THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. VICE- PRESIDENT VERNON TRAVIS, JR. CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Roll Call
Item #1: November 6, 2018 Minutes
On motion of John Blankenbaker, seconded by David Detz, the Board voted to approve the minutes of the November 6, 2018 regular meeting and dispense with the reading of the minutes.
Item #2: Head Start Report:
Mr. Curtis Clay, Director of Head Start gave the Head Start report and presented the following updates to the Board to be added to the December 11th agenda for approval:
1. VPHS Grievance Procedures
2. VPSH Health Plan Policy
3. VPHS Reduction in Force
4. VPHS Dual Language Policy and Procedures
5. VPHS Monthly Enrollment Reporting Procedures
6. VPHS Video Surveillance Policy
7. VPHS Classroom Volunteer Minimum Age
8. VPHS Policy for Obtaining Volunteers and Substitutes in Classroom
9. VPHS Policy of Employee Discipline
10. VPHS Policy of Tuition Payments
11. VPHS approval of November Pc Meeting Minutes
12. VPHS Creative Curriculum/TS Gold
13. VPHS Implementation Plan for Intensive Coaching Strategy

Director Clay informed the Board that the Head Start program serves 252.
Item #3: 4-H Report:
Chad Hagan and Kem Johnson from the 4-H Office gave an update to the Board on the events happening in the 4-H program. They have several Service Projects going on for the 2018-2019 school year such as the following:
Stuffed animals for the Louisiana Lion’s Camp Carnival Nights
Christmas for CASA Children
Coastal Erosion Projects
Planting marsh Grasses
Seedling Sales for Calcasieu Soil and Water’s Educational Programming
Mardi Gras Beads for Autism
Backpack Project Providing Nutrition for Kids in Need
Ronald McDonald House
Relay for Life
They are also having several fund raisers which include the following:
DeFEET Cancer Campaign
Miss Vernon Relay for Life Pageant – April 2019
Collect donations through Luminaria, Torch of Hope and Cancer Fact Signs
The 4-H Club teaches their members about nutrition, exercise, and healthy habits.
Item #4: Recognition of Principals of the Year
Curriculum Director, Renita Page introduced Ms. Carolyn Bosley, Curriculum Supervisor to the Board. Ms. Bosley then introduced the Principals’ of the Year to the Board. The Elementary Principal of the Year is Sandra Blakeway from Rosepine Elementary, Middle School Principal of the Year is Kathy Bass from Evans High School, and High School Principal of the Year is Tammie Phillips from Leesville High School.
Item #5: Vernon Parish School Board Policy Updates
Director of Child Welfare Attendance and Athletics, Hub Jordan reported on the two policy changes:
File: GBN Dismissal of Employees/Employee Discipline
File: GBK Employee Discipline
Mr. Jordan gave the Board a copy of the policies and changes.
Director of Finance, Tim Ward discussed the policy and changes on Purchasing to the Board.
File: DJE Purchasing
Mr. Jordan requested that the policy/changes be added to the December 11th agenda for approval. On motion of Gerald Cooley and seconded by David Detz the Board voted to add the policy and changes to the 12-11 agenda for approval.
Item #6: Report from Salary/Personnel Committee
Vernon Travis, Jr., Chairperson for the Salary/Personnel Committee reported to the Board that the committee met at 9:00 AM on December 6 and Personnel Director, Mike Kay discussed the following:
l. Personnel changes for December
2. Two year Contract for the new Curriculum Supervisor, Leigh Lansdale
3. Advertise for Principal position at Pickering High to replace Ms. Donaldson transferring to Pickering Elementary replacing Leigh Lansdale
4. Support assessment form
5. Other business – discussion on a stipend increase
On motion of Jackie Self, seconded by Doug Brandon, the Board voted to approve the above items.
Item #7: Report from Finance Committee
Vernon Travis, Jr., Chairperson for the Finance Committee reported to the Board that the committee met at 9:00 AM December 6th. Finance Director, Tim Ward discussed the fiscal year 2018-2019 budget adjustments and explained to the Board current budget, increase/decrease, and revised budget in the grant awards with printouts to examine.
He also presented the Board the Revised Budget for the General Operating Fund for fiscal year ending June 30, 2019 with documentation explaining expenditures and other financing uses. On motion of David Detz, seconded by Jim Seaman, the Board voted to add to the December 11th agenda for approval.
Item #8: Superintendent’s Remarks:
Superintendent James Williams welcomed everyone to the meeting and asked Col. Thomas to give an update on Fort Polk events. Col. Thomas reported on his trip to Washington D.C. and that it was a very successful trip with representatives from the police jury, Mayor of Rosepine, Mayor of Leesville, and Fort Polk Progress concerning projects to communities and how Vernon Parish and Fort Polk work together as a family.
He informed the Board of the salute to the 41st President at honor field and invited all to attend. Col. Thomas congratulated the Principals of the Year chosen and thanked them for their hard work.
Superintendent Williams reminded the Board of the Christmas invitations in their folders on several Christmas events planned and the LSBA 81st annual convention information. He asked Hub Jordan, Athletic Director to discuss the reclassification schedule to the Board.
Superintendent Williams reminded the Board of the next meeting on Tuesday, December 11th. He then asked for the memorial resolutions to be read.
Item # 9: Memorial Resolutions
On motion of, Steve Woods, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School board wish to express their sympathy to the family of Rodger Irey who recently passed away; and
WHEREAS, Mr. Irey was the Father of Cheri Cryer, Central Office Payroll clerk and Father-in-law of Bo Cryer, paraprofessional and coach at Leesville High School; and
WHEREAS, Mr. Irey was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

On motion of Jackie Self, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Donald Hughes who recently passed away; and
WHEREAS, Mr. Hughes was the Father of Rhonda Morrison a teacher at Leesville High School and Father of Susan Sawford a former teacher for the VPSB. Mr. Hughes was the Grandfather of Logan Morrison teacher at Leesville High School and Matthew Morrison a former teacher at Leesville High School. He has two Granddaughter-in-laws who work for the Vernon Parish School Board; Meagan Morrison, Social Worker Central Office and Ronny Morrison teacher at West Leesville Elementary.
WHEREAS, Mr. Hughes was a resident of Vernon Parish; and
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

On motion of Shad Stewart, seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of James Carlene Doc Johnson who recently passed away; and
WHEREAS, Mr. Johnson was the Father of Casey Johnson, teacher and coach at Anacoco High School, Grandfather of Dana Wisby, teacher at Pitkin High School and Father-in-law of Cassandra Johnson, teacher at Pitkin High School; and
WHEREAS, Mr. Johnson was a resident of Vernon Parish; and
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

On motion of Vernon Travis, Jr., seconded by the Board, the Board voted to adopt the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of John Miller who recently passed away; and
WHEREAS, Mr. Miller was a retired custodian at East Leesville Elementary School; and
WHEREAS, Mr. Miller was a resident of Vernon Parish; and
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

On motion of Jim Seaman, seconded by the Board, the Board voted to adopt the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Irene Ann Santos who recently passed away; and
WHEREAS, Ms. Santos was the Mother of Vaydra Reeves, teacher at Leesville Junior High School; and
WHEREAS, Ms. Santos was a resident of Vernon Parish; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
