THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

The meeting was opened in prayer by Randi Gleason.

The Pledge of Allegiance was led by Randi Gleason.

 

On motion of Mel Harris, seconded by Vernon Travis, the Board voted to approve the minutes of the December 10, 2013 regular meeting and dispense with the reading of the minutes.

 

On motion of Randi Gleason, seconded by Vernon Travis, the Board voted to receive bids for an internet provider, data circuits, and phone service.  One bid was received from AT&T and on motion of Vernon Travis, seconded by Randi Gleason, the Board voted to take this bid under advisement.

 

On motion of John Blankenbaker, seconded by Jerry Jeane, the Board voted to receive bids to sell used Kawasaki Mule 500 at Rosepine High School.  Three bids were received and on motion of John Blankenbaker, seconded by Mel Harris, the Board voted to sell the Kawaski Mule 500 to the high bidder, Jeremy Adams, for $325.00.

 

On motion of Doug Brandon, seconded by Mel Harris, the Board voted to name the Leesville Daily Leader as the official journal of the Vernon Parish School Board.

 

On motion of Vernon Travis, seconded by Steve Woods, the Board voted to authorize the Superintendent to request and sign all Federal Funding P. L. 81-874 for the Vernon Parish Schools.

 

On motion of Randi Gleason, seconded by Jerry Jeane, the Board voted to adopt a resolution providing for the issuance and sale of Three Million Sixty-Eight Thousand Dollars ($3,068,000) of General Obligation School Refunding Bonds, Series 2014, of Orange School District No. 145 of Vernon Parish, Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal and interest on such Bonds and the application of the proceeds thereof to the prepayment of certain Bonds of said District; awarding said Bonds to the purchaser thereof; and providing for other matters in connection therewith.

 

On motion of Gerald Cooley, seconded by John Blankenbaker, the Board voted to adopt a resolution providing for the issuance and sale of One Million Three Hundred Thirty-Nine Thousand Dollars ($1,339,000) of General Obligation School Refunding Bonds, Series 2014, of Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of and interest on such Bonds and the application of the proceeds thereof to the prepayment of certain Bonds of said District; awarding said Bonds to the purchaser thereof; and providing for other matters in connection therewith.

 

Mel Harris reported that the Salary/Personnel Committee had met and discussed personnel changes for January.  No action was taken.

 

Superintendent Self updated Board Members on the Strategic Planning Session for Education Initiative held at NSU/Fort Polk Campus.

 

On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their heartfelt sympathy to the family of Lydia Pearl Dunn Ballard who recently passed away; and

            WHEREAS, Mrs. Ballard was the mother of Tandy Schwartz, retired secretary at the Central Office, the mother-in-law of Richard Schwartz, District Three School Board Member, and the grandmother of Jennifer Mount, teacher at East Leesville Elementary and Kelly Dillon, teacher at North Polk Elementary; and

            WHEREAS, Mrs. Ballard was a longtime resident of Leesville and she will be greatly missed by her family and many friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Vernon Travis, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Earnest McQueen who recently passed away; and

            WHEREAS, Mr. McQueen was the son of Alice Duncan, paraprofessional at Leesville Jr. High School, the sister of Alicia Duncan, paraprofessional at Vernon Middle School and Gladys McQueen, paraprofessional at South Polk Elementary; and

            WHEREAS, Mr. McQueen was a longtime resident of Leesville and he will be greatly missed by his family and many friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Randi Gleason, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Geraldine Chadwick who recently passed away; and

            WHEREAS, Mrs. Chadwick was the mother of David Anthony, computer technician and the sister of Shirley Straight, retired cafeteria manager; and

            WHEREAS, Mrs. Chadwick was a Leesville High School Graduate and gave over twenty-seven years of dedicated service to the soldiers at Fort Polk; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Jesse Eugene Standifer who recently passed away; and

            WHEREAS, Mr. Standifer was a longtime substitute bus driver for Vernon Parish Schools and was the grandfather of Traci Parker, teacher at Vernon Middle School; and

WHEREAS, Mr. Standifer was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Billy Merchant who recently passed away; and

            WHEREAS, Mr. Merchant was a retired teacher with forty years of dedicated service and he was preceded in death by his wife, Gatha Merchant, retired teacher.  Mr. Merchant was the father of Patrick Merchant, teacher at Anacoco High, the father-in-law of  Danna Merchant and Greta James, teachers at Anacoco Elementary and the grandfather of Morgan James, teacher at South Polk Elementary; and

            WHEREAS, Mr. Merchant was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.  

 

On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Catherine Jeane who recently passed away; and

            WHEREAS, Mrs. Jeane was a retired cafeteria worker at Anacoco High School; and

            WHEREAS, Mrs. Jeane was a longtime resident of Anacoco and she will be greatly missed by her family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of John Blankenbaker, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board takes this means to express their condolences to the family of Steven Clayton Harbison who recently passed away; and

            WHEREAS, Clay was the son of Stephanie Harbison, paraprofessional at Rosepine High School and the grandson of Betty Presley, former paraprofessional at Rosepine High School; and

            WHEREAS, Clay was a 2008 Graduate of Rosepine High School and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

On motion of Richard Schwartz, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of John M. Mitcham who recently passed away; and

            WHEREAS, Mr. Mitcham was the father-in-law of Geraldine Mitcham, teacher at Evans High School; and

            WHEREAS, Mr. Mitcham was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sorrow.

 

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the Vernon Parish School Board members take this means to express their condolences to the family of Lester “L.J.” Edwards who recently passed away; and

            WHEREAS, Mr. Edwards was the father of Sammy Edwards, Resource Officer at Simpson High School; and

            WHEREAS, Mr. Edwards was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon parish School Board wish to express their sympathy to the family of Huel Haymon who recently passed away; and

            WHEREAS, Mr. Haymon was the father of Tammy Schamerhorn, teacher at Leesville Jr. High, Sandra Cosio, former supervisor at the Central Office and was the grandfather of Randi Schamerhorn, District One Board Member; and

            WHEREAS, Mr. Haymon was a well known and respected businessman in Slagle

and he will be greatly missed by his family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Michael Perkins, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

            WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Lavera Woods who recently passed away; and

            WHEREAS, Mrs. Woods was preceded in death by her husband, Richard Woods, retired bus driver.  Mrs. Woods was the mother of Charlene Tilley, retired paraprofessional  and the grandmother of Cassandra Johnson, teacher at Pitkin High School; and

            WHEREAS, Mrs. Woods was a resident of Oakdale and she will be greatly missed by her family and friends; now

            BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

There being no further business, and on motion of Steve Woods, seconded by the Board, the meeting was adjourned.
