THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  PRESIDENT DETZ CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. James Williams, Secretary of the Board.

The meeting was opened in prayer by James Byrd.

The Pledge of Allegiance was led by John Blankenbaker.

 

Randi Schamerhorn Gleason, District One Board Member, announced her resignation as Board Member effective October 31, 2016.

 

On motion of John Blankenbaker, seconded by Randy Martin, the Board voted to approve the minutes of the October 11, 2016 regular meeting and dispense with the reading of the minutes.

 

Mr. Hub Jordan, Charlotte Cooper, Tim Ward and Mike Kay discussed new/revised policies and these will be placed on the November 10th Agenda for approval.

 

Curtis Clay presented the Headstart Director’s Report and reviewed policies/procedures.  The policies/procedures will be on the November 10th Agenda for approval.

 

Paul Wilson presented the Cenergistic Energy Conservation Report.

 

On motion of Angie Davis, seconded by Jim Seaman, the Board voted to adopt the following Resolution for Rapides Foundation 2016-2017 Strategic Solutions Fund Grant:

 

STATE OF LOUISIANA

PARISH OF VERNON

 

On the third day of November, 2016, at a meeting of the School Board of Vernon Parish in the city of Leesville, a quorum of Board Members present, the following action was taken:

It was duly moved and seconded that the following resolution be adopted:

 

            BE IT THEREFORE RESOLVED that the School Board of Vernon Parish does hereby authorize the Superintendent, on terms and conditions he/she may deem advisable, to negotiate and execute the Strategic Solutions Fund Grant from the Rapides Foundation on behalf of the School Board named herein, and further hereby authorize the Superintendent and grant the power and authority to do all things necessary to implement, maintain, amend or renew said grants/documents.

The above Resolution was passed by a majority of those present and voting in accordance with the by-laws and policies of the said Board.

Vernon Travis reported that the Salary/Personnel Committee had met and reviewed personnel changes for November.  After discussion of a curriculum supervisor vacancy due to sabbatical, and on motion of Doug Brandon, seconded by John Blankenbaker, the Committee voted to advertise for a non-promotional supervisor position. The Committee also recommended the Personnel Evaluation Plan be placed on the November 10th Agenda for approval.  There was discussion of a Level II maintenance position vacancy – multi-craft plus welding position. 

 

On motion of Vernon Travis, seconded by John Blankenbaker, the Board voted to adopt a Resolution calling for a special election for District One Board Member

 

On motion of Vernon Travis, seconded by Doug Brandon, the Board voted to appoint Jackie Self as District One Board Member until special election is held.

 

R E S O L U T I O N

 

WHEREAS, Randi Schamerhorn Gleason, Vernon Parish School District One Board Member, resigned on October 31, 2016 and her resignation has been accepted by the Louisiana Secretary of State; and

WHEREAS, her resignation has caused a vacancy in office and an election must be ordered and called to fill the unexpired term of office exceeding 1 year; and

WHEREAS, the governing authority of the Vernon Parish School Board is given the authority and responsibility under the provisions of La. R.S. 18:602 to appoint a person to fill the vacancy who meets the qualifications of the office, and to call a special election to fill the vacancy.

NOW THEREFORE, We the Vernon Parish School Board at a regular meeting convened resolved that Mr. Jackie D. Self will be appointed to fill the position of District One School Board Representative until a special election can be held to fill the vacancy.

BE IT RESOLVED, that a special election be called and held with the special primary election date set for March 25, 2017 and the special general election date set for April 29, 2017 with qualifying dates set for January 11, 12, 13, 2017.

 

By motion of School Board Member, Vernon Travis, duly seconded by School Board Member Doug Brandon, the above resolution was adopted by the following vote on this 3rd day of November, 2016

I, James Williams, Superintendent of the Vernon Parish School Board, do hereby swear that the above is a true and correct copy of the Resolution of the meeting of the Vernon Parish School Board, conducted in open session this 3rd day of November, 2016 and said Resolution has not been rescinded.

VERNON PARISH SCHOOL BOARD

 

Superintendent Williams noted the next Board meeting is Thursday, November 19th and Transportation Committee at 9:00 and Athletic Committee at 9:30.  Superintendent Williams also stated that Mr. Jon Guice would be present on December 6th for the mandatory Board Member Training.  Superintendent Williams noted that 2017 Board Meeting dates and Personnel Evaluation Plan were in their folders and would be placed on the November 10th Agenda for approval. 

 

On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sincere sympathy to the family of Snezana Ward who recently passed away; and

            WHEREAS, Mrs. Ward was the sister-in-law of Tim Ward, Finance Director at the Central Office; and

            WHEREAS, Mrs. Ward was a resident of Leesville and she will be greatly missed by her family and many friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Sandra Whitlock, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Laura Smith who recently passed away; and

            WHEREAS, Mrs. Smith was the mother of Lisa Yates, contract occupational therapist for the Vernon Parish School Board; and

            WHEREAS, Mrs. Smith was a graduate of Simpson High School and a longtime resident of Vernon Parish and she will be greatly missed by her family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

           

There being no further business, and on motion of John Blankenbaker, seconded by the Board, the meeting was adjourned.
