need to be advertised:  Vernon Middle School Assistant Principal, Leesville Junior High Assistant Principal, and Anacoco High School Principal.  On motion of Vernon L. Travis, Jr., seconded by Jim Seaman, the Board voted to add to the 6-9-20 meeting for approval.  Mr. Kay reminded the Board that we would have a few more administrative openings before school started.  Mr. Kay asked for a motion to add to the 6-9-20 meeting a resolution to be sent to Local, Senate, and House of representatives to not support removing our sales tax office.  On motion of Vernon L. Travis, Jr., seconded by John Blankenbaker to Board voted to send a resolution concerning our sales tax office.

 

Item #6:  Report From Finance Committee   

Finance Chairperson, Steve Woods opened the meeting and informed the Board on Finance Director, Tim Ward’s report on the 2019-2020 budget revisions.  He informed the Board that not many changes were made.  Mr. Ward discussed the following:  High cost of special education, the LA4 program, the CARES ACT, purchasing text books for Faith Training, increase in sales tax and how the money is used to help cover salaries.

 

Item #7:  Superintendent’s Remarks

Superintendent, James Williams welcomed everyone to the meeting and asked Col. Ryan K. Roseberry for an update on events at Fort Polk.  Col. Roseberry introduced his new Executive Officer, Michele A. Douty.  He informed the Board of the Town Hall meeting to take place Friday, June 5th.  He also informed the Board that phase 2 of the COVID 19 is about to take place and the readiness of soldiers was on track.  Col. Roseberry complemented Mr. Williams on the Leesville High School graduation.

Superintendent Williams informed the Board on the upcoming graduation time and dates, school opening plans and summer school plans.  Mr. Williams announced the next meeting date will be Tuesday, June 9th.

 

Item #12:  Memorial Resolutions

On motion of Steve Woods, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS,      the members of the Vernon Parish School Board wish to express their sympathy to the family of Mary Fay Freshley who recently passed away; and

            WHEREAS, Mrs. Freshley was a retired teacher at Leesville High School; and

            WHEREAS, Mrs. Freshley was the wife of former employee LTC (RET) Robert Freshley, ROTC instructor at Leesville  High School, mother of Mark Freshley, Assistant Principal at East Leesville Elementary, and mother-in-law of Susan Freshley, Counselor at Parkway Elementary School; and

            WHEREAS, Mrs. Freshley was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

On motion of Steve Woods, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS,      the members of the Vernon Parish School Board wish to express their sympathy to the family of Michael David McGlothlin who recently passed away; and

            WHEREAS,   Mr. McGlothlin was the Father of Quenton Chance McGlothlin, counselor at Leesville High School; and

            WHEREAS, Mr. McGlothlin was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

On motion of Randy Martin, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS,  the members of the Vernon Parish School Board wish to express their sympathy to the family of Margaret  Sue Trull Bailey who recently passed away; and

            WHEREAS, Ms. Bailey was the daughter of retired bus driver, Susan Annie Mae Trull; and

            WHEREAS, Ms. Bailey was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

On motion of Randy Martin, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Judith Stretton who recently passed away; and

            WHEREAS, Ms. Stretton  was the Mother of Karen Henson, teacher at Rosepine High School and mother-in-law of Jerome Henson, principal at Pickering High School; and

            WHEREAS, Ms. Stretton was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

On motion of Jackie Self, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Dean Trotti who recently passed away; and

            WHEREAS, Ms. Trotti was a retired secretary of Hornbeck High School; and

            WHEREAS, Ms. Trotti was the Mother of Heather Rose, custodian at Hornbeck High School; and

            WHEREAS, Ms. Trotti was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

On motion of Vernon L. Travis, Jr. seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Willie Joe Edwards, Jr. who recently passed away; and

            WHEREAS, Mr. Edwards was the son of former head custodian for the Central Office, Willie J. Edwards, Sr. and brother of Deborah Edwards special education para at Leesville High School; and

            WHEREAS, Mr. Edwards was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial be sent to his family at this time of sadness.

On motion of John Blankenbaker, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Johnny Adkins who recently passed away; and

            WHEREAS, Mr. Adkins was the father of Shad Stewart, Vernon Parish School Board President and District Five Board Member and father-in-law of Kelley Stewart, Librarian at Pitkin High School; and

            WHEREAS, Mr. Adkins family are residents of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

On motion of Jim Seaman, seconded by the Board, the Board voted to adopt the following memorial resolution:

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Gerald Burns who recently passed away; and

            WHEREAS, Mr. Burns was a former District One School Board Member; and

            WHEREAS, Mr. Burns was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.
