THE VERNON PARISH SCHOOL BOARD CONVENED IN REGULAR SESSION AT 10:00 A.M. SEPTEMBER 6, 2012 AT 201 BELVIEW ROAD, LEESVILLE, LOUISIANA. PRESIDENT PERKINS CALLED THE MEETING TO ORDER AND ON ROLL CALL THE FOLLOWING MEMBERS WERE PRESENT:

The meeting was opened in prayer by Robert Pynes.
The Pledge of Allegiance was led by Robert Pynes.
On motion of Mel Harris, seconded by Vernon Travis, the Board voted to approve the minutes of the August 7, 2012 regular meeting and dispense with the reading of the minutes.
Mrs. Shirley Smith, Mrs. Mary Teta, and Mr. Logan Morris, representatives from the Vernon Arts Council expressed their appreciation to Superintendent Self and the Board for their support. The Vernon Arts Council is sponsoring Todd Green, a multi-talented multi instrumentalist for several of the Vernon Parish Schools.
Superintendent Self recognized West Leesville Elementary School for having earned the distinction of a High Performing/High Poverty School. There were only 56 schools in the State of Louisiana to receive this award. Schools chosen must have a baseline School Performance Score of 100 or higher for two consecutive years and at least 65% of the school’s population must be enrolled in the free/reduced federally-funded lunch program.
Mrs. Joan Simmons, Principal, proudly accepted a plaque from Superintendent Self on behalf of her faculty and staff. Mrs. Simmons praised her faculty and stated their expectations were high and they truly practiced our motto “Every Child, Every Day, Whatever It Takes”.
The following resolution was offered by Randy Martin and seconded by Randi Gleason:
RESOLUTION
A resolution ordering and calling special elections to be held in (i) Pickering School District No. 142 of the Parish of Vernon, Louisiana, (ii) Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana, (iii) Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana and (iv) Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana, to authorize the levy of special taxes therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.
BE IT RESOLVED by the Parish School Board of the Parish of Vernon, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Pickering School District No. 142 of the Parish of Vernon, Louisiana, (ii) Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana, (iii) Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana and (iv) Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana (the "Districts"), that:
SECTION 1. Election Call. Subject to the approval of the State Bond Commission, and under the authority conferred by Article VI, Sections 30, 32 and Article VIII, Section 13(C) of the Constitution of the State of Louisiana of 1974, the applicable provisions of Chapter 5 and Chapter 6-A of the Louisiana Election Code, and other constitutional and statutory authority, special elections are hereby called and ordered to be held in the Districts on SATURDAY, DECEMBER 8, 2012, between the hours of six o'clock (6:00) a.m., and eight o'clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, and at the said elections there shall be submitted to all registered voters qualified and entitled to vote at the said elections under the Constitution and laws of this State and the Constitution of the United States, the following propositions, to-wit:
PICKERING SCHOOL DISTRICT NO. 142
OF THE PARISH OF VERNON, LOUISIANA (WARD 4)
PROPOSITION (TAX CONTINUATION)
Summary: 10 year, 14.14 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Pickering School District No. 142.
Shall Pickering School District No. 142 of the Parish of Vernon, Louisiana (the "District"), levy a fourteen and fourteen hundredths (14.14) mills tax on all of the property subject to taxation in said District (an estimated $190,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a sixteen hundredths of a mill (.16) increase over the 13.98 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

OF THE PARISH OF VERNON, LOUISIANA

Summary: 10 year, 18.65 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Ward Five Wardwide School District No. 144.
Shall Ward Five Wardwide School District No. 144 of the Parish of Vernon, Louisiana (the "District"), levy an eighteen and sixty-five hundredths (18.65) mills tax on all of the property subject to taxation in said District (an estimated $327,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a four and twelve hundredths mills (4.12) increase over the 14.53 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

Summary: 10 year, 12.68 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Ward Six Wardwide School District No. 161.
Shall Ward Six Wardwide School District No. 161 of the Parish of Vernon, Louisiana (the "District"), levy a twelve and sixty-eight hundredths (12.68) mills tax on all of the property subject to taxation in said District (an estimated $44,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a nine hundredths of a mill (.09) increase over the 12.59 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?

Summary: 10 year, 14 mills property tax continuation for giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in Ward Eight Wardwide School District No. 151.
Shall Ward Eight Wardwide School District No. 151 of the Parish of Vernon, Louisiana (the "District"), levy a fourteen (14) mills tax on all of the property subject to taxation in said District (an estimated $34,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2014 and ending with the year 2023, for the purpose of giving additional support to the public elementary and secondary schools in the District, including paying the cost of operating and maintaining public school houses and buildings in the District, said millage to represent a fifty-two hundredths of a mill (.52) increase over the 13.48 mills tax authorized to be levied through the year 2013 pursuant to an election held on November 15, 2003?
SECTION 2. Publication of Notice of Elections. A Notice of Special Elections shall be published in the Leesville Daily Leader, a newspaper of general circulation within the Districts, published in Leesville, Louisiana, and being the official journal of the Districts, once a week for four consecutive weeks, with the first publication to be made not less than forty-five (45) days nor more than ninety (90) days prior to the date of the elections, which Notice shall be substantially in the form attached hereto as "Exhibit A" and incorporated herein by reference the same as if it were set forth herein in full.
SECTION 3. Canvass. This Governing Authority shall meet at its regular meeting place, the Parish School Board Office, Leesville, Louisiana, on THURSDAY, FEBRUARY 7, 2013, at TEN O'CLOCK (10:00) A.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special elections.
SECTION 4. Polling Places. The polling places set forth in the aforesaid Notice of Special Elections are hereby designated as the polling places at which to hold the said elections, and the Commissioners-in-Charge and Commissioners, respectively, will be the same persons as those designated in accordance with law.
SECTION 5. Election Commissioners; Voting Machines. The officers designated to serve as Commissioners-in-Charge and Commissioners pursuant to Section 4 hereof, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, shall hold the said special elections as herein provided, and shall make due returns of said elections for the meeting of the Governing Authority to be held on Thursday, February 7, 2013, as provided in Section 3 hereof. All registered voters in the Districts will be entitled to vote at the special elections, and voting machines shall be used.
SECTION 6. Authorization of Officers. The Secretary of the Governing Authority is hereby empowered, authorized and directed to arrange for and to furnish to said election officers in ample time for the holding of said elections, the necessary equipment, forms and other paraphernalia essential to the proper holding of said elections and the President and/or Secretary of the Governing Authority are further authorized, empowered and directed to take any and all further action required by State and/or Federal law to arrange for the elections, including but not limited to, appropriate submission to the Federal Department of Justice under Section 5 of the Federal Voting Rights Act of 1965, as amended.
SECTION 7. Furnishing Election Call to Election Officials. Certified copies of this resolution shall be forwarded to the Secretary of State, the Clerk of Court and Ex-Officio Parish Custodian of Voting Machines of Vernon Parish and the Registrar of Voters of Vernon Parish, as notification of the special elections, in order that each may prepare for said elections and perform their respective functions as required by law.
SECTION 8. Application to State Bond Commission. Application is made to the State Bond Commission for consent and authority to hold the special elections as herein provided, and in the event said elections carry for further consent and authority to levy and collect the special taxes provided for therein. A certified copy of this resolution shall be forwarded to the State Bond Commission on behalf of this Governing Authority, together with a letter requesting the prompt consideration and approval of this application.

On motion of Vernon Travis, seconded by Randi Gleason, the Board voted to receive bids to purchase five used buses.
Bids were received as follows:

On motion of Vernon Travis, seconded by Mel Harris, the Board voted to take this bid under advisement.
On motion of Jerry Jeane, seconded by Randy Martin, the Board voted to advertise for bids to sell a used activity bus at Anacoco High School.
On motion of John Blankenbaker, seconded by Mel Harris, the Board voted to change the November 6, 2012 Board Meeting to November 8, 2012 at 10:00AM due to Election Day.
Superintendent Self discussed new/revised policies. Approval for these policies will be on the September 11th Agenda.
Mel Harris reported that the Salary/Personnel Committee had met and reviewed the revised/new personnel policies. Approval for these policies will be on the September 11th Agenda. The Committee also recommended the hiring of an additional nurse and on motion of Mel Harris, seconded by Jerry Jeane, the Board approved this new position.
In other business, Superintendent Self reminded Board members of the Board meeting on Tuesday, September 11th at 5:00PM and of the Transportation Committee meeting at 4:00PM.
On motion of Robert Pynes on behalf of the entire Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Ellis (Sonny) Hoffpauir who recently passed away; and
WHEREAS, Mr. Hoffpauir was the father-in-law of Donna Hoffpauir, secretary at East Leesville Elementary School; and
WHEREAS, Mr. Hoffpauir was a former Vernon Parish School Board Member and a 1950 graduate of Leesville High School and he will be greatly missed by his family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Jerry Jeane, seconded by the Board, the Board adopted the following memorial resolution:
R E S O L U T I O N
WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of Charles Goins who recently passed away; and
WHEREAS, Mr. Goins was the father-in-law of Michele Goins, teacher at Anacoco High School; and
WHEREAS, Mr. Goins was a lifelong resident of Vernon Parish and he will be greatly missed by his family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Gerald Cooley, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board takes this means to express their sympathy to the family of Sara Fairchild who recently passed away; and
WHEREAS, Mrs. Fairchild was a retired teacher from Vernon Parish and the mother-in-law of Donna Fairchild, secretary at the Central Office; and
WHEREAS, Mrs. Fairchild was a dedicated teacher and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests that a copy of this memorial resolution be sent to her family at this time of sadness.
On motion of Vernon Travis, Randy Martin, and Mike Perkins, seconded by the Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board take this means to express their sympathy to the family of James Harvey Mingo II who recently passed away; and
WHEREAS, Mr. Mingo was the brother-in-law of Ed Kenebrew, bus driver at East Leesville Elementary School and Polly Gilbert, paraprofessional at East Leesville Elementary School; and
WHEREAS, Mr. Mingo was the uncle of Tshombie Martin, cook at East Leesville Elementary School and Lotoria Gilbert, Headstart teacher at North Polk Elementary School; and
WHEREAS, Mr. Mingo was a longtime resident of Leesville and he will be greatly missed by his family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.
On motion of Randi Gleason on behalf of the entire Board, the Board adopted the following memorial resolution:

WHEREAS, the Vernon Parish School Board wishes to express their sympathy to the family of Don Goins who recently passed away; and
WHEREAS, Mr. Goins was the husband of Sarah Goins, retired teacher and was also a former District One Vernon Parish School Board Member; and
WHEREAS, Mr. Goins was a 1955 graduate of Leesville High School and was an avid supporter of the Wampus Cats; and
WHEREAS, Mr. Goins was a lifetime resident of Leesville, was very active in the community and he will be truly missed by his family and many friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to his family at this time of sadness.

WHEREAS, Mr. Jeane was the grandson of Peggy Jeane, bus aide at West Leesville Elementary, and the nephew of Kevin Jeane, teacher at Anacoco High School; and
WHEREAS, Mr. Jeane was a longtime resident of Vernon Parish and he will be greatly missed by his family and friends; now

On motion of Robert Pynes on behalf of the entire Board, the Board adopted the following memorial resolution:

WHEREAS, the members of the Vernon Parish School Board wish to express their sympathy to the family of Gloria Owen who recently passed away; and
WHEREAS, Mrs. Owen was the wife of now deceased Creighton Owen, former Superintendent of Vernon Parish Schools; and
WHEREAS, Mrs. Owen was a 1942 graduate of Leesville High School and a member of the Wampus Cat Marching Band; and
WHEREAS, Mrs. Owen was a lifelong resident of Vernon Parish, very active in the community and she will be greatly missed by her family and friends; now

On motion of Steve Woods on behalf of the entire Board, the Board adopted the following memorial resolution:

WHEREAS the members of the Vernon Parish School Board take this means to express their sympathy to the family of Eveline “Evelyn” Knapp who recently passed away; and
WHEREAS, Mrs. Knapp was the wife of now deceased Bill Knapp, former Vernon Parish School Board Member; and
WHEREAS, Mrs. Knapp was a longtime resident of Leesville and she will be greatly missed by her family and friends; now
BE IT THEREFORE RESOLVED that the Vernon Parish School Board requests a copy of this memorial resolution be sent to her family at this time of sadness.
