THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT DETZ CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. James Williams, Secretary of the Board.
The meeting was opened in prayer by Jim Seaman.
The Pledge of Allegiance was led by Jim Seaman.
On motion of John Blankenbaker, seconded by Angie Davis, the Board voted to approve the minutes of the November 3, 2016 regular meeting and dispense with the reading of the minutes.
On motion of Jim Seaman, seconded by Steve Woods, the Board voted to approve the following Board Calendar dates for 2017:

President Detz called for election of Board Officers for 2017. Vernon Travis nominated Steve Woods for Board President – no other nominations were made – the Board unanimously voted to elect Steve Woods as President of the Vernon Parish School for 2017. John Blankenbaker nominated Angie Davis for Vice-President – no other nominations were made – the Board unanimously voted to elect Angie Davis as Vice-President of the Vernon Parish School Board for 2017.
On motion of Vernon Travis, seconded by Jim Seaman, the Board voted to approve the following Leave Without Pay request:

On motion of Vernon Travis, seconded by Angie Davis, the Board voted to accept the following retirement:
Causey, Phillis (Jeannie), ½ time custodian/lease bus driver
On motion of Angie Davis, seconded by John Blankenbaker, the Board voted to adopt the following new/revised policies:

On motion of John Blankenbaker, seconded by Jim Seaman, the Board voted to approve the following Headstart Policies/Procedures:

Jim Seaman reported that the Transportation Committee had met and Mr. Whiddon noted that 16 routes have been absorbed since 2009-2010 school year. There was discussion for a deadline for contract driver’s to move to board owned buses – guidelines and date will be discussed at next meeting.
Angie Davis reported that the Athletic Committee had met and Mr. Jordan noted that there were 31 registered (with certificates) CECP Coaches in Vernon Parish. Mr. Jordan also discussed general policies for athletics and noted procedures followed for random drug testing.
Don Gallemore presented an overall technology update for the schools and noted our classroom computers are reported to the Department of Education for testing purposes and guidelines have to be met. All of our computers meet or exceed standards as required and are complete with Windows 10.
On motion of Randy Martin, seconded by Jim Seaman, the Board voted to approve budget amendments related to personnel changes.
On motion of Angie Davis, seconded by John Blankenbaker, the Board voted to authorize the president and secretary to pay the claims.
Superintendent Williams recognized Sandra Whitlock and thanked her for her service and dedication to the students of Vernon Parish. Superintendent Williams also welcomed Shad Stewart, newly elected District Five Board Member. Superintendent Williams also noted that Mr. Jon Guice would be here on December 6th for the mandatory training hours for Board members. Jim Seaman reported that he and Vernon Travis attended the LSBA Fall Trailblazers Conference in Bossier City.
On motion of David Detz, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt sympathy to the family of Bayelyn Raye Harris Smith who recently passed away and;
WHEREAS, Bayelyn was the grandson of Stephanie Robison, counselor at Evans High School; and
WHEREAS, Bayelyn was the son of Joshua and Cassie Smith and he will be greatly missed by his family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Angie Davis, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board wishes to extend their condolences to the family of Lou Reid Belsha who recently passed away; and
WHEREAS, Mrs. Belsha was a retired cook with many years of dedicated service, and the grandmother of Carolyn Bosley, Tracie Dowden and Lanae Runnels; and
WHEREAS, Mrs. Belsha was a longtime resident of Anacoco and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Robert Pynes, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board takes this means to express their condolences to the family of Jerry Sneler who recently passed away; and
WHEREAS, Mrs. Sneler was the mother of Denise White, secretary at the Central Office; and
WHEREAS, Mrs. Sneler was a resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
There being no further business, and on motion of John Blankenbaker, seconded by the Board, the meeting was adjourned.
