THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT GLEASON CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Steve Woods.
The Pledge of Allegiance was led by Steve Woods.
On motion of Mel Harris, seconded by John Blankenbaker, the Board voted to approve the minutes of the October 8, 2013 regular meeting and dispense with the reading of the minutes.
Ralph Kimball, Representative of Taylor & Sons, recognized Kathy Bass, teacher at Evans High School, as Employee of The Month. Ms. Bass was presented a plaque and congratulated by the Board for her dedication and hard work.
On motion of Doug Brandon, seconded by Jerry Jeane, the Board voted to approve the following Vernon Parish School Board Meeting Dates for 2014:

On motion of Robert Pynes, seconded by Randy Martin, the Board voted to approve the Water Well Lease for the City of Leesville.
Superintendent Self discussed the District Performance Scores for the schools and district. Vernon Parish ranks fourth in the State and all schools are rated “A” or “B” schools. Superintendent Self expressed his appreciation to teachers, administrators, support staff, central office personnel and students for their hard work and dedication. On motion of Doug Brandon for the entire Board, the Board adopted the following resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board takes this means to commend all staff and students of the Vernon Parish Schools for their District Performance Scores/Letter Grades. Vernon Parish ranks fourth in the State of Louisiana and this is an accomplishment to be very proud of; and
WHEREAS, Superintendent Self/Central Office staff, teachers, and administrators have devoted numerous hours to in-service and instruction and utilized every opportunity afforded them to prepare their students for testing; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board adopts this resolution to commend the teamwork of the administration, teachers, parents and students in this worthy accomplishment.

Mel Harris reported that the Salary/Personnel Committee had met and reviewed the personnel changes for November. Mr. Ward discussed the payment method of supplemental checks for employees. He requested that all supplemental checks be paid in the same manner as payroll checks. This item will be placed on November 12th Agenda.
There was discussion of the stipend formula for “Core” teachers to be changed to “SLT” teachers. This item will also be placed on the November 12th Agenda.
In other business, Superintendent Self reminded Board members that tomorrow, November 8th would be ½ day in-service for teachers and staff and ½ day Parent-Teacher Conferences – no school for students. He also noted that several tax renewals are on the ballot for November 16th. Superintendent Self stated that Superintendent John White visited with several principals and teachers during his visit on October 30th and that representatives from the BESE Board visited several schools on November 6th.
Colonel Moore gave an update on Fort Polk and discussed a possible educational summit meeting in March to familiarize parents and soldiers with the Common Core Curriculum.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Pauline Kutach who recently passed away; and
WHEREAS, Mrs. Kutach was the grandmother of Tammy Schamerhorn, teacher at Leesville Jr. High School and Sandy Cosio, former supervisor at the Central Office and was the great grandmother of Randi Gleason, District I Board Member; and
WHEREAS, Mrs. Kutach was a long time resident of Houston and she will be greatly missed by her family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Randy Martin for Richard Schwartz, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Ocie Klein who recently passed away; and
WHEREAS, Mrs. Klein was the mother of Donald Bush, retired assistant principal at Evans High School and the grandmother of Kayla Grover, counselor at East Leesville Elementary, Keith Bush, maintenance supervisor and Stephanie Robison, counselor at Evans High School; and
WHEREAS, Mrs. Klein was a lifelong resident of Burr Ferry, an avid supporter of the Evans High School basketball team and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Robert Pynes, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their heartfelt sympathy to the family of James Stephen (Jimbo) Shapkoff, III, who recently passed away; and
WHEREAS, Mr. Shapkoff was the brother of Felicia Cavanaugh, retired teacher at Leesville Jr. High School; and
WHEREAS, Mr. Shapkoff was a 1983 graduate of Leesville High School and he will be greatly missed by his family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the Vernon Parish School Board wishes to express their heartfelt sympathy to the family of Brooklyn Allyse Bainer who recently passed away; and
WHEREAS, Brooklyn was the infant daughter of Melanie Bainer, teacher at Anacoco Elementary School and Charles Bainer, teacher at Simpson High School; and
WHEREAS, Brooklyn has a very special place in the hearts of her family; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to the Bainer Family at this time of sadness.
On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Ruby Marie Hufstetler who recently passed away; and
WHEREAS, Mrs. Hufstetler was the mother of Kathy Prichard, paraprofessional at Anacoco Elementary School; and
WHEREAS, Mrs. Hufstetler was a longtime resident of Anacoco and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Dorthea Brewer who recently passed away; and
WHEREAS, Mrs. Brewer was the mother of Connie Brewer, cook at Simpson High School; and
WHEREAS, Mrs. Brewer was a resident of Simpson and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Regina Bolton who recently passed away; and
WHEREAS, Mrs. Bolton was the mother-in-law of Yvette Bolton, teacher at Simpson High School; and
WHEREAS, Mrs. Bolton was a longtime resident of Simpson and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Vernon Travis, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Terry Upshaw who recently passed away; and
WHEREAS, Mr. Upshaw was the brother-in-law of Alice Guess, teacher at Leesville High School; and
WHEREAS, Mr. Upshaw was a resident of Leesville and he will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
