THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. VICE- PRESIDENT DAVIS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

On motion of John Blankenbaker, seconded by David Detz, the Board voted to approve the minutes of the October 10, 2017 regular meeting and dispense with the reading of the minutes.
A presentation was made by Jim Clinton on the Central LA Economic Development – ITEP program. Mr. Clinton explained the Industrial Tax Exempt policy for the Champion Home project and the benefits for our community. Positive and negative aspects for the project were also discussed.
On motion of Vernon Travis, seconded by Randy Martin, the Board voted to add to November 7th Agenda to vote on approval of ITEP.
Mr. Clay presented the Head Start report. He updated the Board on enrollment, policy council meetings, new policies and a new hire for a vacant position.
Mr. Vernon Travis reported on the discussion from the Salary/Personnel Committee.
The following items were discussed: Presentation of personnel transactions, the Energy Conservation report, an overview for ITEP, changes in the Personnel Evaluation Plan and an increase of student enrollment.
On motion of Gerald Cooley, seconded by David Detz, the Board voted to add to the November 7th Agenda for approval.
Tim Ward gave an update on the Centergistic Energy conservation Report.
Hub Jordan reported on PBIS, Positive Behavior Intervention Support Program, and how it has benefited our students. Discipline has been down because of the program and schools working with students encouraging positive behavior and the results of positive behavior.
Mr. Jordan also reported on the success of Drug Free Red Ribbon Week. Special events were conducted each day to promote student involvement.
On motion of David Detz, seconded by Shad Stewart, the Board approved the resolution recognizing the final form and execution of the Bond Purchase Agreement. See bond resolution attachment.
Mr. Williams welcomed everyone to the meeting. He asked Colonel Thomas to report on Fort Polk happenings. Colonel Thomas reported on the success of the first Town Hall meeting. He also reminded everyone to attend the Veteran’s Day Ceremony at Fort Polk.
Mr. Williams reminded the Board of the Election of Board Officers for 2018 year.
He also discussed the training for Board Members with Jon Guice after the Board Meeting.
Mr. Williams reminded the Board of the following meetings: December 7th Transportation Meeting and November 7th 9:00 am, an Athletic Committee Meeting.
On November 7th Board Meeting Dates in folders for approval.
Mr. Williams told the Board the School Performance Scores and District Performance scores will be available on November 7th. A Curriculum Meeting will be held in December to discuss totals.
On motion of Angie Davis, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Ema Jean Martin who recently passed away; and
WHEREAS, Ms. Martin was the mother of Regina Kees, a teacher at Anacoco Elementary School; and
WHEREAS, Ms. Martin was a resident of Anacoco, LA and will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Angie Davis, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Georgia Gibbs who recently passed away; and
WHEREAS, Ms. Gibbs was previously employed by the Vernon Parish School Board as a cook. Ms. Gibbs was the mother of Jennifer Gibbs, a teacher at Anacoco Elementary School; and
WHEREAS, Ms. Gibbs was a resident of Leesville, LA and will be greatly missed
by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Angie Davis, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Leland Lenahan who recently passed away; and
WHEREAS, Mr. Lenahan was previously employed by the Vernon Parish School Board as a teacher. Mr. Lenahan was the father of Tammy Cecil, a teacher at Anacoco High School and father-in-law of Michelle Lenahan, a teacher at Anacoco Elementary.
WHEREAS, Mr. Lenahan was a resident of Anacoco, LA and will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of John Blankenbaker, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Bessie Lea Jarrell Jeane who recently passed away; and
WHEREAS, Ms. Jeane was the mother of Marilyn Smith a former employee of the Vernon Parish School Board and mother-in-law of Jeff Smith, a teacher at Rosepine High School, husband of Marilyn Smith; and
WHEREAS, Ms. Jeane was a resident of Evans, LA and will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial resolution be sent to her family at this time of sadness.
On the motion of David Detz, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Floyd Scott who recently passed away; and
WHEREAS, Mr. Scott was a former employee of the Vernon Parish School Board as a Bus Driver; and
WHEREAS, Mr. Scott was a resident of Vernon Parish and will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Jackie Self, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of John Ellington David who recently passed away; and
WHEREAS, Mr. David was the brother of Anne Smith, Vernon Parish School Board Curriculum Director and brother-in-law of former Board Member Mark Smith; and
WHEREAS, Mr. David was a resident of Alexandria, LA and will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board request a copy of this memorial resolution be sent to his family at this time of sadness.
