THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT –VERNON L. TRAVIS, JR. CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Item #1: Approval of Minutes
On motion of John Blankenbaker, seconded by Shad Stewart, the Board voted to approve the minutes of the February 7, 2019 regular meeting and dispense with the reading of the minutes.
Item #2: EEF Plan for Tobacco Settlement Funds approval
On motion of Jackie Self, seconded by Doug Brandon, the Board voted to adopt a resolution that the Vernon Parish School Board does request the withdrawal of funds from the State Treasury to be used as specified in our recently approved EEF Plan for Tobacco Settlement Funds.

Item #3: Approval of Budget Amendments/Personnel Changes
On motion of Angie Davis, seconded by Doug Brandon, the Board voted to approve budget amendments related to personnel changes for February 12th.
Item #4: Authorization to Pay Claims
On motion of Doug Brandon, seconded by Shad Stewart, the Board voted to authorize the president and secretary to pay the claims.
Item #5: Employee Retirements
On motion of Jackie Self, seconded by David Detz, the Board voted to accept employee retirements.
Item #6: Headstart Policy Council Meeting Approval:
On motion of Jim Seaman, seconded by Randy Martin, the Board voted to approve the following Headstart information: Staff Qualifications, Cola Grant, Annual Report, Tuition Assistant Agreement, Financial Procedure Manual, and Semi-Annual Report.
Item #7: Contract Approval for RHS Assistant Principal:
On motion of John Blankenbaker, seconded by David Detz, the Board voted to approve a
Non-promotional contract for the Rosepine High School Assistant Principal, Lori Partridge.
Item # 8: Recognition of Student of the Year
Curriculum Director, Renita Page introduced Curriculum Supervisor, Carolyn Bosley to the Board and visitors and asked Ms. Bosley to present the 2019 Students of the Year.

Item #9: Employee of the Month
Finance Director, Tim Ward welcomed Rodney Taylor with Taylor and Sons Insurance to the meeting and to present the “Employee of the Month” to the Board. Melanie Thompson, custodian at Pickering Elementary was named Employee of the Month and presented with a plaque from Rodney Taylor. Her Principal Dana Donaldson talked about what an outstanding employee Ms. Thompson is and how she always goes that extra mile to be at work, do extra work not in her job description, and always with a smile.
Item #10: Curriculum Committee Report
Jackie Self, Curriculum Committee Chairperson gave an overview of the Curriculum Committee meeting. Curriculum Directors, Anne Smith and Renita Page introduced the Curriculum Supervisors, who are the backbone of the Curriculum Department, to the Board and guests. Elementary Supervisors (K-6) are Carolyn Bosley, Joan Simmons and Leigh Lansdale. Secondary Supervisors (7-12) are Lisa Lohman, Dwain Ducote, and Leslie Ortiz. The Curriculum Supervisors gave extensive accountability update which included charts and explanations of what our Vernon Parish students must accomplish from the Kindergarten to graduation (growth to mastery) to be BESE acceptable. Our Curriculum Supervisors are in the schools and classrooms Monday through Friday every week assisting teachers with all the new programs they have implemented for student growth from Kindergarten to 12th grade.
Item #11: Superintendent’s Remarks
Superintendent Williams welcomed all to the meeting. He thanked our “Students of the Year” for their hard work and dedication.
Mr. Williams reminded the Board of the Quiz Bowl at Leesville High School, the LSBA meeting the 24th – 26th, and Black History month in February.
Director of Special Education, Charlotte Cooper informed the Board of all events scheduled for Black History Month and which schools will be hosting the events.
Mr. Williams informed the Board that the next board meeting will be March 7th.
Item #12: Memorial Resolutions
On motion of David Detz, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of James Edward Williams who recently passed away; and
WHEREAS, Mr. Williams was the father of Connie Williams Comer, a teacher at West Leesville Elementary and the grandfather of Jennifer Ford, assistant cafeteria manager at Leesville Junior High and Jamie Sheppard a former cook technician at Pickering High School; and
WHEREAS, Mr. Williams was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Aaron Lee Arthur who recently passed away; and
WHEREAS, Mr. Arthur was the grandson of Joan Snell, retired cafeteria technician; and
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

WHEREAS, Mr. Kendal Kelly was the grandson of Clement Dale Kelly, a retired bus driver for the Vernon Parish School Board; and
WHEREAS, Mr. Kendal Kelly was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED, that the Vernon Parish School Board requests a copy of this memorial be sent to his family at this time of sadness.

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Betty Lou Kerns Smith who recently passed away; and
WHEREAS, Ms. Smith was a retired cook technician at West Leesville Elementary and a resident of Vernon Parish; and
WHEREAS, Ms. Smith was the mother of Sherry Toro, former teacher in Vernon Parish and mother-in-law of Julio Toro, former Assistant Principal at Leesville High School; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
