THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M. ON FEBRUARY 7, 2013, 201 BELVIEW ROAD, LEESVILLE, LOUISIANA.  PRESIDENT GLEASON CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

There was also present Mr. Jackie D. Self, Secretary of the Board.

The meeting was opened in prayer by Mel Harris.

The Pledge of Allegiance was led by Mel Harris.

 

On motion of Mel Harris, seconded by Vernon Travis, the Board voted to approve the minutes of the January 15, 2013 regular meeting and dispense with the reading of the minutes.

 

On motion of Doug Brandon, seconded by Richard Schwartz, the Board voted to name the Leesville Daily Leader as the Official Journal of the Vernon Parish School Board for 2013.

 

On motion of Michael Perkins, seconded by Gerald Cooley, the Board voted to reject the bid from Jerry Inman for $51.51 for the used bus at Pitkin and authorize Mr. Ward to dispose of the bus.

 

On motion of Vernon Travis, seconded by Randy Martin, the Board voted to authorize Superintendent Self to request and sign all Federal Funding P.L. 81-874 for the Vernon Parish School Board.

 

                                The following resolution was offered by Michael Perkins and seconded by Randy Martin:

 

RESOLUTION

 

A resolution providing for canvassing the returns and declaring the results of the special elections held in (i) Pickering School District No. 142 of the Parish of Vernon, Louisiana, (ii) Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana, (iii) Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana and (iv) Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana, on Saturday, December 8, 2012, to authorize the levy of special taxes therein.

 

BE IT RESOLVED by the Parish School Board of the Parish of Vernon, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Pickering School District No. 142 of the Parish of Vernon, Louisiana, (ii) Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana, (iii) Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana and (iv) Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana (the "Districts"), that:

SECTION 1.  Canvass.  This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special elections held in (i) Pickering School District No. 142 of the Parish of Vernon, Louisiana, (ii) Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana, (iii) Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana and (iv) Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana, (the "Districts"), on SATURDAY, DECEMBER 8, 2012, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the special elections.

SECTION 2.  ProcèsVerbal.  A ProcèsVerbal of the canvass of the returns of said elections shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Vernon, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

 SECTION 3.  Promulgation of Election Results.  The re­sults of said elections shall be promulgated by publication in the manner provided by law.

 

This resolution having been submitted to a vote, the vote thereon was as follows:

PICKERING SCHOOL DISTRICT NO. 142

OF THE PARISH OF VERNON, LOUISIANA (WARD 4)

 

PROPOSITION (TAX CONTINUATION)

 

Summary: 10 year, 14.14 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Pickering School District No. 142.

 

Shall Pickering School District No. 142 of the Parish of Vernon, Louisiana (the "District"), levy a fourteen and fourteen hundredths (14.14) mills tax on all of the property subject to taxation in said District (an estimated $190,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a sixteen hundredths of a mill (.16) increase over the 13.98 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

 

                WARD FIVE WARDWIDE SCHOOL DISTRICT NO. 144

OF THE PARISH OF VERNON, LOUISIANA

 

PROPOSITION (TAX CONTINUATION)

 

Summary: 10 year, 18.65 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Ward Five Wardwide School District No. 144.

 

Shall Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana (the "District"), levy an eighteen and sixty-five hundredths (18.65) mills tax on all of the property subject to taxation in said District (an estimated $327,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a four and twelve hundredths mills (4.12) increase over the 14.53 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

 

WARD SIX WARDWIDE SCHOOL DISTRICT NO. 161

OF THE PARISH OF VERNON, LOUISIANA

 

PROPOSITION (TAX CONTINUATION)

 

Summary: 10 year, 12.68 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Ward Six Wardwide School District No. 161.

 

Shall Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana (the "District"), levy a twelve and sixty-eight hundredths (12.68) mills tax on all of the property subject to taxation in said District (an estimated $44,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a nine hundredths of a mill (.09) increase over the 12.59 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

                               

WARD EIGHT WARDWIDE SCHOOL DISTRICT NO. 151

OF THE PARISH OF VERNON, LOUISIANA

 

PROPOSITION (TAX CONTINUATION)

 

Summary: 10 year, 14 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Ward Eight Wardwide School District No. 151.

 

Shall Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana (the "District"), levy a fourteen (14) mills tax on all of the property subject to taxation in said District (an estimated $34,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a fifty-two hundredths of a mill (.52) increase over the 13.48 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

                The polling places above specified being the only polling places designated at which to hold the said elections, it was therefore shown that

 

(i) there was a total of 111 votes cast IN FAVOR OF Pickering School District No. 142 Proposition and a total of 24 votes cast AGAINST Pickering School District No. 142 Proposi­tion, as hereinabove set forth, and that there was a majority of 87 votes cast IN FAVOR OF Pickering School District No. 142 Proposition as hereinabove set forth;

 

(ii) there was a total of 150 votes cast IN FAVOR OF Ward Five Wardwide School District No. 144 Proposition and a total of 26 votes cast AGAINST Ward Five Wardwide School District No. 144 Proposi­tion, as hereinabove set forth, and that there was a majority of 124 votes cast IN FAVOR OF Ward Five Wardwide School District No. 144 Proposition as hereinabove set forth;

 

(iii) there was a total of 72 votes cast IN FAVOR OF Ward Six Wardwide School District No. 161 Proposition and a total of 16 votes cast AGAINST Ward Six Wardwide School District No. 161 Proposi­tion, as hereinabove set forth, and that there was a majority of 56 votes cast IN FAVOR OF Ward Six Wardwide School District No. 161 Proposition as hereinabove set forth; and

                                                                                                                                                               

(iv) there was a total of 43 votes cast IN FAVOR OF Ward Eight Wardwide School District No. 151 Proposition and a total of 12 votes cast AGAINST Ward Eight Wardwide School District No. 151 Proposi­tion, as hereinabove set forth, and that there was a majority of 31 votes cast IN FAVOR OF Ward Eight Wardwide School District No. 151 Proposition as hereinabove set forth.

                                                                                                                                                               

                Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the (i) Pickering School District No. 142 Proposition, (ii) Ward Five Wardwide School District No. 144 Proposition, (iii) Ward Six Wardwide School District No. 161 Proposition and (iv) Ward Eight Wardwide School District No. 151 Proposition as herein­above set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special elections held in the Districts on Saturday, December 8, 2012.

 

                THUS DONE AND SIGNED at Leesville, Louisiana, on this, the 7th day of February, 2013.

PROCLAMATION

 

 I, the undersigned President of the Parish School Board of the Parish of Vernon, State of Louisiana, the governing authority of (i) Pickering School District No. 142 of the Parish of Vernon, Louisiana, (ii) Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana, (iii) Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana and (iv) Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana (the "Districts"), do hereby declare, proclaim and announce that the (i) Pickering School District No. 142 Proposition, (ii) Ward Five Wardwide School District No. 144 Proposition, (iii) Ward Six Wardwide School District No. 161 Proposition and (iv) Ward Eight Wardwide School District No. 151 Proposition submitted at the special elections held in the Districts on Saturday, December 8, 2012, were CARRIED by a majority of the votes cast at the said special elections, all as described and set out in the above Procès Verbal.

Mel Harris reported that the Salary/Personnel Committee had met and the recommendation for approval of two additional paraprofessional positions and a retirement will be on the February 12th Agenda.

 

In other business, Superintendent Self stated that a Curriculum Committee is scheduled for Tuesday, February 12, 2013 at 8:30AM.  Superintendent Self also noted that the Re-Districting Plan for the Vernon Parish School District was approved by the Justice Department.  Superintendent Self also reminded Board members of the Parish Quiz Bowl on February 14th at First Baptist Church in Leesville.

 

Vernon Travis addressed the Board regarding the NSBA Legislative Priorities for the First Session, 113th Congress.  Mr. Travis stated that budget items were the primary issues and if federal funding cuts are made, they could be effective immediately.  If sequestration is not avoided before March 1st that the Administration is to release a report about how the across-the-board cuts would be implemented, with the actual budget cuts beginning March 27, 2013.

 

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

 

R E S O L U T I O N

 

                WHEREAS, the members of the Vernon Parish School Board takes this means to express their sympathy to the family of Linda Griskelis who recently passed away; and

                WHEREAS, Mrs. Griskelis was the sister of Jo Ann Hillman, custodian at Simpson High School and the aunt of Joy Wiggins, teacher at Simpson High School; and

                WHEREAS, Mrs. Griskelis was a resident of Logansport and she will be greatly missed by her family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

 

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

                WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Thomas Robertson who recently passed away; and

                WHEREAS, Mr. Robertson was the father of Teresa Chelette and Toni Snider, teachers at Simpson High School; and

                WHEREAS, Mr. Robertson was a lifelong resident of Vernon Parish and he will be greatly missed by his family and friends; now

BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Richard Schwartz, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of June Stephens who recently passed away; and

WHEREAS, Mrs. Stephens was the mother-in-law of Marian Stephens, retired bus driver; and

WHEREAS, Mrs. Stephens was a lifelong resident of the Knight Community, a loyal volunteer at Evans High School and she will be greatly missed by her family and friends; now

 BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.

               

On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

                WHEREAS, the Vernon Parish School Board wishes to express their condolences to the family of Tim Straight who recently passed away;

                WHEREAS, Mr. Straight was the husband of Shirley Straight, cafeteria manager at North Polk Elementary School; and

                WHEREAS, Mr. Straight was a long time resident of Vernon Parish and he will be greatly missed by his family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

 

On motion of Steve Woods, seconded by the Board, the Board adopted the following memorial resolution:

                WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Melvin Hicks who recently passed away; and

                WHEREAS, Mr. Hicks was a respected businessman and supporter of the Vernon Parish Schools; and

                WHEREAS, Mr. Hicks was a lifelong resident of Vernon Parish and he will be greatly missed by his family and friends; now

                BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
