THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M., 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT GLEASON CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.
The meeting was opened in prayer by Joe McKee.
The Pledge of Allegiance was led by Mel Harris.
On motion of Mel Harris, seconded by Randy Martin, the Board voted to approve the minutes of the March 12, 2012 regular meeting and dispense with the reading of the minutes.
On motion of Vernon Travis, seconded by Steve Woods, the Board voted to adopt the following Wireless Access Guidelines:
WIRELESS ACCESS GUIDELINES IN VERNON PARISH SCHOOLS
Wireless access points will be installed in all Vernon Parish schools in the coming months.
Administrators, teachers, and students must have logins and passwords to gain access to the VPSB wireless network on their campus. Logins and passwords will be assigned on an individual basis and maybe revoked when wireless guidelines are not followed. Administrators and teachers may bring their personal wireless (WiFi must connect automatically) laptops /netbooks/tablets (without phone capabilities) once they received their login and password from the Technology Department. Students may bring personal laptops/netbooks/tablets to school once the principal and the individual teacher give their approval for these devices to be used in their individual schools and classrooms. Devices brought on campus must be used for “word processing”, wireless Internet access, image capture and recording.
Minimum requirements for wireless devices brought on campus are as follows:
Device (laptop /netbook/tablets) must use “automatically detect setting” for wireless networking and connecting to the VPSB wireless network.
VPSB wireless network may support wireless A, B, G, and N.
Students and teachers must be able to troubleshoot their WiFi devices by being able to do the following:
Verify that their WiFi service is enabled and can connect to VPSB wireless
Verify that they have attached to the VPSB wireless and can use their VPSB assigned Login and Password.
If connectivity issues occur on their device – is this access limited to them? If so it should be reported to the teacher of record.
Wireless devices brought on school board property are not supported by the VPSB technology department. Individuals bringing personal wireless devices on school board property should have a private contract for maintenance of their personal electronic equipment.
Teachers should not download software on individual student wireless devices. Each device brought on school board property should have a current version of a word processor installed. Updates and upgrades may not be performed over the VPSB wireless network while the individual device is on school board property. NO wireless device maybe “HARDWIRED” to the VPSB network at any school board facility.
The VPSB network is protected behind a firewall and VPSB runs a network wide anti- virus, however, each individually owned wireless device brought on school board property must have a current anti-virus program installed and it must be fully operational prior to the device being brought on school board property.
VPSB will not be held liable for damages, theft, loss, or any vandalism done to personal wireless property while it is on school board property. Each individual is responsible for their own wireless device when it is brought on school board property.
Parents/guardians that allow their students bring individual wireless devices on VPSB property must follow the guidelines spelled out in the VPSB AUP, must follow all VPSB policy, and must comply with the VPSB Student Code of Conduct.
Additionally students and parents / guardians understand the following:
1. While on school board property students may only access the VPSB wireless network.
2. All internet connectivity is filtered – at no time should students attempt to bypass VPSB's filters with their personal WiFi device.
3. All personal devices must be free of virus, Trojans, Malware or other programs that could damage the VPSB network or violate the VPSB AUP.
4. Hacking or altering data in attempt to bypass VPSB web security is a violation of the VPSB AUP.
5. VPSB may confiscate and or examine any personal device that might be suspected of causing problems on the VPSB wireless network.
6. Personal WiFi devices brought on school board property are the individual owners responsibility. VPSB is not liable for any personal device while connected the the VPSB wireless network, and or damaged or stolen while on school board property.
7. VPSB will not be liable for any data lost while a personal WiFi device is on school board property.
8. Personal WiFi devices will not be used to record, transmit or post-photographic images or video of a person, or persons at any school board site.
9. Personal wireless devices may NOT be used when a Substitute Teacher is in charge of any classroom.
10. Personal wireless devices should be brought to school fully charged and then my only be recharged in classrooms where teachers allow their use.
11. When personal wireless devices are not is use, they must be stored in lockable student locker while on VPSB property.
12. Personal wireless device peripherals must be labeled with the owners full name and home phone number BEFORE they are brought on school board property. This includes the charging device, cords, headphones, and the mouse. These are all that will be allowed on campus to support the individual wireless device.
13. None of the above may be shared with other students while on school board property.
14. All internet usage becomes public record.
Individuals must abide by the above guidelines and each user understands that ANY VIOLATION is unethical and may result in the loss of access to the VPSB wireless network and or loss of wireless access device privileges and other disciplinary action.

Mel Harris reported that the Salary/Personnel Committee had met and discussed student enrollment, MFP, and the new Teacher Salary Schedule. Slight adjustments will be made due to decreasing student enrollment/MFP. The new Teacher Salary Schedule was reviewed and approved by the state and will be implemented in the fall of 2013.
In other business, Superintendent Self stated that the Requests For Qualifications for an architect for South Polk are due on Friday, April 12, 2013. Superintendent Self also asked for volunteers to serve on a committee to evaluate these requests.
Superintendent Self also noted that advertising would begin today for a Payroll Clerk and Finance Secretary.
Superintendent Self also reminded Board Members of the Transportation Committee meeting at 9:00AM on Tuesday, April 16th.
On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of John Hyman Self who recently passed away; and
WHEREAS, Mr. Self was a teacher and principal at Hornbeck High School for thirty three years and was also a 1945 graduate of Anacoco High School; and
WHEREAS, Mr. Self was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their condolences to the family of Violaine Mady Fulton who recently passed away; and
WHEREAS, Mrs. Fulton was the mother of Sam Fulton Jr., Administrator at Byrd Regional Hospital; and
WHEREAS, Mrs. Fulton was a resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Moriah Willis who recently passed away; and
WHEREAS, Moriah was a Leesville High School Graduate and very active in student activities; and
WHEREAS, Moriah was a lifelong resident of Leesville and she will be greatly missed by her family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Superintendent Self on behalf of the Vernon Parish School Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Derek Emil Batts, II who recently passed away; and
WHEREAS, Derek was a kindergarten student at North Polk Elementary School; and
WHEREAS, Derek was very active in his church and was an avid sports player with the Fort Polk Morale, Welfare, and Recreation Youth Sports Program; now
WHEREAS, Derek will be greatly missed by his family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
There being no further business, and on motion of Jerry Jeane, seconded by the Board, the meeting was adjourned.
