THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  PRESIDENT DAVIS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

Item #1:  May 8, 2018 Minutes

On motion of John Blankenbaker, seconded by Steve Woods, the Board voted to approve the minutes of the May 8, 2018 regular meeting and dispense with the reading of the minutes.

 

Item #2:  Food Service and Federal Programs Update (Title One/Food Service)

Joey Whiddon, Director of Title One/Food Service updated the Board on the following:

 

Food Service:

1.  Community Eligibility Provision schools for 2018-2019 (ELE, WLE)

2.  Reimbursement for the State (increase)

3.  Online application for F/R meals for school year 2018-2019 (increase in applications)

4.  My School Bucks (online payments) opens August 1st

 

Federal Programs:

Vernon Parish has 15 Title I schools.  

The purpose of Title I is to improve the academic achievement for disadvantaged students by providing materials in our libraries and new reading curriculum for kindergarten students beginning fall 2018.

Title I & Title V together has purchased material for teachers to be used in their classrooms. Title I meeting rooms have been updated with technology for professional development and staff training. 

 

Item # 3:  Special Education Update

Special Education Director, Charlotte Cooper updated the Board on LEA Determination Criteria and Requirements.  She informed the Board that out of 38 possible points Vernon Parish earned 34 with a total performance of 89.5%. Ms. Cooper presented the Board with a print-out explaining the indicators and performance points.  She also presented the Board with a chart explaining how the Louisiana Department of Education collects and analyzes the data used for annual determinations about performance requirements.

 

Item # 4: Rapides Foundation Grants:

Curriculum Director, Anne Smith introduced Joe Rosier with the Rapides Foundation to the Board.  Mr. Rosier explained the purpose and different grants awarded to the Vernon Parish School Board.  Since the Rapides Foundation began funding grants, the Vernon Parish School Board has received $6,030,000 in funding.  Vernon Parish School Board continues to be among the top districts in the state - #5 DPS.

 

Ms. Anne Smith updated the Board on the three-day conference, 6th Annual Louisiana Teacher Leader Summit, hosted by the Louisiana Department of Education in New Orleans.  Funding for our 68 teachers to attend was provided by the Rapides Foundation.

 

On motion of Jackie Self, seconded by Shad Stewart, the Board voted to add to the June 12th agenda to adopt a resolution for the Rapides Foundation 2018-2019 Effective Schools Grant and the Healthy Schools Behaviors Partnership Grant

 

Item #5:  Salary Personnel Committee Meeting

Mr. Vernon Travis, Salary/Personnel Chairperson gave an update on the salary/personnel committee meeting.  He informed the Board that Assistant Superintendent, Mike Kay reported on the following:

 

Mr. Kay informed the Board of the personnel changes for June and he discussed with the Board testing stipends and VAM updates.  Mr. Kay presented the Board a Salary and Stipend Formula for Teachers and Instructional personnel.  He also informed the Board that we would need to advertise for a principal position at Pitkin High School.

 

On motion of Doug Brandon, seconded by Shad Stewart, the Board voted to add to the June 12th agenda to advertise for principal at Pitkin High School.

 

Item # 6:  Superintendent’s Remarks

Superintendent James Williams thanked everyone for attending the meeting.

 

Superintendent James Williams thanked Joe Rosier with the Rapides Foundation for his presentation and for the foundation’s grants for the Vernon Parish School System. He welcomed Col. Thomas and asked him for an update on Fort Polk events.  Col. Thomas informed the Board that a group from the 310 company had returned. Col. Thomas announced the following two events:  The Gary Sinise Band will have a free concert at 5:30 on Saturday.  Also the Freedom Fest will be held soon.

 

Mr. Williams reminded the Board of the Southern Regional Leadership Conference to be held in Biloxi, Mississippi the 22nd thru the 24th which is required by the state.  CLUs may be obtained.

 

Superintendent Williams thanked those who attended the Teacher Leader Summit and the Rapides Foundation for funding their conference in New Orleans.  Those who attended will share with teachers who did not attend and will help improve teaching for all schools.  He informed the Board that the next meeting will be 10:00 June 12th.

 

Item # 7: Memorial Resolutions

On motion of Steve Woods, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Winston Hildebrand who recently passed away; and

            WHEREAS, Mr. Hildebrand was the husband of Janice Hildebrand, retired payroll clerk for the Vernon Parish School Board; and

            WHEREAS, Mr. Hildebrand was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Doug Brandon, seconded by the Board, the board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Gloria Toney who recently passed away; and

            WHEREAS, Ms. Toney was the Mother of Darla Tuck a former employee of Leesville High School and the Grandmother of Haley Stevens an employee of East Leesville Elementary; and

            WHEREAS, Ms. Toney was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Randy Martin, seconded by the Board, the Board Voted to adopt the following memorial resolution:

 

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Gordon Holaway who recently passed away; and

            WHEREAS, Mr. Holaway was the son of retired teacher G.A. Holaway; and

            WHEREAS, Mr. Holaway was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Jackie Self, seconded by the Board, the Board voted to adopt the following memorial resolution:

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of William Sexson who recently passed away; and

            WHEREAS, Mr. Sexson was the Husband of retired teacher Lawanda Sexson and the Father of Summer Peters a teacher at Leesville High School; and

            WHEREAS, Mr. Sexson was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of John Blankenbaker, seconded by the Board, the Board voted to adopt the following memorial resolution:

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Lonnie Elvin Bailey who recently passed away; and

            WHEREAS, Mr. Bailey was the Husband of Gwendolyn Bailey former employee at Rosepine Elementary and the Father-in-law of Fred Williamson, retired bus driver at Rosepine schools; and

            WHEREAS, Mr. Bailey was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Jim Seaman, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of John Wayne Mayo who recently passed away; and

            WHEREAS, Mr. Mayo was the Husband of Betty Mayo a retired employee at East Leesville Elementary and the Father of Sandra Mayo Kapotsy an employee at Leesville Junior High; and

            WHEREAS, Mr. Mayo was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Vernon Travis, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board with to express their sympathy to the family of Cetrice Acey-Brown who recently pass away; and

            WHEREAS, Ms. Brown was the Daughter of Mr. & Mrs. Charles Acey. Ms. Acey was a retired employee at Leesville Junior High and Mr. Acey was also a former employee of the Vernon Parish School Board; and

            WHEREAS, Ms. Brown was a former employee at East Leesville Elementary; and

            WHEREAS, Ms. Brown was a resident of Vernon Parish; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Vernon Travis, seconded by the Board, the Board voted to adopt the following memorial resolution:

 

R E S O L U T I O N

            WHEREAS, the members of the Vernon Parish School Board with to express their sympathy to the family of Sherell Lewis who recently passed away; and

            WHEREAS, Mr. Lewis was a resident of Vernon Parish; and

WHEREAS, Mr. Lewis continually contributed his time unselfishly to his community; and

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

There being no further business, and on motion of John Blankenbaker, seconded by the Board,  the meeting was adjourned.
