THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. VICE- PRESIDENT –SHAD STEWART CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Item #1: Approval of Minutes

On motion of Randy Martin, seconded by Lisa Thompson, the Board voted to approve the minutes of the August 1, 2019 regular meeting and dispense with the reading of the minutes.

 

Item #2: Approval of Updated Minutes

On motion of Jackie Self, seconded by Randy Martin, the Board voted to approve the updated minutes of the May 2, 2019 regular meeting and dispense with the reading of the minutes.

 

Item #3: Budget Amendments Related to Personnel Changes

On motion of Angie Davis, seconded by Lisa Thompson, the Board voted to approve budget amendments related to personnel changes.

 

Item #4: Pay the Claims

On motion of Lisa Thompson, seconded by Jim Seaman, the Board voted to authorize the president and secretary to pay the claims.

 

Item #5:  Performance Contracts

On motion of Jackie Self, seconded by Lisa Thompson, the Board voted to approve the Performance contracts.

 

Item #6:   Assistant Principal Position Rosepine High School

On motion of Jim Seaman, seconded by Angie Davis, the Board voted to advertise for a promotional assistant principal position at Rosepine High School.

 

Item #7: Updates from Vernon Parish School Board Directors

Superintendent Williams informed the Board that all Directors would speak today and explain their job descriptions and the duties they are responsible for.

Personnel Director, Mike Kay informed the Board of his job duties:

1.   Hiring employees and teacher orientation workshops (47 this year)

2.   Title IX Coordinator

3.   Filing of discrimination and grievance claims

4.   Payroll and salary match

5.   Transportation Director’s replacement when he is out

6.   Responsible for Personnel Evaluation Plans

7.   Assisting the Superintendent

 

Head Start Director, Curtis Clay reported the following  to the Board on his job duties:

 

I am responsible for managing a 2.5 million dollar budget program.  We are equipped with 14 classrooms, 230 students, and 37 full time employees.  Head Start is now a six hour a day program for three year olds and a full day program for 103 four year olds with transportation provided for most.

 

Thomas Neubert, Director of Maintenance, Custodians, Transportation and School Health   reported the following to the Board on his job duties:

 

1.  Maintenance/Custodial – coordinate and oversee the following:  18 school campuses, central office, and bus facility, 60 plus custodians, and 16 maintenance staff.

2.  Transportation – coordinate all school related transportation which includes the following:  Bus mechanic and helper, 117 bus routes, transportation of 3500 students 2 times a day including field trips and sporting events.

3.  School Health Services – Coordinate all activities and duties of 15 nurses, state and federal regulations dealing with health issues.

 

Finance Director, Tim Ward reported the following to the Board on his job duties:

Bookkeeping, payroll, accounts payable, sub payroll, insurance, school accounting, and sales tax.

 

Director of Food Service/Federal Programs, Joey Haddon reported the following to the Board on his job duties:

Responsible for Super App grants, Title 1, Title 111 (immigrant), DSS, Redesign, Title V11 (Indian grant), and Comparability.

Mr. Haddon is also responsible for all areas of food service, ELPT testing, and Quiz Bowl.

 

Director of Special Education, Charlotte Cooper reported the following to the Board on her job duties:

The Vernon Parish School System provides a continuum of direct, related, and support services to meeting the needs of students with exceptionalities.  Ms. Cooper provided a list of all Special Education employees and their responsibilities in the special education program.  The Vernon Parish public schools assure that a free appropriate public education (FAPE) is available to all children with disabilities residing within the jurisdiction of Vernon Parish between the ages of 3 and 21.  Students that are identified as a child with exceptionality in Headstart or LA4 will receive Spherical Education services as outlined on their IEP.

 

Director of Child Welfare and Attendance reported the following to the Board on his job duties:

Responsible for conduct and disciplinary hearings, district chairperson for PBIS, safety, handbook/code of conduct chairman, supervisor of counselors, director of parish athletics, military liaison board attendance director, homeless district liaison, homeschool contact person, homebound contact person, homebound coordinator, and other duties as assigned.

 

Directors of Curriculum, Renita Page and Anne Smith reported the following to the Board on their job duties:

Director of Elementary Curriculum, Anne Smith is responsible for grades preK-6.  She coordinates professional learning communities and PD for curriculum supervisors, principals, and assistant principals.

Director of Secondary Curriculum, Renita Page is responsible for grades 7-12.  She is responsible for coordinating professional learning communities (PLCs) for curriculum supervisors, principals, assistant principals, and teachers.

 

Item #8:  Superintendent’s Remarks

 Superintendent, James Williams thanked all the Directors for their hard work and dedication to the Vernon Parish School System and students.  He reminded the Board that open house at all schools will be this week and the disclosure statement deadline.

 

Item #9: Memorial Resolutions

On motion of Jackie Self, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Elizabeth A. Seaman who recently passed away; and

 

            WHEREAS,  Ms. Seaman was the Mother of District 1 Board Member, Jim Seaman and Mother-in-law of Sandy Seaman, VPSB bus driver; now

 

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial be sent to their family at this time of sadness.
