THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT SHAD STEWART CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Item #1: December 10, 2019 Minutes
On motion of Vernon L. Travis, seconded by Angie Davis, the Board voted to approve the minutes of the December 10, 2019 regular meeting and dispense with the reading of the minutes.
Item #2: Leesville Daily Leader/ Official Journal
On motion of John Blankenbaker, seconded by David Detz, the Board voted to name the Leesville Daily Leader as the official journal of the Vernon Parish School Board.
Item #3: Federal Funding Authorization
On motion of Jackie Self, seconded by Randy Martin, the Board voted to authorize the Superintendent to request and sign all federal funding P.L. 81-874 for the Vernon Parish School Board.
Item #4: Recognition of “Teachers of the Year”
Curriculum Supervisor, Carolyn Bosley explained to the Board the 2020 “Teacher of the Year” selection process and announced the names of each winner:
Elementary Teacher of the Year – Jessica Deon Rosepine Elementary
Middle School Teacher of the Year – Sabri Gomez – Rosepine Jr. High
High School Teacher of the Year – Rhonda Hampton – Simpson High School
Item #5: Head Start Report
Director of Head Start, Curtis Clay reported to the Board on attendance, referrals, lunches and breakfasts served and regular Head Start information. There was no policy counsel meeting this month. He also informed the Board that the Beau Care issue had not been decided yet.
Item #6: Policy Updates:
Finance Director, Tim Ward discussed the updates for the Vernon Parish School Board policies to the Board.
1) FILE: DFD - Tax and Bond Elections and Sales
2) FILE: GAEAA – Sexual Harassment
3) FILE: GBN – Dismissal of Employees
4) FILE: GBRL – Holidays
5) FILE: EFC – Business Continuity and Technology Disaster Recovery
New policies attached
On motion of Vernon L. Travis, Jr., seconded by David Detz, the Board voted to add to January 14th agenda for approval.
Item #7: Report from Salary/Personnel
Chairperson for the salary/personnel committee Angie Davis reported to the Board on the discussion of the North Polk Elementary building lease. No action taken at this time.
Mike Kay also discussed the personnel changes for approval. On motion of Jackie Self, seconded by Randy Martin the Board voted to add to January 14th meeting for approval.
Item #8: Superintendent’s Remarks
Superintendent Williams thanked the Board Members for their concern and help to all our school employees and how each one always takes time to listen to employees who call them with needs.
Mr. Williams reminded the Board of the LSBA Conference in Baton Rouge to be held in February. The next board meeting will be on January 14th, Tuesday at 10:00 am. Mr. Williams introduced the new incoming Board President, Shad Stewart and Vice President, Jackie Self.
Item # 9: Memorial Resolutions
On motion of Angie Davis, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Jack Dowden who recently passed away; and
WHEREAS, Mr. Dowden was the Father-in-law of Dona Dowden former Vernon Parish School Board Superintendent and Board secretary; and
WHEREAS, Mr. Dowden was the Grandfather of Sarah Lewing, Vernon Parish School Board Social Worker and Darla Parker, former Central Office secretary; and
WHEREAS, Mr. Dowden was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

On motion of Angie Davis, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Mickie D. Perkins who recently passed away; and
WHEREAS, Ms. Perkins is the Mother of Cindy Teasley, retired teacher, assistant principal, and principal for the Vernon Parish School Board; and
WHEREAS, Ms. Perkins was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

On motion of Lisa Thompson, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Hannah Vee Wellman Leonard who recently passed away; and
WHEREAS, Ms. Leonard was the sister of retired teacher Shandra Hood, retired bus driver Glenda Lewis, retired teacher Dr. Wendell Wellman; sister-in-law of retired teacher Glen Hood, retired teacher Dr. Nelda Wellman, and retired bus driver Sharon Wellman; and
WHEREAS, Ms. Leonard was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board with to express their sympathy to the family of Betty Jean Hickman who recently passed away; and
WHEREAS, Ms. Hickman was the Mother of Bertha Hickman a cook at West Leesville Elementary and Acey D. Hickman long term custodian, sister of Linda Lucius a cook at West Leesville Elementary, Gloria Robinson long term custodian, and Eddie Hickman, Jr. custodian at Leesville High School; and
WHEREAS, Ms. Hickman was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to her family at this time of sadness.
